30 Years of Vietnamese Oppression in Cambodia


Dear KI-Media Reader,

We are pleased to present here a publication titled "30 Years of Vietnamese Oppression in Cambodia". The publication is edited by Antoine Phirum Pich with the collaboration of Emilie Fortier of the Montreal-based "Edition Indochine" . This publication is only available in French currently, we hope that someone could help translate it into Khmer and English soon.

I am more concern about Vietnamese Gov who keeps stealing our lands than Thai. Their cool and secretive tactic work very well in term of encroachment. 30 years of Yuon's slave is good enough, they should abstain by now.

The world has seen the Viet true's color vis-a-vis Cambodia! The question remains, why haven't Sihanouk, Hun Sen and his cronies!

Please help translate into Khmer and English for all Khmer and the world to see of the Vietnam's constant aggression and its criminal activities in southeast Asia.

The French and Americans should have been in Indochina all along to keep peace and prosperity at bay. The Vietcongs have blundered everything including human lives since the day of Ho Chi Minh took power in southeast Asia--from North Vietnam to Champa to Kampuchea Krom to Lao and now to Cambodia.

Khmer Mchas Srok movement will be presented at the UN's convention,New York,in Nov 20 2009,on issue of Human Rights in Cambodia.

And also KMS will also be presented at the UN's Geneva on Genocide and Human Rights in Cambodia,December 1,2009.

We all know who is behind those genocidal policies ?

The Vietnamese regime were actually not concerned by the genocidal policy of the Khmer Rouge, but rather with fulfilling their historical ambition of regional domination, as well as stopping the spread of the Chinese influence in Cambodia. Nguyen Co Thach, the then Vietnamese Foreign Minister, later said that, “Human rights were not a question; That was THEIR problem – we were concerned only with security.” China is a historical enemy of Vietnam; at the time China was also a bitter enemy of the Soviet Union. Consequently, Hanoi was to act in accordance with own but also Soviet interests – the last was highly important because the USSR was to finance the following adventure.

Perhaps the most remarkable aspect of the conflicts
between the Phnom Penh government and the
resistance forces and their respective supporters was
the creation of the “K5 Plan,” adopted by the Phnom
Penh government, presumably under pressure from
their Vietnamese advisors. While the PRK was trying
to consolidate their power and credibility inside the
country, fighting continued between the People’s
Army of Vietnam and the resistance forces, who were
sheltered by Thailand and received military support
from China. In 1984, the Politburo in Phnom Penh
discussed “the mobilization of several hundred
thousand Cambodian civilians to chop down forests,
construct more roads, and lay down hundreds of
kilometers of earthen walls, two-and-a-half-meter-deep
spiked ditches, barbed wire, and minefields.”25 This
policy was codenamed the “K5 Plan” (Phenkar Kor
Pram in Khmer). Evan Gottesman stated that the
plan’s ultimate motive was to “build a Berlin Wall of
sorts that would stretch along the Thai-Cambodian
border and prevent resistance soldiers from
infiltrating.”26 The attempt to seal the 829-Km long
Cambodian-Thai border presumably required a great
number of laborers. In fact, in the first phase alone,
90,362 laborers were involved in building the defense
line.27 At the end of 1985, Vietnamese officials
estimated the total K5 workers for the year at
150,000.28 There seemed to be no clear figure of the
total number of people conscripted for the K5 Plan,
but Margaret Slocomb estimated the total number of
conscriptions between late 1984 and mid 1987 at
380,000.29 It is important to note here that a high
number of people conscripted for the K5 Plan lost their
lives to malaria and landmines. This strategy of border
defense was not something new. During the reign of
Minh Mang, between 1820 and 1841, Vietnam
colonized Cambodia, and, to enhance its security
against Thai attacks, Minh Mang ordered the digging
of the Vinh Te canal in 1820–21. The harsh treatment
of the Vietnamese overlords caused deep resentment
among the Cambodians in a similar way that the K5
undermined the popularity of the PRK and the
Vietnamese presence in Cambodia.30
The K5 Plan was not the only manifestation of
geopolitical cruelty that caused misfortune among
Cambodians.

Vietnamese name: nhàu nước,nhàu nhỏ
Russian name: моринда водяная
Khmer name: ញទឹក
It is the small shrub growing in the lowland erea around Tonle Sap and around the lakes near Mekong River. This palnt is part of the flooded forest which is important for the fish habitat. The root of the palnt ( with yellow color) is used by the locals for traditional medicine, especially for tea.

We could and should know the facts. Now we should have the remedy and the solution. And do it.
We want to preserve khmer identity, khmer spirit and ultimately free khmers from slavery, oppression, sufferings.
We have to do it with love and justice. So with God Spirit, under God protection Guidance, ability and strenght...
