Complaints from Phnom Penh residents against telephone antennas installed near their homes are on the rise. The residents accuse the antennas of causing various troubles: fatigue, vertigo, headaches are the most frequent complaints. Others said that the antennas would attract lightning.
In order to take away these concerns, on 06 May, the ministry of Post and Telecommunication organized a joint seminar with telephone companies on telephone and its impacts. Out of this meeting, So Khun, the minister of Post and Telecommunication assured that “the presence of antennas on buildings has no negative impact on the resident health.”

Of course the presence of antennas and the use of cellphone have negative impact.
... to a lesser exent, yes, it has an impact on these people who live near the antenna (s) or powerlines; also, may cause other health problems as well.
Further, if this subject interest you, please check the statistics on WebMD or other related-issue sites.
The bottom line is this: if the company put these antennas in the residential site, these residents must be compensated.

again, only education will help people to understand why not to have such instruments install all over the skyline of phnom penh or other major cities in cambodia. i think it is the ignorance that is destructive. remember the buddha teaching; buddha reminded us, humans, that ignorance is the root of all problem in society, so we must learn and listen to god so cambodia can become enjoyable for everyone. thank you and god bless cambodia.
