Khmer Rouge tribunal prosecutors say enough evidence exists for the court to consider a legal principle known as “joint criminal enterprise,” which allows for defendants to be investigated for collaborative crimes.
The case of Duch, former Khmer Rouge prison chief, suggests enough evidence to pursue “JCE,” prosecutors wrote in a proposal to the court posted on the tribunal Web site Wednesday.
Unlawful arrests, torture and killings under Duch, whose real name is Kaing Kek Iev, appeared to be systematic, the prosecutors said.
Tribunal spokesman Reach Sambath said Trial Chamber judges had received the motion and were taking it under consideration.

ECCC,
The killers roamed freely in Cambodia, and most were worked for that Viet puppet government of Mafia Prime minister.
Hun Sen, N.Sihanouk, Hor Nam Hong, Sok An....had to bring to testify in ECCC for JUSTICE to the two millions khmers Souls.
Sihanouk had said and published his orders in his books, and in French newspaper, Le Monde.
There are enough evidence to bring them to testify.
This Duch guy is a phony. A lot of his stories sound a little BS. How can he self-incriminate himself like this - with stories of all the things that he committed.

He is a Human Being, his mental conscience mourned for remorses what he had done.
But in contrary, N.Sihanouk is AN BEASTial Being, and never never had a REMORSE for what he had ordered to kill his subjects, and destroyed Cambodia for Viets to come resettle freely in Cambodia.
God damaged Sihanouk and all khmer Trasak dynasty. This latter is on its END very soon.
Khmers will be Viet SLAVES in Their ancestors' lands, bercause N.Sihanouk and Hun Sen GViet puppet.
Word is already spoken, killing field was systematic.You are dead right.
More are still hiding behind thick curtain. Duch is only element of killing. Crime did not commit only at Tuol sleng s21, other prisons linked, and also killing out in the field.
Justice has be pursued,for the victims and survived relatives if any.
