After confiscating evidence from the culprits, the authority released all the Viet fishermen in the afternoon of the same day.

Our government top officials are all youn. Hun Sen is not the strong man you think he is. He's just the puppet. The deputy prime minister probably controls everything. If Hun Sen is ever out of line, they will probably replace him. Therefore Hun Sen has to say yes to his master.
