CPP MPs muzzled the mention of freedom of expression on the Nat Assembly floor: Are they afraid to confront the truth?

The [CPP] vice-president of the National Assembly (NA) reacted to the UN Special Rapporteur on Human Rights in Cambodia who indicated that
freedom of expression in Cambodia is undermined. The UN Rapporteur’s report was raised by an opposition MP during the third session of the NA.

CPP MP Nguon Nhel, NA vice-president, indicated that the NA cannot accept the statement made by Surya Subedi, the UN Special Rapporteur on Human Rights for the UN Secretary-general in Cambodia, who indicated that freedom of expression in Cambodia is undermined. Mr. Subedi also indicated that critics of the government are charged with disinformation. Nguon Nhel indicated that this issue cannot be discussed on the NA floor.

Nguon Nhel’s reaction took place during the third session of the NA held in the morning of 02 October to discuss and approve the draft Penal Law. During the discussion, SRP MP Yim Sovann proposed to the NA to remove an article out of the Penal Law that involves defamation and insult, and to include these issues in a new draft law, or to the Civil Law, based on the statement made by Mr. Surya Subedi.

[In response,] Nguon Nhel criticized the UN, saying that: “During the Pol Pot regime, all types of freedoms were taken away. At that time, we did not have any human rights organizations or the UN paying attention on the death of the 2-3 million people at all, but to the contrary, Pol Pot sat at the UN seat.”

CPP MP Cheam Yeap also indicated that the NA wants the new Penal Law to follow the current events, according to the evolution of mankind, but the NA cannot discuss an issue raised by a foreigner during its debate.

Yim Sovann replied that what the UN Special Rapporteur reported involves the current situation that is taking place in the Cambodian society. “With the aim of building a society where its people are afraid of giving their opinion, if there is a tightening of the freedom of expression rights then this means that we are preventing the people from participating in the edification of the society,” Yim Sovann said.

Mr. Surya Subedi recently indicated that he is concerned about the freedom of expression in Cambodia being undermined because critics of the government and critics of high-ranking government officials are charged with disinformation and defamation and they are sent to jail by the court. This situation actually happens to two Cambodian reporters and one opposition MP.

Furthermore, on 30 September, Ny San, the Cham community leader in Kampong Yaul village, Borey Chulsa district, Takeo province, was arrested and sent to jail after he was accused of disinformation following his dispute with a religious leader in his community.

Cheam Yeap and Ngoun Nhel must be stupid . Khmer Rouge didn't beg for any help from the world and Khmer Rouge didn't promise anything to the world in order to get donations thats why there was no humanrights watch in Cambodia during Khmer Rouge regime . Hun Sen begs the world for donations and Hun Sen promises the world to restore freedom and democracy and respect humanrights in Cambodia in Cambodia that's why there humanrights watch in Cambodia to keep an eye on Hun Sen to make sure he keeps his word .

A bunch of too old people working in ministry is a bad choice for cambodians and the country.

They seem to maintain their denial to any issues raised by citizens or NGOs or the UN envoy suggestions, in order to rectitfy their acts, for the benefits of cambodians. if they were so perfect in their management in govt, why cambodia is still requiring foreign donations after 30 years of running the country.

This communist concept to anyone expresses concerns against their management, is always treated as enemy. That is, in fact,the act of dictatorship. This distorted view seems to be encouraged, rather than accept the rationalised ideas offered.

When it comes to economic downturn and less financial aids, people of cambodia will vote them out.

How many think the current is capable of handling the public catastrophy like storm Ketsana and Parma that hit the Cambodia inland?

In my view, the Current Government -- the ruling party CANNOT HANDLE any public catastrophy WITHOUT the help from the NGOs, or FOREIGNERS. It's the foreigners that help feeds the Khmer population, and it's the foreigners that provided the Fiscal Operational Budget for the current government.

The Cambodian government SHOULD NOT bite the hands that feed them. Lets the NGOs operate without any restriction, or prosecution that government is hiding behind the DISINFORMATION AND DEFAMATION LAWS!

The Khmers people deserved people that lending them a hand in time of needs. The general population DOES NOT NEED THE CURRENT REGIME TO SUPPRESSED THEM TO MAKE THEIR LIFE MORE MISERABLE.

If the government he no clues of helping its own citizens, STEP ASIDE -- let the foreigners operate freely BECAUSE KHMERS DESERVE BETTER. We're living in the 21st century.

Khmer Society needs to move beyond the Hunting and Gathering Era.

*making a big concession by giving part of our land and isles to Yuons for invading Cambodia and installing them in power.

*allowing Yuons to flow endlessly into Cambodia, so they can vote for them.

*giving Yuon more rights than Khmer citizens have, so Yuons can control Khmers.

*robbing Khmer people and depriving them of their land.

*violating human rights and threatening or killing those who are not supporting them.

*provoking all kind of violence.

*degrading moral value of Khmer religion and tradition.

*stealing 2/3 of national revenue in order to make themselves rich and happy while the coutry's economy got flattened and Khmer people are poorer and suffering. This government is corrupted from head to toes.

*slowly turning this country of ours into a military-ruled one, so in the near future only them can be the sole owners of it.

It's very shameful that Dumb ass Nguon Nhel compares this current situaction to Pol Pot. He needs to learn more so he can understand the political climate at that time. The UN couldn't bring Cambodian issue to discuss because other country such as China, Russia object. So disgusting that no brainer like Nguon Nhel representing Cambodian at this level.

These PMs should ask their own people first, whether the comment of the UN Rep. regarding rights abuse is true or not, before they rejected it.

It's unfair for our Khmer people in many generations that they have been always victimized by their leaders, whether Communist or non-Communist regime.

Why are these leaders afraid of criticism so much? Don't they know that the whole world knows what's going on in Cambodia? Land grab, corruption, intimidation, righs abuse and so on.

Does it help Cambodia if these leaders rejected the criticism? What do Cambodians gain from this? These leaders should know that a problem can't be solved unless it was recognized in the first place.

Cambodians do not have peace of mind.Fear set in many corners of current society, ie How high the boundary fences for those riches? and how scattered for those who are struggling to survive under management of current govt?.
How true is the slogan of" citizens get rich before the govt does"?. It is in fact quite the opposite.

Come on brothers and sisters, let learn from other successful nations, like all for one and one for all, we must stop thinking about other racs are coming to our country, at this stage because we need more people to keep our country alive, remember! or it will be wiped out from the world map. The more people we have the better, it doesn't matter who they are or where they come from as long as they follow the rules of law. Just look at Aust, USA, Singa etc, they have a multicultural society(they keep increasing in their population growth)and right now many of our khmer people are now living among these countries including me. I believe it is very significant to increase in population growth because they are the foundation to the development of our nation. Aust so, cheers

Do you think the 5 Millions Viets in Cambodia are independent from the Viets in Vietnam? Do you know what Ho Chi Minh told his followers before he died. Do you know what happened to Lao now? To me, we cannot live side by side with the Viets and expect them to respect our country and not interfere in our country's affair. In the past, Viets played tricked with Khmers all the time. For example, in the 1970's Viets tricked Sihanouk into helping them by proclaiming that they would help fight to restore Sihanouk back in power. In 1975's Viets borrowed Pol Pot's hand to kill 2Millions of Khmer people. In 1978, Viets invaded Cambodia claiming to save Khmer people from Pol Pot. And up and until now, Khmer people are still tricted by the Viets and some people just don't realized that.

Cambodia is not US and vice-versa. US largely owes its successes to immigrants. Cambodia on the other hand has lost a large chunk of its territory in the past and present to yuon settlers.
