Hun Sen warned that he’ll have Thai airplanes trespassing into Cambodian airspace shot down

01 July 2009
Rasmei Kampuchea newspaper
Translated from Khmer by Socheata

Prime minister Hun Sen issued a warning to neighboring Thailand, which is currently embroiled in a border dispute with Cambodia, that it should be careful with its planes so that they never fly into Cambodian airspace otherwise danger awaits them because Cambodian soldiers cannot hold back.

Hun Sen made this declaration during a ceremony to distribute diploma for 975 students from the Norton University on 30 June 2009.

Hun Sen also talked about the explosion incident which took place in the evening of 28 June and which was caused by the inattention of two soldiers who lit up their matches to look at the gas tank of their truck and caused a fire which led to the explosion of 29 BM-21 rockets loaded on the same truck. The explosion injured 2 persons, and Hun Sen said that Cambodia had these ammunitions since long ago, and they are not new. Each of the rockets costs $3,000 and Cambodia does not want to boast that these are merely medium-size ammunitions, [in fact Cambodia] has even larger size [ammunitions] than these and the exploded ammunitions make up only about 1% [of the total].

Hun Sen added that he frankly told Thailand’s defense minister and its deputy-PM during their meeting with him last weekend that [Thailand] should be careful with its planes trespassing into Cambodian airspace. Hun Sen added that earlier, Cambodia destroyed 270 shoulder-launched missiles, but Cambodia has replaced them with even more modern ones and he cannot order those who have their fingers on the trigger. Therefore, Thailand should be careful and look at its maps properly and not fly into someone else’s airspace. Hun Sen said: “I am telling you frankly that even if each missile costs $200,000, I will still buy them.” Hun Sen added: “I am concerned that they fly into [our airspace] when they are transporting Thai leaders in them, because we do not have planes to fly back and forth, only Thailand flies airplanes and they circle them around, what if those who are below can not hold back.”

Hun Sen said that he frankly told Thailand that the number of Cambodian soldiers along the border will remain the same, and there is no troops pullout as long as the 30 [Thai soldiers] are not being pulled out, their bones will be [buried] there.”

Regarding his private meeting with Suthep Thaugsuban, Thailand’s deputy-PM, on 27 June at his residence in Takhmao, Hun Sen said: “Samlor Kor-ko (mixed vegetable soup allegedly cooked by his wife) was very good” because, like what Hun Sen said before, there were no discussions about Preah Vihear temple.

Hun Sen added that, nevertheless, in this issue, he is not boasting to Thailand. Thailand has more modern weapons than Cambodia, and it has more troops than Cambodia: Thailand had 300,000 troops, and Cambodia has only 100,000 soldiers. However, in the national defense, Cambodia will be pleased to oblige Thailand to the end. Hun Sen added that: “We don’t want war with neighboring countries, but it is an automatic right to defend when it comes to one’s border.”

Hun Sen also criticized [Singapore] Channel News Asia which falsely reported that he discussed Preah Vihear issue with Thailand’s ministers. In reality, whatever Hun Sen said, that’s how it was, and there was no need to talk about Preah Vihear issue. We have several issues to discuss with each other, including the overlapped maritime sea area between the two countries in order to bring in joint development, and also the border problems between the two countries where tension and confrontations must be lowered.”

To conclude, Hun Sen claimed: “I will not lose a single minute to tell the Thai counterpart to pull their troop out of Cambodia. It is a fact that I have to tell them, if I forget this point, it means that I am forgetting my own nation.” Hun Sen added that this is the actual problem, but the results will have to wait for the upcoming negotiations.

Food for the crowd. Build up popularity by inciting hatred and ultra nationalist sentiments. Haven't we seen this before : under pressure from tthe economic and financial crisis, land grabbing and coruption he steers public opinion to open warefare with the thais.

One eyed bandit projects a tough belligerent image of himself domestically for the voters but fails to see that cambodia needs a statesman that will win respect from the international community and thailand to help bolster investment, tourism and support from the united nations. Instead he is making himself a laughing stock by insulting the UN rep for human rights, threatening NGOs, and other international organisation that speak out in defense of the poor, corruption, land grabbing and environmental disasters in cambodia.

Where were you when the thais invaded? Now you are in a weaker postion without financial and military clout. The international community will will not take sides. Asean members and america have invested heavily in thailand. They are not throwing away good profits for a belligerent foul mouth dictator.
No wonder the thais call you a bandit.A one eyed bandit.

I agree with PM Hun Sen! cambodia don't take shit from Thai-thieft anymore! we had tried all the talks and wanted to live in peace with Thailand, but they are just too greedy about getting preah vihear and the lands from cambodia, Thailand ashamed!

I would like Samdach Hun Sen to buy more moderns missile to protects cambodia from greedy neighbors....

I start to wonder that those made comments on KI-Media are really Khmer who has a Khmer heart and live in Khmer land or not. When it comes to national defence, you must have a strong leadership. Cambodia is very weak, so we can't afford to have a weak leader. Hey 1:34 1:39 1:43 1:46 1:49 1:50 if you don't respect the current leader, at least you should respect the people live in this country, OK? at least the majority of Khmer voted for them. Do you think SRP or HRP can protect our country if the Thai invades. Pls show some respect so that the Thais will realize that Khmer is united. I'm sure you guys don't want Khmer to lose anymore land to is aggresive neighbors.

I am unflinchingly and categorically underpinning Prime Minister Hun Sen for his audacity to be unequivocally clear during his speech with respect a longstanding and ongoing disputed territorial sovereignty, while his Thai counterpart appears to ignore and disrespect the PM's blatant statement--not political rhetoric and not this time.

Since the Thai is completely ignored, disregarded, and dispected Cambodia's sovereignty, the Thai must not take this message lightly, and not to heed the warning --if they do-- this could be a precursor to a long conflict-plagued issue in which they (Thai) DO NOT want to embroil themselves into such quagmire.

You don't have to be a CPP or a Hun Sen voter to be a khmer. The people and I will defend our motherland but we will not be led by a a one eyed bandit using this sentiment to boost his popularity.

Hun Sen is the strong man of Cambodia and all these pussies talking shit online are the weak asses one or else it would be them ruling over Cambodia and not Hun Sen.

If Hun Sen isn't the leader of Cambodia today, imagine how far into Cambodian land the Thai are already occupy since July last year. It's obvious that Thai sides don't wanna fuck with Hun Sen with his military background.

Imagine if Sam Rainsy or HRP was the leader. Those pansy most likely get on the plane and go back to France and leave Cambodia to its fate. Sam Rainsy, especially, always fleeing whenever shit hits the fan. When shit goes down, Sam Rainsy doesn't give a fuck about Cambodia or anyone else. He'll save his own ass before anything. Self-preservation is what they learn.

Hun Sen has been with Cambodia since the 1979 liberation. Majority of Cambodians understand that and that's why they keep electing him. Khmer people know who will stick with them in the rough times and not get on the plane and flee like a fucking pussy.

It's unnecessary to raise your tone to that level that would distract everyone here who's trying to comprehend the issue, instead you need to tone down your rhetoric. Besides, our PM is the only leader we have in dealing with our aggressive neighbor. Moreover, what we need is to stop and lambasting our leader; he's the only hope in curtailing the aggression and pugnacity toward our leader and country. Yes, it is very important that we need to support our leader in time of crisis.

That really doesn't help to know that some idiot personnel did not even know safety measures and lit a match or lighter and ignited a fire on a weapon transport vehicle!

Wikipedia says Cambodia has 8 of the BM-21 units, did that "accident" just destroy one of the eight?

Siam has such overwhelming numbers of weapons. Cambodia only has guerilla war experiences. So, on the ground, Khmers need to work hard to overpower Siams' infantry force and neutralize their big guns.

Also, cheap weapons do not have the precision and effectiveness like modern/high-tech weapons, they nevertheless can wreack havocs in close proximity and small areas. The advantage is that by unleashing numerous of these cheap weapons, it can create a psychological effect that a weaker army need.

Bottom line, it depends on the determination of the people and soldiers on the ground. The agressors usually wins temporarily some battles, but the determined "victims" usually go for a long range struggle because they have nothing else to lose.

Anyone can scream, rant and threaten at the top of his lungs.
The thais know this is a bluff.

Hate to say this and everyone knows this except the CPP and their offspring dogs, that the thai army will sqat the cambodian army like a fly. The situation will be like the invasion of cambodia KR by vietnamese army. Then the good thing was it got rid of the Khmer rouge.
If thailand invades cambodia , the good thing would be the removal of Hun Sen, the one eyed bandit, and his henchmen.

Anonymous said...

You are a hypocrite, 6:51 PM. May be the current Cambodian is not so ideal, but there is no way to compare it to the Khmer Rouge. Is it your suggestion that Cambodia should just raise the white flag now???

It seems treacherous to suggest a foreign invasion to remove someone you don't like. Thai wants Preah Vihear, not your satisfaction.

Anonymous said...

Yelling that 1 cambodian is worth 10 thai soldiers is insulting our intelligence. Every single war monger in the world uses these tactics. Fodder to those feeding on hatred.

It will be one year to the day that thailand has occupied our territory and prevented Preah Vihear from assuming its role as a world heritage site. Where was the war rhetoric and defense of our territory?
Today, it is too late to resort to violence without a war. The one eyed bandit and his cronies will not give up their ill gotten gains just to defend "a small stretch of land".Just as they sold off our motherland to the vietnamese to remain in power over the decades.
Thay are the real traitors!

7:22 PM,

War monger? did not the Thais invade Preah Vihear after UNESCO listed it as world heritage site?

The hatred, you express quite clearly towards HS, but not much against the Viets or the Thais. That tells anyone with basic intelligence that you actually do not care about Cambodia.

What will you say if the Thais started shooting their guns?

Anonymous said...

7:33 Pm,

The topic here is HS' reaction to the Thais. How do you want Cambodia to respond to the Thais' building up force in the border area?

We can debate forever about how current government now is or is not like the Khmer Rouge. The main different here is that the society is open to all outsiders; there are probably more NGOs in Cambodia than any other places in the world combined at this time. Whatever HS is doing now, the world accepts or at least tolerates.

Land grabbing, corruption, supressing the opposition, all these things occurred in other countries that had to go through the development of the economy and democracy. It would be more helpful to set up some social service system to help the poors, than spouting non-constructive criticism and hatred.

Hun sen smart enough to paint himsef for better look with all the Ngo set up! What's the use for? the power is in one man hand and their cronies stole all the monies. hun sen is the most corrupted and the first billionaire status in Cambodia's history! 7:54 PM,

If HS did not do anything, you would have seen Thai falg raised on top of Preah Vihear by now, and UNESCO would have registered it as "Prah Viharn, Thailand"

For many here, no matter what HS does, you will never be happy.

7:52 PM,

If you are a leader how would you "paint" yourself??? As a weakling who bends with all the demands that the opposition give you? Do you have to agree with your opposition???

The land grabbing issues have been exgagerated to some extent. First, what would a slum housing in the middle of potential comercial zone would do to help anyone? Second, it is not a stretch that some of the squatters would just stake any claim to any plot of land if they think they can make a few bucks.

Now with all that said, should Cambodia have laws and indepedent courts to deal with "emminent domain" (land grabbing or development whatever you call it) conflicts to have a fair and just settelements for legal occupiers who get evicted? Yes. Should Cambodia have laws and independent courts to deal with corruption? Yes, definitely!

So, the critism or pressures should be focused on that, not on how HS responded to the Thais or how he promoted himself. People want strong leader whether it be HS or SR.

Action without thoughts are simple reflex. Responses have to measured, calculated and strategized. Emotional response usually are not effective.

to 7:59 PM,

Why one year later, because the persistent Thais has just recently begun building troops and equipment around the border, and their PM unashamedly asked UNESCO to re-review the listing of Preah Vihear.

No one has yet hear any concrete or resolute responses from so-called opposition parties leaders. The only clear message is they that they want HS' job. their platforms did not include any clear outlines on these issues. Everyone knows any Cambodia leader will have to reckon with the Viets, the Thais, the US, and China - all forces and influences that will dictate how that Cambodian leader must govern Cambodia politics and policies.

Personally, I want to see SR, KS, or Mu come out strongly in regard to the foreing issues than personal vendetta against HS. You know action speaks louder than words; and the opposition's lack of action does not speak at all!

Anonymous said...

8:28 PM,

HS should gladly accept those weapons from China or NK, he should open both arms to receive them from the US if they are generous and care enough...

Bottom line is he needs to do anything to survive.

Hun Sen is in power not the others.
He is in a position to take action.

the thais invaded a year ago and are still occupying cambodian territory.

you are saying its ok for the thais to grab cambodian territory but not to build up troop concentration? Just in case they decide to take some more cambodian territories?

Super logic!

Anonymous said...

8:56 PM,

You may not have any vision for a good Cambodia, but both HS and SR do have their own respective vision - politics is not jsut a spectator sport.

until people are fed up and courageous enough to demand for a change, or when there is an inteference from big power, people need to learn to work with what they have at the present time.

Anonymous said...

9:02 PM,

You probably could see Khmer army can mount an attack to repel the Thais now, but HS may have a different calculation on the strength of his own forces, and he may after all have a better logic than do outsiders or blog comment posters like me.

If Thai underestimate HUN SEN they must be made a mistake. They can't win the war over HUN SEN. Hun Sen got all his tactics national and international. Right now SIAM is in violator position. Hun Sen can tell his armies to shoot and kill any Thai he wants now because HUN SEN or his Cambodian armies did not invade Thailand.

had several air plane, helicopters, but RCAF had machines gun, anti- air jet missiles, take the best target with properly trained, it can be destroy on
once single shot.
On the ground troops RCAF had more experience with AK 47 riffles, it was a cute advantage mostly in the jungle.

Hun sen might have bad reputations. When it come to invasion by the Thais
Hun sen must take action with any means. I am sure any nation would would take the same actions such Bilateral talks, mechanism, international community supports etc... but if that not work the only option is through bloodshed. No nation would bow down and let the foreigners walk all over. Each nation has it own prides. No body wants war period. Why the Thais creates all this so called boarder issues because they want jointly developed Preah Vihear with Cambodia. Now the Thais Blame on the UNESCO. Because of the UNESCO that why the boarder conflict had arose. Cambodia now have until February to submit developed plans for Preah Vihear to UNESCO.While the Thailand have more time to campaign to do it dirty deeds.
