On the occasion of the national holiday celebrating the 56th birthday of King Norodom Sihamoni between 13 to 15 May, San Suwidh is reporting about the opinion of a number of Cambodian expatriates regarding the role of the current king of Cambodia.
King Sihamoni is the son of King Norodom Sihanouk and Queen Monineath Sihanouk. He was born in Phnom Penh of 14 May 1953, i.e. 6 months ahead of Cambodia’s access to independence from France.
During his youth, the prince liked to study dance, music and theater. In 1971, he received an award in his competition in classical dance at the Prague national conservatory of music and dance, in communist Czechoslovakia. Between 1976 and 1979, he was detained by Pol Pot’s Khmer Rouge regime along with his parents and his younger brother, Prince Norindrapong.
Following his release from the killing fields, he completed several functions involving art, mainly in France. The king is expert in language. He speaks Cambodian, French, Czech and English. While living in Paris in 1993, he directed two films involving ballet: “Soben” (Dream) and “Theat Taing Buon” (The 4 matters).
On 14 October 2004, at the age of 51, he was selected by the council of the throne as the king of Cambodia.
It has been 5 years since the king acceded to the throne. On the day of his crowning, he swore that he will abide by his father’s teaching, and he publicly announced: “What must be remembered forever is pure nationalism. We must clearly avoid all sorts of corruption, and at all time. Everything that we must apply should be aimed at serving the supreme interest, the livelihood of the Khmer nation and people.”
He also announced openly that: “I will be close to all our compatriots, uncles, aunts, brothers and sisters, children, nephews, all of you, and I will share your fate forever.”
On the occasion of his 56th birthday, various government officials sent him warm well wishes. Cheam Yeap, a member of the CPP permanent committee and chairman of the National Assembly committee on finance and economy, praised the role of the king, saying: “He has very good opinion, he never embarrass the people, the government or the legislative branch. He always smoothed out the difficult tasks of the government, as well as those of the legislative branch and the judiciary branch.”
Nevertheless, a large number of Cambodians do not know very well their king. Even though he publicly claimed that the palace will not hide anything, and he is spending several days each week to serve his compatriots and meeting the people, in the past 5 years, the king is still unknown to his subjects. More seriously is the fact that Cambodian expatriates have negative opinions of the king.
Sim Huot, a Cambodian-American living in Stockton, California who claims to be a true royalist, is still puzzled about the king’s role: “When the king ascended to the throne, he promised to the people that he will work hard and pay attention to the people in general, he will absolutely oppose corruption, he will labor for his land, such as the border issue for example. But I don’t know what he is doing or not doing. On the border issue, I keep on hearing this issue discussed on Radio Free Asia which I listen to and the people are shouting about corruption, about forced evictions, did the king strongly intervene on these cases? When he ascended to the throne, he promised that he will follow his father’s footstep and he will absolutely oppose all forms of corruption.”
Sieng Sak, a former KR who currently lives in Lowell, Massachusetts, blamed the constitution which ties the king’s hands and does not allow him to do anything. Sieng Sak said: “I believe that King Sihamoni currently is merely a rubber stamp king, to say it bluntly. This is one issue. The second issue, based on the current feelings of Cambodians who respect the king, what King Sihamoni is doing is just enough to calm down Cambodians who want to have a monarchy only, but when speaking about serving the interest of the country, serving the country future peace, he did not do anything about them. The reason I am saying he is not doing anything on these issues is because the constitution is tying him up already, he reigns but he does not rule, so he has no power, he cannot represent anything, he cannot be anybody’s shade simply because he has no power.”
In reply to Sim Huot’s question above regarding the king’s interventions to help his subjects or not, Princess Ang Duon Nim Sophine said: “Regarding the king, it’s not that he is not doing anything to protect his subjects, but it is as if he is under some intense pressure, he is being under intense pressure. What he needs to do, he must ask the authorization from the prime minister. The constitution stipulates that the king has the power to pardon people on certain occasions, such as during the Pchum Ben ceremony, during his birthday, so he must use this prerogative, but I heard that when he asked the authorization [from the PM], they rejected his request. Whatever he tried, he couldn’t do it.”
In the midst of these opinions on the king’s role, Cambodian people are sending wishes to their king on his birthday which happens to be a 3-day holiday also.

Not easy to be a king of Cambodia in modern time. All Khmer, we always compare the late Khmer King to the great Khmer Empire under the former King Jayavarman the VII.

Please leave the King alone. He does his job and plays his role well according to the constitution. At least, he is not a corrupt person. Please give him a chance, give constitutional monarchy a chance to work.
What we need to do is to make sure that those who constitutionally mandate to govern the kingdom are not above the law. Make sure that PM Hun Sen and others act accordingly the constitution. Those are the people who can potentially destroy the country and not the current king.
Please the King alone and focus on those who abuse their power and corrupt, and oppress our people.
Maybe King Sihamoni very much satisfies with his job.
Howver, if he cannot truly serve his people according to the Constitution, why bother to be king. The idea of a reconciliation is nothing but the contribution to the destroying of the nation.

The Constitution of the Kingdom, not allow the King to interfere or involve into the politic or affairs of the government, but in some important point like national Interest (war with foreigner invaders), the government still need first the authority from the King.

Lowell, MA is 2nd highest Khmer population in the US but they failed to unite together because of favoritism and corruption. Look at Khmer in Long Beach, they have done a real good job. They got the part of the city name as "Khmer Town or Cambaodian Town" and also look at those people living Minnesota, they work pretty hard to have a Cambodian style temple that looks like a real Cambodian temple. But those people living in Lowell are suck. They jealous and envying each other. They money from the state to help Cambodian community they organizer leader took them all to buy a house and he was under state investigation for awhile. Lowell has been there forever with the Khmer population but they can't even build a Khmer style temple. What a shame for those Khmer living in Lowell that following a corrupted leader.

cambodia is a constitutional monarchy; there's no active power for the monarchy just like the system in england. i think this is better for cambodia because there's a good reason for that. studies after studies have found that absolute monarchy is never good for the country, and that system is very complicated and needs a lot of explaining to do. plus, just look at history, absolute monarchy is only good while the king or queen is reigning but chaos was always to follow as soon as the monarchy passes away or something. that's why historical experiences dictate that cambodia should have constitutional monarchy instead of absolute monarchy; it has to do with conflict of interest, etc, etc..., the problems are many, to say the least. study history and one will gain a better understanding why absolute monarchy is bad for the country, especially following the death of the monarchy, etc... plus, it's part of a reform too to have a constitutional monarchy, rule by no active power. thank you and god bless cambodia and all khmer people and citizens.

We all know that King should not be involved in politic but showing that you care about the desperately poor kids who live and eat in the city garbage dump IS NOT POLITIC. Even the wealthy and famous Mrs. Macain had a sense of humanity to visit the garbage dump to point out the plight of these poor kids. I have never heard the King of Cambodia raising concern about his most defenseless subjects.

The people do not elect the King but elect the PM or President. The King is selected from among royal family members by the council of the throne. Normal th ethrone will fall to a next first in line. It was supposed to go Prince Rannaridh, but he chose politics instead.
The modern King in Cambodia or in England is just a symbol and he has no job to check every body. 2:50 AM, the King also has the responsibility to exercise sound judgement. The King does not have any power to reverse the results of the eletion, whether it was fair or rigged. If he did, he would have appeared to have extended his reach into politics and government.
Unlike the former King, who kept himself engulfed in politics, the current King should remain apolitical and just be the symbol of goodwill and respect of the nation.
We had bad examples when a revered symbol got mixed with politics. The Kings sympathisers and many Khmer Rouges had to express their loyalty to the former King even if it meant that the whole country would descend into the abyss. If he was not in politics, and allowed politicians to run the country, there could be a possibility that Cambodia did not have to go through the tragedy that it did.
Let civilians and politicians run the country, the King should always be a symbol and respect of the nation regardless of who won the political fight. The King is for all Khmers/cambodians, CPP, or SRP, or any others.
Another example was how when the former King exercised his "father of the nation" duty by focusing on the social/national development like building roads, arts, education/schools, hospitals, etc., like his Sangkum Reastr Niyum social development activities, that we see the good nad benefits of having a King.
The sad and disastrous part of Sangkum Restr Niyum was its own political outreaches and manoeuvers. The former King could have just remained a King and worked to reunify opposing ideologies and groups, instead of becoming one of the groups fighting among each others.
Like in Jordan, Brunei, Swaziland, Thailand, King can rule and reign both.

The cambodian constitution was written by a group of communist party members who's running cambodia right now, and so it can not be taken as a legitimate document. The khmer king has no conscience and does not meet his obligation as a king for all people. I want the khmer king to see what the thai king has done for his country. But people in the world know, that time limits work for better governance. perhaps the Constitution Council should propose an amendement to the Constitution to stipulate the PM post's time limit. Maybe it is good to have two terms of 5 years/term per any one individual PM. 10 years is good enough for anyone to prove how well they can serve the country. Also, the National Assembly should have independence and balls big enough to impeach any PM who clearly demonstrates incompetence or treason. It is a long shot, I must admit... but the least the international donors, NGOs, or United Nation can do for such a deserved people as Cambodians is to help ensure that this country's constitution's loopholes be plugged enough to disallow perpetual authoritatrianism and dictatorship.

The same can be said to the Thai or Jordanian constitution, that a bunch of royalists and king's cronies wrote their constitution.
But, currently, the constitution is the law of the land that everyone should adhere to. The Cambodian constitution was written and approved by more than just the CPP after the Paris Peace accord was signed. Like any constitution in world, American included, it could be amended to be a better set of laws. Right now, the time limit on the goevrnment officials, PM post especially, would take away much of the potential of having injustice and dictatorship.
The problem is when these governments deviate or misinterprete the constituation, that both corruption and injustice persist.

That's not true. The king has the obligation to correct injustice in the national election without producing an amendment to the constitution. It is a fact that, for the past 28 years, cambodia has been run by a group of communists. IF the present trend continues, I think cambodia will move in the direction of communism. IF the king does not intervene in the fraudulent eletction, then he fails his obligation and Khmer people fail to move in the direction of freedom and democracy.

I want to see King Sihamoni continues to be the long standing symbol of respect for Cambodia, and for this to happen, is for him to stay clear from the political muds.
I totally support King Sihamoni's current role. I regret that King Sihanouk could not be considered just for his achievements in social development, but instead was marred by his political mistakes.

The monarchy was a source of Khmer Nation.
Our founding Fathers who built our Khmer nation, though, through brutal acts, but without the monarchy system the Khmer nation cannot come into existence as it is today.
Keep in mind that non-european societies are very unstable societies. We need very strong system and strong leadership to hold our people together under one umbrella and that is the system of the monarchy.
Having so much freedom is not good for our non-european socities, and Jackie Chan was right that we non-european societies deserved to be controlled.
The King is new and His Majesty just ascended the throne after years of war and KR regime, and for the security and stability of Cambodia, I urge Cambodian governmnet to create a tough Law (Lese Majesty) like in Thailand to protect the King, our figure of unity.
Freedom of Speech must be limited, and those who mock the King must be punished.
