The Phnom Penh municipal court summoned SRP MP Ho Vann to come to the court on 09 September 2009 at 2:30PM to answer about the defamation and disinformation accusations leveled against him. The court summon indicates that, in the case Ho Vann does not show up in court, the court will hand down a decision behind closed door. Regarding this summon, MP Yim Sovann, the SRP spokesman, said that at this time, Ho Vann is currently in the US and he cannot be present at the court hearing. Yim Sovann added that, even if Ho Vann will not show up in court, the SRP will not send in representatives to attend the court hearing because Ho Vann’s case, just like the case of Mrs. Mu Sochua, are political cases that he does not pay attention and he does not value this hearing at all. Ho Vann was sued by 22 high-ranking military officers [known as Hanoi PhDs] regarding a news article published on 21 April, allegedly quoting Ho Vann as criticizing these PhD diplomas granted to these 22 Hanoi PhDs by the Viet military institute.

Actually, in democratic country, MPs always proud to their own military achievement, no matter what degree or Ph.D they got from. Unfortunately, SRP MP Ho Vann thinks otherwise. If he couldn't applause to the 22 high-ranking military Officers, he should not criticise them. Despite, the degree and Ph.D from Vietnam military Institute has no high standard as Military Academy in Western country, but at least those military Officers have learned and gain more skills from their study. It's better than non study at all.
SRP, its MPs as well as its supporters have never seen anything in positive way in their eyes. Their brain is fully of hatred, insult and gloomy...etc
I hope the Court teaches Mr. Ho Vann a lesson for his disgrace behaviour to Cambodian's military officers

I have never seen a court summon calling for Hun Sen to show up - there must be some. Will anyone share this? I wonder if the prosecutor would dare to call Hun Sen by name.
Re the above comment, yes they should be applauded for gaining some knowledge and skills from the Hanoi colonial power, their unchanged boss. But they do not deserve PhD. Whatever military knowledge and skills they obtained, I only wish that they received true military education, not skills in land grabbing, killing of self compatriots, destroying forests, et.

So far PM Hun Sen has no case to answer in the Court. That is why the Court has no summoned him to appear in Court. Indeed, before prosecutor is able to lay any formal complaint against PM Hun Sen, the Court has to ask to Parliament to lift his immunity first like they did to disgrace Mu Sohua and Ho Vann. Right now, it is impossible to withdraw his immunity because the CPP has memebers more than 2/3 majority in Parliament.

No, I remember there was at least a case that a prosecutor had to go to his residence for questioning - instead of issuing a summon for him to appear in the court. But I could not recall exactly what the case was about.
I'm just eager to know what kind of words the prosecutor used in addressing him.

Cambodian People's Party Hun Sen Khmer Rouge Regime had committed acid attack.
"On December 5, 1999, Tat Marina, age 16, was severely disfigured in an acid attack in Phnom Penh. The attack was allegedly committed by Khun Sophal, the wife of a senior government official, Svay Sitha, because she was angry her husband had a sexual relationship with Tat Marina. Neither Khun Sophal nor those suspected of being her accomplices in the attack were brought to justice. Intense media publicity compelled the Phnom Penh Municipal Court to issue an arrest warrant for Khun Sophal for attempted murder, but the police claimed that they could not locate her, although journalists reported that she was living at home as usual."

TORTURE AND MURDER ON PRAK SITHA WHILE IN CUSTODY BY MISNISTRY OF INTERIOR OFFICIAL
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed torture and murder.
"On the night of January 16, 2003, a street youth named Prak Sitha was beaten to death at the Ministry of Interior (MOI) headquarters after he was arrested and detained by off-duty MOI officers on suspicion of theft. His body - bearing numerous injuries to the head, torso, arms, and legs - was dumped at a Phnom Penh pagoda the following morning by ministry officers, in violation of police regulations regarding deaths in custody. No criminal charges were filed in connection with this death. In December 2004, the case was cited by the UN secretary-general's special representative for human rights in Cambodia - who stated that Prak Sitha died at the ministry "following beatings by a known police officer" - as an example of a "consistent and continuing pattern of impunity" in Cambodia."

"On September 4, 2008, Mean Sokchea, a RCAF major working in Brigade 70, shot dead 21-year-old waitress Put Samphors at a restaurant in Kandal province. Mean Sokchea, in a drunken stupor, fired his gun and apparently mistakenly hit Put Samphors in the stomach. She was taken to a hospital but later died of her wounds. Mean Sokchea was detained by the police overnight but was then released, allegedly after intervention by Hing Bun Heang. Put Samphor's family received US$2,700 from Mean Sokchea, and the police told them that their daughter was shot while authorities were chasing robbers."

Your comment came from a brainless person. SRP or its supporters , dont speak from hatdred , they speak from the facts. If you and your CPP can't handle the facts, you need to get out of the public office . Your CPP and the present government won't servive if there is no support from doner countries . There is nothing better that they can do besides taking people to court whoever don't support the CPP agenda.
Khmer in Phnom Penh. You said Hun Sen had no case to come to court to answer the questions ? Hun Sen used the court to hide his ass from being sued by Mu Sochua . The court convicted Sam Rainsy for telling his supporters about the country for sale on GW report without mentioning anyname , but the same court threw away the complaint that Mu Sochua filed against Hun Sen because the court said Hun Sen didn't mention anyname . See the difference there ?

I wonder why people still have faith in Cambodian courts. Don't they know that the corrupted courts controlled by the Cambodian government? Unless you fall into this categories, you are likely to lose the case when suing these people in court:
1.- Hun Sen or governments
2.- The Elites
3.- The Rich
The Hun Sen courts can twist the case to where the poor innocent victims go to Jail while the rich, powerful defendants go free.
Hun Sen made it look like Cambodia is a democratic country by going through courts for all dispute matters while, in reality, the courts are just clowns of Hun Sen.
