We already have Ministry of Education,but I do not understand why some universities are under Ministry of vocational training, Ministry of Health..., and now Ministry of Tourism is going to open its own university.

There stupid ideas was to creat more universities under universities in order to creat more high rang officer, more officer mean more corruption. For some one to get that job they need to pay a lots of money to get that seat. This is how this stupid regime running the country. More departments more money for them. If some one wants this kind of job then we are talking about 100k USD to get the seat.
