As a Khmer Young, I can weight this news and conclude that Phay Siphan's justification is baseless.
1. How criticism of Hang Chakra, Dam Sith, Mu Sochua, and Ho Van can make instability in Cambodia? All arm forces are under total control of the government. The amnesty international and the human rights personnel are right to see the backwardness of democracy development in Cambodia. Silencing the dissents is one of the best favorite tools for all dictators in this world.
Congratulation Robert Carmichael for your journalist professionalism. There are variety of ideas and intents from different interviewing. At least, three interviewees were allowed to give their inputs. The listeners just listen and weight this news by their own.
This is very different from CTN news reporters such as Chhum Kosal who has non-stop interviewing only one person and he concluded his news instead of the audience.

2. Cambodian constitution is really supportive to the freedom of expression and speech. Also, constitution affirms the independence of mass media and judiciary. Phay Siphan should read the national constitution again on what chapter that the Cambodian people should be jailed because of their love and activities to help develop the nation?
PM Son Chhay is right with his experiences in Cambodia. While government is facing with other unsolved issues, they will make storms to oppositions and all critics to divert the attention of Cambodian people.
The recent move of Hun Sen to injail the journalists, to lift the opposition MPs immunity or other fearful activities might be his traditional strategies to handle with his internal opponents as well as to silence Cambodian people from the protest of unemployment, poverty, injustice and violence etc.
Cambodian people in the whole nation are being poisoned by the mass media, the biased and one-sided media. But there are many Cambodian people who are seeing the recent move of Hun Sen administration is intimidating to their individual safety, freedom and happiness.
Let see the move of Hun Sen and his colleagues under his vanguard...what will be happened?

Keek things under the control and controlling on everything are different matters.
keep things under the control is to manage affairs at peace of its own accord.
To cntrol everything is what the govt trying to do, for which peace will never come about, and cambodians face insecurity.
this is the only solution to the dictatorship where public power is not applied appropriately. This will result in abuse of human rights of citizens of cambodia.
for how long this sort of thing is dragging for?

We did not put a gun to his head nor pul his appedix to have him joined the party, istead, it was his decision to join the best and the brightest party.

I agreed with your comments. He sometimes speak beyond reality to please his boss so that his position will not be replaced. But, he is not a bad guy; I knew from a Khmer who used to be his English student.
If providing correct information that would clean the government lead to instability, then what information should the journalists present, just invented or FAKE news? just like in our neighbor?
Maybe, the government had no intention to remove the alleged officials because these officials would speak out, and yes uneasy relationship would build.

Using the gun will boomerang...Ho Namhong knows well how to silence Dam Sith, Sok An knows well how to silence Hang Chakra, Hun Sen knows well how to silence Mu Sochua, and those 22 so-called PhD scholars from Hanoi knows well how to help expand Vietnamization in Cambodia by silencing Ho Van.
Hun Sen will become a target finally when no one dare not criticize his subordinates who have been increasingly abusing their power.
Hun Sen has made a huge mistake. His silencing strategy and influencing the court will boomerang his power inevitably.

In all fairness, I don’t think PM Hun Sen is worse than any leader we had since we gained independence from France. Despite of all the negative comments we hear and see so far, Hun Sen’s regime is more open than any regime we had since Norodom Sihanouk. Those who think otherwise are simply living in a state of denial or were not born before 1980. I am not praising PM Hun Sen, I am simply stating the facts from an independent mind. [By the way, I am not PPU, so do not curse him if you dislike my comments]
It is true that corruption, land grabbing …etc are rampant. However, it is unfair to blame all these on Hun Sen. It is a product of the entire society from the top to bottom. A nation or civilization neither prosper nor perish because of one man.
Many of the problems we’re facing are caused by PM Hun Sen associates and devil business tycoons. They are using Hun Sen’s name to perpetrate their corruptions and maximize their personal interests at all cost. I hope PM Hun Sen will take an appropriate measure against those people. They are destroying rather than helping him and the nation.
KY – two wrongs doesn’t make it right. You are no different from CTN New Reporters Chhum Kosal whom you are accusing of being biased. Don’t you think you’re are drawing your personal conclusion on the issue you’re writing. Practice what you preach if you don’t want to embarrass yourself in the public place…
"Cambodian constitution is really supportive to the freedom of expression and speech"
In a country where people believed in everything they hear. Yes even rumor! Sometime it's good to silence critics.
This remind me when I was in the jungle of Cambodia escaping to Thailand. We met other Cambodian in the jungle on their way to the Thai refugee camp also. There were ox-carts carrying belongings and people carrying their elders whom couldn't walk. Everything is going smoothly without any problems, then there were a few single-bodies people among our groups, they think it's funny to scared other people by yelling, 'the Viet or the KR are coming..!!" In actuality, it's not true, they want to scavenge on other people belongings. People would run wild in the jungle separated from their families. My family got separated from other group, we lost all of our belongings and have to eat tree barks to survived.
The incidences above have ingrained in my head eversince. It remind me of the situation in Cambodia right now. People are living their life normally and in the process of healing from decades of war. Now there are some wise-ass-crack Khmer wanna-be with Western influences trying to exploit ordinary Khmer citizen by creating instibility within the country in the name of 'freedom of speech and press'.
Don't get me wrong, I'm all for Democratic values. But too much of everything is not good either. Democracy in the USA and other countries IS NOT THE SAME as in Cambodia, because individual countries has its own belief and culture.
4:57 Keep chewing on pig bones that hun sen threw at you. you see, you master has nothing fo ryou but pig bones.
PPU I'll kick your sorry ass all the way to one eyed hyena's big fat mouth. If you still have one. The last time I remember you had a huge gaping hole in its place.
Keep licking the hyena's ass.
No wonder PPU is foul mouthed. Half blind hyena probably shat in his mouth because he licked so hard..
I love licking my master one eyed hyena's ass while he is fucking mine.
And I want the whole world to know it.
I am a blind dog who needs leadership from my half blind hyena master.
Yes YES YES more more MASTER... my ass is on FIRE!

I agree with 7: 27pm . I am not any
pro to any party in Cambodia, but I
feel very sorry to all Khmer nation
whom were get violence never end.
Since Ang Chan II he was die around
1832 . There were too many violence
inside the country,until 1862 .
From 1862, all Khmer had another big problem with France colony and
all Khmer nation they are always
labeling to each other and their
territory get smaller.
Now Thai had aggressive to invade their own country and inside
politic had more violence because power, and the once whom really love their territory they always staying the front line death or alive was not known yet.

The voice of oppositions and other critics actually help Hun Sen's administration successful. Why? Because without criticism, all his associates and business tycoons (like what you said) will enjoy the free ride of deceiving, plundering and committing violence etc.
Hun Sen alone cannot make the situation worse if Hun Sen himself starts cleaning himself to act as the role model. Whenever, Hun Sen can tolerate the criticism of Mu Sochua (of course Hun Sen defamed Sochua first), Hor Namhong dare not sue and jail Dam Sith, Sok An dare not sue and jail Hang Chakra, and those 22 cadres dare not sue Ho Van.
Everyone, do you think journalists like Hang Chakra and Dam Sith can turn Cambodia into turmoil? Of coruse they are not. The measure government has taken is explicitly silencing Cambodian people in the whole nation. It is not different from a parents who has tried to shut up the mouth of their children not to develop their brain.
In a nation that freedom of speech is being distorted, it will lead to deterioration like during previous regimes you mentioned in Cambodia.

Your fearful experience has always haunted you. You have become deeply fallen into the syndrome of stigmatization.
Your past experience are not applicable to the voice expressed for knowledge, learning and improvement like current news media and journalism.
Cambodia has rules, norm and monopolistic government. But often the powerful fear in thing that is not the national interest. And frequently, the government interpreted the national laws to favour their own ignorance.
Dam Sith and Hang Chakra are the two role models for opening society. If you don't believe in opening society, go back to live with those cave people...

KY,
I'm 7:27PM. No one would be more happy than me to see our government and leaders act as a role model. I agree with you that criticism is the right way to keep the government clean. However, we got to be smart and sensitive on how we do it. Some critics may make us feel good, but do they convey any constructive messages to the government, or do they simply stir things up and create more animosity among people?
For as long as I can remember, the irony is that all oppositions and critics emotionally accuse the governments of being corrupted or unpatriotic. But once they come to power, they are more corrupted or unpatriotic than those they accused.
That’s why it is important to change our mentality, not just those we are criticizing.

What measure to subsume that opposition criticism or other critics are unconstructive?
Believe me this phrase "First they came for the Jews and I did not speak out -- because I was not a Jew. Then they came for the communists and I did not speak out -- because I was not a communist. Then they came for the trade unionists and I did not speak out --because I was not a trade unionist. Then they came for me -- and there was no one left to speak out for me."
Or this phrase "Without liberty, law loses its nature and its name, and becomes oppression. Without law, liberty also loses its nature and its name, and becomes licentiousness."
Or this phrase "The ultimate tragedy is not the oppression and cruelty by the bad people but the silence over that by the good people."

KY – There seems to be an unbridgeable difference between us, and it’s better for us to move on. If you have some spare times, I would suggest you visit some of the Thai blog at The Nation or Bangkok Post, and Vietnamese blog as well. You will surprise to see how much their debates are different from ours. Enjoy your weekend…
10;12 It's easy for you to assume the difference between us khmer and other ethnic groups--thai,viet,etc. But it is wrong for you to make the assumption that thai or viet are better or smarter at debating.
4:03 AM ! the government officials got to be willing to take criticism from the people because the people put them there to do the jobs . that's what democracy is all about.
how many times have you heard the government officials said they were wrong on this issue or that issue and say they will correct it ?
they think they are perfect , no one can criticize them . things are not going to be better if they don't take criticism from the pulic .
10:12 AM !
What do you mean ..it's better for us to move on ?

Watch from 3:40 for what the current relevant topic of what Hun Sen has to say in response to the backward of democracy in cambodia.
KY..I'm 7:38
4:03..said it all, what I wanted to say.
Like I said earlier, I'm for "Freedom of the press and Speech". Even in America, we have our limitation. BTW, there's a big difference between 'destructive and constructive' criticism. Some Khmer journalists and politicians can't distinguished between the two.
The future of Cambodia is going to be very bright. It will take time though. In my opinion, when our stomach are full and when our thirst for education are full-fill, every Khmer citizen will want something more--a true Democracy! This is what I saw in Cambodia now, people are well-fed and schools sprung up everywhere.
Us Khmer people should believe in ourselves. We created the world largest Pre-Industrial city, to maintain orders within the Angkorian society, there must be a well-develop political system set-up. The results for our downfall is not from failure of our political system nor from our enemies, our failure came from lacks of unification and failure to maintain our resources!
Shut the fuck up Puok Ah potatoes diggers. Everyone of you are nothing but a bunch of fucking retarded gorillas.

3:15pm nothing is new coming out from hun sen but the usual barking. the biggest challenge for cambodian people is to improve quality of life for the poor.
9:18PM
You should not articulate only the food of rice and water. Cambodian people need the food of exercising their basic rights and freedom of speech.
A nation that doesn't allow people to receive neutral media and allow people to exercise their basic rights will inevitably fall into a worse catastrophe.
Current move of government to arrest and jail journalists is the bad luck sign for Cambodia in both present and future. People need rice food to fill their stomach in order to make a progress of getting genuine education and developing democracy through exercising their freedom and basic rights. But government use the pretext of national security and justifying the rice food for them like this, it means the government is treating Cambodian people like animals.
An owner of a dog will feed the dog well and put the dog in the cage. Even though the voice of barking of the dog sometime being intimidated. Current Hun Sen government is treating Cambodian people like that.
