Cambodia can deny Thaksin extradition bid by Thailand: Attorney-General


BANGKOK, Oct 30 (TNA) - Cambodia reserves the right to deny a request by Thailand to extradite ousted prime minister Thaksin Shinawatra if he stays in the neighbouring country, but substantial grounds must be provided for the denial, according to the Attorney-General Julasingh Wasantsingh.

Mr Julasingh said he did not focus on anybody in particular, but would touch only on the principle that even though Thailand and Cambodia had signed an extradition treaty, in practice the country which was asked for the extradition has the full right to deny the request.

However, that country must justify its denial in line with international practice.

As for Mr Thaksin’s case, the Office of the Attorney-General has not been informed about his whereabouts so the office could not make the request.

If the police and the Ministry of Foreign Affairs confirm that Mr Thaksin is in Cambodia, Thai officials would seek extradition, but it depends on Phnom Penh's decision.

He added that Thailand had formerly denied such requests from some countries, but the kingdom was able to provide strong grounds to clarify its decisions in the past.

Mr Hun Sen told reporters during attending the 15th Association of Southeast Asian Nations (ASEAN) summit in Thailand that Mr Thaksin could remain in Cambodia as his guest and could be his economic advisor, saying he was not interfering in Thailand's internal affairs, but that Cambodia has the right to exercise its sovereignty and make such a decision.

Ousted in a bloodless coup in September 2006, convicted and sentenced to a two-year jail term for malfeasance in the controversial Bangkok Ratchadapisek land purchase, Mr Thaksin now living in self-exile abroad and is reportedly a close friend of Mr Hun Sen.

Why don't Bang-Cock ask Khalifa Bin Zayed Al Nahyan of UAE in Dubai to extradite Thanksin...maybe Abhisit is a coward (Pussy-llanimous) when dealing with a wealthy country as the UAE. Go ahead and try to apply international law in Dubai first before turning your donkey arses to Phnom Penh!

You’re free to blog here, but you’re wasting your time if you think your comments will change Khmer view or opinion on PM Abhisit and Mr. Thaksin. Actions speak louder than words. When Mr. Thaksin was running the country, Cambodia and Thailand had a warm relationship. There were neither yellow-shirt protests nor Thai soldiers at Preah Vihear surrounding. The ball is in PM Abhisit’s court. Instead of accusing PM Hun Sen of being misinformed or meddling in Thai politics, PM Abhisit should demonstrate his non-aggressive intention, if he has one, toward Cambodia by pulling out his troops from the border.

=AH Julasingh Wasantsingh is speaking from his arse! What substantial ground may I ask? I don't give a fuck if it is bloody or bloodless military coup and it is not right to overthrow an elected Thaksin government!

In the past, the Thai King was able to stop such incident and bring back order and peace to Thailand and why the Thai King is not doing anything to help Thaksin government? Well! The fucken problem is that the Thai King chose to enter politic and take political side and when this happen how can there is peace and order in Thailand? What is going on right now in Thailand is sponsoring by the Thai King!


Shame on the Thai King for sponsoring the Thai military to overthrow people elected Thaksin government and for this reason Thaksin can stay in Cambodia anytime he want at the request of Hun Sen government!

good point, here. thailand or siem forgets that cambodia is a sovereigned nation and they did not have an extradition treaty with cambodia anyway! some siem people must still live in the dark ages, perhaps! the way i see thailand, outside of bangcock is so poor and backward people. i think only in bangcock that foreigners find modernity and civility like development, etc., however if you go outside of bangcock, thailand is so poor and undeveloped, really! maybe the pad thugs are ignorant people from the provinces. of course, there are a lot of ignorant and uneducated thai people, too, you know. it is stupid to assume that everybody in thailand is smart or educated. so, stop picking on cambodia, ok!

Don't you badmouth of King Pumipon. He is the world richest and he has "Lese Majesty Kaws" to hunt you down though he is dying on his deathbed.
I heard they are going to build him a golden Tomb like we saw in Egypt. King Pumipon's tomb has to be very big, because he has a lot of wealth including the elephants he owned.
