PHNOM PENH (AFP) — The new UN special envoy for human rights to Cambodia on Thursday pledged a "constructive approach" as he replaced his predecessor, who resigned after a long war of words with the government.
Surya Subedi levelled no direct criticism of the Cambodian government's poor human rights record as he concluded his first trip to the country.
"I'm hoping to build on the work done by my predecessors," Subedi told reporters at a press conference, adding, "I have my own style, and that style will be a constructive one."
Prime Minister Hun Sen called the envoy's predecessor, Yash Ghai, rude, stupid and a "god without virtue". The Kenyan lawyer resigned in September after government officials refused to meet him.
Subedi told reporters he met Hun Sen, other government officials, opposition and civil society members during his 10-day visit to Cambodia.
On his meeting with Hun Sen, Subedi said: "What I can assure you is that there was a willingness to work with me in a constructive manner, and I was pleased with that."
The Nepalese law professor, who will issue a report on his trip to the UN's Human Rights Council, said the independence of Cambodia's judiciary and people being forcibly evicted from their homes were among his chief concerns.

It's good to point out the shortcomings of Cambodian goverment. However, don't forget to look into the human right issues in the Guantanamo Bay prison. And the waterboarding by the CIA. All these concern us, don't try to set a souble standard and expect the weaker states to follow, it is just too hard.
what the CIA wrong doing doesn't justify what the cpp is doing to the system and its people. Its a good comparison, but its not justify-able! Bad is bad, wrong is wrong! Two wrongs don't make anything right. The victims both suffers enormously.
Not it's not a good comparison. The CIA is at war, dealing with foreigners who may want to hurt their country, Hun Sen and the C-PPU on the other hand works its muscle to threaten, violates, and deny it's own citizens legal rights.
Torture in prison, eviction on the land, mass scale land fraud of indigenous community and khmer community, and judicial silencing of critics and nationalist, these are some of the terms we Khmer citizen have to face with and you say we should compare this to the U.S work in Gitmo?

We all know that human rights is a concerned matter in cambodia and to the cambodians.the argument is not for any individual,but for those who are abused and diavantaged.Best,that is we learn to recognise the problem we face, and how well we can smoothen it out ,for the sake of cambodians.
It is a positive change that govt welcomed and is prepared to work closely with the UN convoy.
We hope that the common strategies will be put in place and implemented.

Get to the point will you you didn't answer the question about the HR condition in India? It is not about who built what? really, would you use Hun Sen senator to monitor corruption?
HR condition has not improved rather it's a tool to legitimize the regime.
