Prime Minister Hun Sen has said Cambodia must go ahead with its law governing non-governmental agencies, lest the country become a haven for terrorism and human trafficking.
Speaking before a gathering of NGO officials in Phnom Penh, Hun Sen downplayed concerns the law would be used to restrict the work of rights groups and other organizations.
“We will not limit the freedoms of the non-governmental organizations, and we will not take funding from those organizations,” he said.
In 2003, Cambodia was forced to close a local organization found to be funneling money for Islamic extremism and abetting an alleged plot to attack Western embassies in Phnom Penh.
Proponents of a law to enforce NGO funding have said it can prevent that from happening again, but critics of the proposed law worry it could be used to crack down on organizations the government sees as overly critical of its practices.

The real intention of Mr. Hun Sen to make NGO law to restrict NGO activities in politics. He feels NGOs are big threat to him. Only NGOs dare to speak truth which he is not happy about.
Non of political party could challenge him now. So only NGOs can challenge him and he sees them as threat.
NGO Law would be good if it means to protect and support NGOs. For example, the law should give some national budget or money to NGO work which is social work, democracy and advocacy work.
cambodia needs this ngo law so they are not unethical as some of them are illegal, anyway!
Cambodia need a law for the NGOs but it is also important that the Police do something against child sex and drugs.
Everybody know that in Phnom Penh, Walkabout Guesthouse you can get drugs and underage girls. They offer 15 year old girls in Walkabout for US$10!

The Australien Owners of the Walkabout pay off the Police and go away with it.
They just catched a man there with an underage girl and what happen:
All girls need to have in identity card. In 2 weeks everybody will forget it and again the underage girls will work there.
Drug Business is a good profit for the Australien Owners.
How can they make so much profit from this Guesthouse that they can buy a big Hotel beside Walkabout Guesthouse and refurbish it?
Guess where the money come from?
Rumors say a big General is holding his hand over the Walkabout Guesthouse.
Why Hun Sen do nothing about it?
Maybe because nobody tell him?
The worst place in Cambodia is the Walkabout Guesthouse in Phnom Penh on Street 51.
