Letter to The Phnom Penh Post


Dear Editor,

Recently, the governor of Phnom Penh expressed his intention to ban girls under the age of 16 from going out alone after 9pm ["Girls' curfew proposed", August 28]. His intention is to promote good morals, but I see two problems.

Firstly, prohibiting girls from going out at night deprives them of their rights to education, mobility and free will. Some girls seen out on the streets at night may be on their way home from evening classes or work. This would suggest the governor's proposal is at odds with the gender equality the government claims to be trying to achieve. If the governor wants to stop underage girls from visiting inappropriate venues at night, there are alternative solutions.

Firstly, nightclub rules should be properly enforced. If clubs are supposed to be open only to people aged 18 or over, the authorities should monitor them closely to ensure those rules are adhered to.

Secondly, there should be a better social infrastructure for children. Where city development or beautification is concerned, governors should establish more public spaces and parks where children can have their own entertainment zones. There are very few such places at the moment, but the number of nightclubs and casinos continues to rise. The police should focus on protecting children from harm, not penalising them for having fun.

Finally, morality should be rooted in the education system, not handed down via government directives or prohibition. There should be programmes to teach children good morals and behaviour from an early age. Parents should also take responsibility. City Hall's role should be cooperating with the Ministry of Education to improve overall standards of behaviour among children.

i think they are trying to educate the public and society to act smartly by not putting self in a situation where they can get raped because a young girl or boy go out by themselves at night. it could happen anywhere in the world, really, not just cambodia. of course, it will look like gov't is infringing on their rights and their democracy, etc... however, i think it's all common sense, too, you know! so, stop cry politics all the time

sound to me it's the trust issue, dirty politics which only exist in asia, not the USA or western society! in asia, in general there are a lot of dirty politics in almost every asian country out there. no wonder everybody in asia want to come live in ameirca, the land of god and rule of law society. i love america. america is the best nation on the planet when it comes to rule of law, safety, and so forth.

Curfew for minor in USA

1. It shall be unlawful for any minor under the age of 14 years to be on public right of way or in any public place or establishment, or to ride in or operate any vehicle, bicycle, skate board, or roller skates/blades in or upon any public right of way or other public places in the city between the hours of 10:00 P.M. of any day and 6:00 A.M. of the following day.
2. It shall be unlawful for any minor of the age of 14 or 15 years to be on public right of way or in any public place or establishment, or to ride in or operate any vehicle, bicycle, skate board, or roller skates/blades in or upon any public right of way or in other public places in the city between the hours of 11:00 P.M. of any day and 6:00 A.M. of the following day.
3. It shall be unlawful for any minor of the age of 16 or 17 years to be on public right of way or in any public place or establishment, or to ride in or operate any vehicle, bicycle, skate board, or roller skates/blades in or upon any public right of way or in other public places in the city between the hours of 12:00 midnight and 6:00 A.M. of the following day, official City time.

Curfew is not going to do anything to improve the situation in Cambodia . Everyone needs to respect the law no matter who you are . If the children of the rich and the powerful people can do whatever they want even breaking the law and getting away with it , nothing is going to change for better .

you know why? because part of it is people sue in america, especially against injustice to other people. even if you have a dog and your dog in not leashed and bite people, they will sue the owner, really. that's called the rule of law. in america, it is a serious sue country and people get fined too for driving drunk and not obey traffic law, etc... i think this is what cambodia needs to learn from america, the rule of law. otherwise, there is no justice, really! wake up, cambodia. learn from america for a brighter future! god bless cambodia.

You are great, you are the best lady that Cambodia ever ever has in her 3000 years old history. You are the only one who fight for justice all other people are crazy or know nothing. Don't you think you flattered the author too much? This kind of article can be found in million articles wrote by many people around the world via internet, e.g., cut, copied and pasted.

To say she is the only person per 3000 is bullshit. Did she or you live in all those centuries to know who weren't great women? Just because the history didn't write about those women does not mean there weren't great women back then.
How do you or she know among 14 million Khmers are stupid? Just because those educated people don't brag?

It is very good for educated Khmers who could help the country, but this kind of flattery is a false flattery corrupting the minds, a root of corruption, you are creating and adding more to the sick society we are living.

This author, Chak Sopheap is trying to sell her name in the news for future jobs, as we all know her field is a useless field.

A self advertising is for someone who is unsecured including inferioty complex. To get rid of that negative feelings, no need to brag, just be yourself and everything will be fine.

Recently Mrs. Mu Sochua is fighting against the dictator Hun Sen means nothing? And There're many great Khmer Ladies out there we may not know about are doing great for Cambodia.
