yes, there is no doubt that Sihanouk made many political blunders during his time in power. case and point, his alignment with the Khmer Rouge after the coup was one of his screw up's. But one has to realize too that he also navigated Cambodia through political minefields laid by super and regional powers back in the 50's, 60's, and 70's. Urge everyone to research, read up then analyze and evaluate. because some of the writings are bias too. NOT siding with anyone but got to look at things objectively.
