Although I agree that reforms need to be gradually, I see nothing wrong with the "accent". It depends on who trained you. Even if you have super accent, it does not mean you can lead even a small team.

If my understanding is right, French is his second language, Engish is his third, and there might be more languages he could speak. Generally, when a person learn to speak multiple languages, his/her accent tend to sound different from his/her fellow compatiots. Don't judge a book by its cover.

Old people cannot change accent, and if they just learn how to speak and learn how to read English, that's how they come up with. Many Khmers men and women speak Read English worse than Hor Nam Hong. That's not Vietnamese accent, it sounds like old Khmers or more Singaporean.

Seeing the comments on Hor Nam Hong's English accent, one can't help but note that it seems that the intended joke or making fun may not gain anything, but apparently contribute to racial slur and hatred. Remember Pol Pot camp's obsessive hatred towards Yuon is counterproductive which finally led to his regime demise. Everybody he hated was labelled as Yuon. Thanks to that Khmer keep killing one another until now.
Don't get me wrong, I am NOT at all pro CPP or Yuon which I may stand being acused of after posting this comment. But cannot we be a bit more civilised and tolerant in our approach to peaceful coexistence? Lessons learnt from Thailand south, Cambodia in the Pol Pot time and elsewhere like the Singhalese and Tamil offer a lot to learn...
