HA NOI — The Vietnamese Ministry of Transport signed a memorandum of understanding with its Cambodian counterpart to help receive and process search and rescue distress alert data from the Cospas-Sarsat system.
Cospas-Sarsat is an international satellite distress alert detection and distribution system designed to assist search and rescue operations using satellites and ground facilities to locate signals from distress beacons. The position of the beacons and other information is then relayed through mission control.
According to the agreement, the Viet Nam Mission Control under the Cospas-Sarsat Agreement (VNMCC) will receive and process emergency rescue data from the alert device located in Cambodia and distribute the data to related agencies in Cambodia.
The VNMCC, a member of international Cospas-Sarsat since 2002, will help Cambodia launch prompt rescue operations to mitigate loss of human life and property.
Viet Nam has also agreed to help train Cambodian and Lao officials to process data from the Cospas-Sarsat system. The first training course, led by the Viet Nam Shipping Telecom Company, was held in October 2008.

i think in this day and age, it is alright to share knowledge and learn from others, regardless of nationality. it's not the same as in the dark ages when countries all over the world invaded and annexed other because there were no UN, no international law, no modern equipment, the world was not modern, no skyscrapers, etc... but now, in today's world, all every nation had to work or cooperate together for the benefit of mankind. if you live in the USA, you will understand what i mean here. in the USA, everything and every live by the rule of law and that's why it is possible to have a melting pot of people from all over the world. i think cambodian people should look for example so we too can live in harmony in society, etc... open up and be a part of the global economy. wake up and see the world. god bless cambodia.
I am living in US, but is not the same Youn's always try to take control over from our country.

then why don't we all tell the youn gov't and people to stop doing it to cambodia. if they continue then do something in retaliation against them. why sit or stand around and let youn scum bags walk all over us khmer? doesn't make sense. that said, don't wait for others to do it, start doing it with yourself; everyone can make a difference, you know. sick and tire to hear about youn always imperialized on khmer people and cambodia. why are khmer people letting them doing this to us and cambodia? doesn't make sense. youns, in my opinion, are no better than our khmer people in terms of technology, skills, bravery, intelligence, ability, wealth, etc..., then why are we khmer people allow them to do so to cambodia and khmer people? doesn't make sense to the ears and eyes! make a difference for camboida; don't wait for mr. hun sen and others to do it, we all can help in some way like educating our khmer people to tell them to go back home where they came from and not to invade and illegally live in cambodia, etc, i mean the list goes on and on, you know. tell them to stop, we don't like it! we are very difference from them in culture, belief, etc so get used to that. being difference is what makes the world so beautiful in the first place, educate then for they are so ignorant about all things khmer. remind them to stay out of cambodia if they are so bad as we don't want or need bad influences from them, you know!
Here you go, same old trick again. Every time, Vietnam says it’s helping Cambodia, we end up losing a chunk of our territory..!
To 1:13AM – we can NEVER ever trust Vietnam. Like many other immigrants came to US, Canada, France …etc, we receive tremendous help from the host countries at the beginning, but later in times, we also contribute to the developments and successes of the host countries. This is not the case in Cambodia. We were kind and generous enough to welcome those miserable Vietnamese migrants to live in our soil. How did they pay us back? They stole our lands and then told their kids that it was our King that gave our lands to them. They did that to Champa, Laos and us. If Vietnam has any decency or moral, they shall return our lands back to us, then we can all live in harmony with each other.

YOUN has done the French a favor and the French thought that YOUN will carry on its promise and gave many YOUN girl to French and French ignorantly forget then sign a huge chunk of Khmer lands to YOUN.

Yuons belong to a disgrace and ungrateful nation. During the anti-colonialist wars, China help them to fight against the French and Americans. Secretary of State Henry Kissinger tried to warn Chinese Premier (Chou-Eng Lai) not to trust the Vietnameses. Chou-Eng Lai did not believe Kissinger. Look what happened. After the war, the Vietnameses went to form an alliance with Russia (Soviet at the time) against China. Everyone in Asia knows how tricky and ungrateful the yuons are. That’s why if you go to Hong Kong or Taiwan, they hate yuons so much. Remember, China will be our best defense against the yuons.
It is time for us Khmer Krom to seek independent. We have setup our work shop like forming our government in all departments in case the moment comes we are well prepared for it.
Khmer Krom will soon become a naiton.

From the best of my knowledge French has pending the Khmer Krom case due to Cambodia and Youn was involving in war back in the 60's and 70's. Right now most Cambodian hope that HUN SEN revive the case but HUN SEN himself is under the control of YOUN. There is slip chance for HUN SEN to protest against his master. But due Khmer abroad all alike Khmer Kandal and Khmer Krom are putting the case together for Khmer Krom.
Khmer Krom must be respected by YOUN at any cost because Khmer is the rightful owner of this Mekong delta.
Khmer Krom is seeking a self determination then will let them to seek autonomy.
Khmer Krom has been wanting to follow the procedure of East Timore and Kosovo.
Khmer Krom must stand up to fight for their future.
