Original report from Phnom Penh
15 May 2009
Police and counterterrorism forces completed a week of explosives investigation training Friday put on the by the US FBI.
The course was designed to instruct Cambodian security personnel in properly investigating a post-blast crime scene involving bombs or improvised explosive devices.
Twenty-eight students from the police, military police, national counterterrorism committee and counterterrorism special forces attended the course.
Cambodia is a willing participant in the US’s regional counterterrorism efforts. The country has a small Muslim population, and in 2003 was found to have harbored Hambali, the former head of Jemaah Islamiyah, the Islamic extremist group responsible for the 2002 Bali bombings.
The FBI maintains a legal office at the US Embassy in Phnom Penh.
Laro Tan, the FBI’s legal attaché in Cambodia, told reporters after closing training that the US investigation agency had provided technical training on researching evidence of blasts.
Hav Lay, a police officer at the counterterrorism office in Phnom Penh, said he had learned to gather evidence and intelligence at crime scenes.
Better training can improve prosecutions based on evidence obtained at crime scenes and would help Cambodian investigations meet US court standards, the embassy said in a statement.

Let's face it. The Cambodian will never meet the US court standard. Dream on! As long as we have Huynh by our side, justice will only served those that are under his breath.
Sounds good though.
The FBI training will only enhance Hun Sen and his CPP gang control over Khmer people. It's like teaching a muder who to kill better!
I say we get these new recruits and returned to the crime scene (grenade attack) in 1993. See what they can gather.
If they're successful..... they can move on to crime such as murders and assassinations.
Look no further. Every evidence should lead to the compound of Huynh Sen & Associate.
Firstly, my hat go off to all the Khmer compatriots, scholars, intellectuals, and the Khmers around the world in and outside the Khmer Empire nation, who's tirelesly to helps fought for Khmer Krom to reach our independent in the near future.
Secondly, this coming June the fourth Khmer Krom and Khmer around the world will commemorated and observed the lost of Kampuchea Krom 60th aniversaries. To all Khmer around the world, please help participates in this events by seeking the information from Khmer Krom representative everywhere in your community.
Thirdly, my respectfully goes to the team of KI-Media. So far your team had done a tremendous job for the Khmer benefits and keep up the good works.
Fourthly, to all Khmer abroad please bring back The Fourth Factions or Paris Peace Accord unity strategy models. In the early ninety the only Youn pullout from Cambodia because we Khmers had united. Back then king Seyhanouk had all the power, popularity and was incharged. Every body respected him from Khmer perspective and the international community perspective. If I were him I would use this power and popularity to declare to the world community that the Khmer people still under the supression, aggression of Youn and Seam. In doing so, his reputations and credibility will be installed next to the Great Khmer King Jayavarman VII.
In the case of Kampuchea Krom, if we use this exact models we Khmer will once again liberated Kampuchea Krom from the Youn iron grips. And possibly Khmer Krom can declare their independent or reannexed to Cambodia who knows.
Respectively your,
Khmer Empire
