Correction:
Everything bad IN CAMBODIA is Hun Sen related. The poor standards of government operation, reliability & accountability, the massive corruption, the inner circles of a web of interrelated individuals destroying what is left of Cambodia all culminates from interlocking links with Hun Sen. It's very simple. It only takes one individual, members of a family and close associates to create a kleptocracy that can tarnish and erode a small country.
