CAHRAD: Commemorating Paris Peace Agreement


Today, we, joining with other Cambodian worldwide, appeal to Thailand, Vietnam, and Laos to abide, conform, conduct, and observe the above terms and conditions that they signed on October 23rd, 1991 in Paris. Especially at this present moment when there is a dangerous border conflict with Thailand. Thailand is currently violating Cambodian territory surrounding the historical Preah Vihear Temple which the International Court in the Hague decided in the verdict in 1962 that the Temple belongs to Cambodia. Vietnam has not respected and continue to violate Cambodia sovereignty, independence, and territorial integrity by forcing Cambodia to accept the incompatible border treaties made during Vietnam occupation. Vietnam also has been interfering in Cambodia internal affairs by sending millions of illegal Vietnamese immigrants to destabilize Cambodian economic and social fabric.

IMMEDIATE PRESS RELEASE

Today, 18 years ago ( 1991 )- eighteen countries and Cambodian government representatives- were gathering in Paris signing under the auspices of the United Nation General Secretary the so-called " Paris Peace Agreement " to return Cambodia to a peaceful, independence, and democratic nation after tremendous suffering and oppressive under genocidal Khmer Rouge regime and illegal invading Communist Vietnamese forces.

October 23rd is a historical, memorable, and unforgettable day for every nationalist Cambodian. Today, Cambodian around the globe- individual, small group, big group, organisations- are celebrating to appreciate and be grateful to the United Nations, the countries, and distinguished personalities who are thoughtful and committed to provide well-being, fair, and justice to all mankind at the same time we are gathering to assess and evaluate the outcome of the Agreement.

Under the Agreement, those eighteen countries- France, Indonesia, the USA, China, Russia, Vietnam, Thailand, Laos- to name a few, agreed to:

  • disarm and withdraw all arm forces- military, intelligent/secret agents, and advisers from Cambodia with no return;
  • recognize and respect with no interference Cambodia Peace, Independence, Sovereignty, Territorial integrity and inviolability, neutrality and national unity of Cambodia.

The Agreement also provide all Cambodian the rights and freedoms embodied in the Universal Declaration of Human Rights. This mean that the future Cambodian government, after a free and fair and election, will:

  • ensure respect for and observance of human rights and fundamental freedom in Cambodia;
  • support the right of all Cambodian citizens;
  • undertake activities which would promote and protect human rights and fundamental freedom;
  • take effective measures to insure that the policies and practices of the past shall never be allowed to return;
  • adhere to relevant international human rights instrument. etc..

This is a very meaningful and valuable agreement that build the foundation for a prosperous and peaceful Cambodia. Unfortunately 18 years has passed and $ 2 billions ( 1991-1993 ) Cambodia and Cambodian citizens in Cambodia still do not and most likely will not benefit and enjoy the intended purpose of the above agreement because some of the 18 signatories countries especially Cambodia neighbors-Thailand, Vietnam, and Laos- and the Cambodian government do not honor and execute according to the Agreement terms and conditions.

Vietnam has not respected and continue to violate Cambodia sovereignty, independence, and territorial integrity by forcing Cambodia to accept the incompatible border treaties made during Vietnam occupation. Vietnam also has been interfering in Cambodia internal affairs by sending millions of illegal Vietnamese immigrants to destabilize Cambodian economic and social fabric. In addition, Vietnam never honestly and sincerely cooperate and implement the term of the Agreement regarding the withdrawal and non-return of foreign forces, advisers, and military personnels as stipulated in Part I, article 8. Through its disguised military personnels, advisers, secret and intelligent agents, Vietnam is fully able to influence and dictate the current Cambodian government which it installed in 1979 when it illegally invaded Cambodia to implement and execute its hegemony goal of conquering Cambodia and transform it to Vietnam.

Today, as Cambodian oversea citizens, we also appeal to Cambodian government under prime minister Hun Sen who himself personally signed the Agreement to commit and undertake necessary steps, measures and policies to provide freedom of expression and gathering which are basic fundamental human right and practice/govern with democratic principles. For the last 18 years, the majority of Cambodian citizens in Cambodia subjected to some sort of abuses and violations of their rights. According to human right groups, 10 journalists were assassinated without finding and prosecuting the murderers, democracy is in free fall, land grabbing is everywhere causing tremendous suffering of poor people, peasants and farmers. According to the State Department in 2008, Cambodia's" human right record remained poor...security forces committed extrajudicial killings and acted with impunity...government restricted freedom of speech and the press...political activists continued to be the victims of killing. In 2009, the report said," Corruption is pervasive and it is widely believed that many individuals, including police and judicial officials, are both directly or indirectly involve in human trafficking". Lastly, Mr. Yash Gai, Special Representative of the United Nations Secretary-General on Human Rights in Cambodia issued the statement to the United Nations Human Rights Council as " One does not need expertise in human rights to recognize that many policies of the government have subverted the essential principles of democracy and due process, deprive people of their economic resources and means of livelihood and denied them their dignity".

We, all Cambodian, would like to appeal to his and her excellencies, UN Secretary-General, UN Security Council Members, the Presidents of the "Paris Peace Agreement", the Foreign Affair Ministers of the 19 signatory countries to re-evaluate and take urgent actions to remedy the shortcoming of the Agreement to stop Thailand and Vietnam from abusing Cambodia and Cambodian government from deceiving the world community and abusing Cambodian citizens by practicing fake democracy. Cambodian people always greatly appreciate and are profoundly grateful of the effort and commitment of the international community that over TWELVE YEARS at the cost TWO BILLIONS DOLLAR to provide peace and prosperity to Cambodian people. Cambodian people always trust and hope that the kindness and the good nature of the international community will redeem and reclaim the goal, meaning, and purpose of the Agreement.

Thank you so much for your posting KY, for your relevant information in order to bring cambodians from all corners to focus on our national constitution.
For the spirit of Cambodia, all cambodians strongly endorse it, with support from RGC and international communities to fully implement our constitution for integrity,sovereingnty, peace and prosperity as intended on 1991 agreement.

The Paris agreements of 1991 reflected the recognition that in 1989 the power political can not be won by force by any of the Khmer factions.

In Cambodia, with the end of the Cold War and is especially lassitude, weariness, and suffering of the Khmer fighters who drove all Khmer factions to come together around a table to end the 30 year civil war and decide that political power must now be fighting through free elections.

Free elections in 1993 and 1998 concluded that the victory of political parties CCP and FUNCINPEC. The Khmer faction pro-Western has lost almost all free elections.

That is also the Paris Agreements of 1991.

Also note that in the Paris agreements of 1991, the Khmer faction pro-Western has no merit because its military was ridiculous against the forces of former Communist military Khmer.


The current political stability and peace found today in cambodia are due more to political alliances monarchists and former Khmer Rouge party PPC that the Sam Rainsy Party.



and the government that comes from this free elections set up by the Paris Agreements of 1991 does its not has the legitimacy to lead the national and international policy and negotiates and signs international treaties?

Evoking the Paris Agreements of 1991 for criticizing today political royal government is a political attitude irresponsible.

Sam Rainsy Party, which evokes to day the Paris Agreements of 1991 for criticizing government policy shows that this political party has no political plan credible and serious (economic policy, social policy, international politics) to propose Cambodia .


The only policy practiced by the Sam Rainsy Party, which is a very minority party in cambodia today is the criticism of government policy for the pleasure of criticizing, the disinformation, the incitement to racial hatred among Cambodian and Vietnamese allies CCP to create division in Khmer and political destabilization in cambodia.

This policy irresponsible and suicidal practiced by the Sam Rainsy Party made directly to the political game nationalist Thai and encourage nationalists thais not to seek a peaceful resolution on the issue of Preah Vihear with Cambodia.

The real problem for all other opposition political leaders khmer is to know if Sam Rainsy is still credible to lead the political opposition to win the elections in 2013.
