Prime Minister Hun Sen said Thursday the UN-backed Khmer Rouge tribunal would not be able to indict more suspects than it already has, repeating his warnings that further indictments could lead to instability and, potentially, war.
“I prefer the failure of the tribunal than to let the country fall into war,” he said, reiterating concerns that further indictments could lead to instability. “You must consider this. If there is no peace, but it turns to war, how many people will die? It will not be the court eradicating the war. But be careful of the court making war.”
His public comments follow the September decision of the Pre-Trial Chamber of the court to allow further indictments and as investigating judges pursue the potential of more charges.
The court is currently holding five members of the Khmer Rouge, including four senior-most leaders, but prosecutors have forwarded the names of five more cadre for investigation. The first trial, of the relatively low-ranking Kaing Kek Iev, or Duch, concluded last week, with a verdict expected early in 2010.
Trials for the five already arrested are enough, Hun Sen said Thursday, speaking at a ceremony for World Disability Day in Phnom Penh.

The UN and the world community helped ending the war and end yuon occupation in Cambodia, not ah Hun Sen. Otherwise, he is still fighting the Khmer Rouge and other Khmer resistant factions.

For the purpose of "KR" trail and the amount of time and resources put on it. There is no purpose of conducting the trail if those who is responsible for the Genocide is not brought to justise. Who care what Hun Sen said. The persue to prosecute Khmer Rouge leaders are the will of Khmers and the UN. We will not give up or change our Courses. I teach my kids to continue on if I am not around. If the investigation reveal that Hun Sen and his inner circles are part Khmer Rouge killers then he will eventually be called to answer. If Hun Sen commits more crime while he is in- charge, he will be called to answer that as well. This is 21th century, you can buy time but you can not get away with your crimes. It is unfortunated that we have to put so much resources to go after the bad guys...I still remember.

Brother, thanks for your contribution. Yes, the idiot's wish will come true, and he will be hung by the UN tribunal just like the late Sadam Hussein. Plus, his days are numbered. Agai, I could smell his death from thousands miles away.
As I've stated elsewhere:
1. Who would the 'war' be against?
2. Where would the weapons come from? - we are told that private, non-military citizens no longer have weapons. Therefore, the only groups with weapons are those affiliated with the government.
4. Surely, the modern, well-equiped RCAF are more than a match for former rebel groups who have not held a weapon for over 15 years.
5. Most former rebel soldiers have too much to lose. They have families, children, a bit of land (if they haven't been conned in some way) and so would never consider jeopardising it for some old man who used to command them.
6. These theories lead one to believe that the real threat is internal: that the court will get a bit too close to those already in power and it will become all to obvious how silky Mr. Hun Sen's iron fist really is; how dependent they all are on each other to keep the house of cards standing, and how ultimately terrified they are that one will 'shop' the other. (Should we listen to these speeches as warnings or as threats?)
7. the real threat of war is, actually, (and here I vaguely agree with less diplomatic contributors) with Thailand. However, this is not Thailand invading Cambodia over a temple. It will consist of internal disruption and economic discrimination (like the cambodians trading on the border aren't discriminated against enough already). All resulting from the fact that we (there were elections so it's our fault) have allowed a convicted, fugitive criminal to use this country as a haven to organise chaos in Thailand. This is where war will come from.
Ultimately, I'd rather a Cambridge graduate in economics leading my country than an ex-jungle fighter or a corrupt, fugitive millionaire. What is this, the wild west?

Fifth in these day and age the concept of war between countries is outdate except war against terrorism! The only war right now is economic war!
Finally the reason Pol Pot can create war inside Cambodia because King Sihanouk was overthrown from power by the CIA and not only that Cambodia was collapsing on its own weight due economic collapse and the bombing, and border incursion from the Vietcong against the South Vietnamese army! The war is outdated for a tiny country like Thailand, Vietname, and Cambodia!ahahahha Only the super power can conduct war which cost in the billion, billion, and billion of dollars! It is the excuse and threat intended to slow down the processes and or to stop further investigation. Because the truth may come out which can be the embarrassments for the Vietnamese and the Chinese.
Both countries were deeply involved in supporting, coaching and indoctrinating the Khmer Rouge as well as the Khmer Viet Minh.
Khieu Samphan, Noun Chea, Ieng Sary and top Khmer Rouge officials will point their fingers at the Vietnamese and the Khmer Viet Minh who also had bloody hands. Two million Cambodians were killed by both sides of the Khmer Rouges— Chinese supported group of Khmer Rouge and Vietnamese supported Khmer Rouge (or Viet Minh.)
At this moment Vietnamese supported Khmer Rouge are in power and run Cambodia. Chinese supported Khmer Rouge was in power from 1975 to 1979 when two million Cambodians died.
To help protect the Chinese, the Vietnamese and his teammates, PM Hun Sen will do everything to slow down the processes and to even to derail the court.
It was clear from the very beginning that Hun Sen wanted Cambodia to control the court. I believe that the Chinese as well as the Vietnamese do not want the KRT to succeed or to get to the bottom of the subject matter.
The UN had already conceded to Hun Sen and lowered its standard. The two-headed KTR is no different from the two-headed government where all power rested with Hun Sen. Many of us never have real hope for true justice for Cambodians. Millions of dollars have been spent and millions more and will be consumed to make a few people richer.
