Cambodia's Forcible Return of Uighurs to China

On December 19, the Royal Government of Cambodia, at the request of China, forcibly removed a group of 20 Uighur asylum seekers back to China in apparent violation of Cambodia’s international obligations. The United States is deeply concerned about the welfare of these individuals, who had sought protection under international law. We are also deeply disturbed that the Cambodian government decided to forcibly remove the group without the benefit of a credible process for determining refugee status and without appropriate participation by the Office of the UN High Commissioner for Refugees.

The United States strongly opposed Cambodia’s involuntary return of these asylum seekers before their claims have been heard. This incident will affect Cambodia's relationship with the U.S. and its international standing.

Now that the group has been returned to China, we urge the government of China to uphold international norms and to ensure transparency, due process and proper treatment of persons in its territory. We continue to stress to all parties concerned the importance of respecting human rights and honoring their obligations under international law.

ACID ATTACK ON TAT MARINA
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed acid attack.
"On December 5, 1999, Tat Marina, age 16, was severely disfigured in an acid attack in Phnom Penh. The attack was allegedly committed by Khun Sophal, the wife of a senior government official, Svay Sitha, because she was angry her husband had a sexual relationship with Tat Marina. Neither Khun Sophal nor those suspected of being her accomplices in the attack were brought to justice. Intense media publicity compelled the Phnom Penh Municipal Court to issue an arrest warrant for Khun Sophal for attempted murder, but the police claimed that they could not locate her, although journalists reported that she was living at home as usual."

TORTURE AND MURDER ON PRAK SITHA WHILE IN CUSTODY BY MISNISTRY OF INTERIOR OFFICIAL
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed torture and murder.
"On the night of January 16, 2003, a street youth named Prak Sitha was beaten to death at the Ministry of Interior (MOI) headquarters after he was arrested and detained by off-duty MOI officers on suspicion of theft. His body - bearing numerous injuries to the head, torso, arms, and legs - was dumped at a Phnom Penh pagoda the following morning by ministry officers, in violation of police regulations regarding deaths in custody. No criminal charges were filed in connection with this death. In December 2004, the case was cited by the UN secretary-general's special representative for human rights in Cambodia - who stated that Prak Sitha died at the ministry "following beatings by a known police officer" - as an example of a "consistent and continuing pattern of impunity" in Cambodia."

PUT SAMPHORS WAS SHOT DEAD BY MEAN SOKCHEA, A RCAF MAJOR WORKING IN BRIGADE 70.
Hun Sen's personal Bodyguards Unit (Brigade 70) is a terrorist organization.
Hing Bunheang is a March 30, 1997 Grenade Attack suspect identified by the FBI.
Cambodian People's Party Hun Sen Khmer Rouge Regime had committed murder, again.
"On September 4, 2008, Mean Sokchea, a RCAF major working in Brigade 70, shot dead 21-year-old waitress Put Samphors at a restaurant in Kandal province. Mean Sokchea, in a drunken stupor, fired his gun and apparently mistakenly hit Put Samphors in the stomach. She was taken to a hospital but later died of her wounds. Mean Sokchea was detained by the police overnight but was then released, allegedly after intervention by Hing Bun Heang. Put Samphor's family received US$2,700 from Mean Sokchea, and the police told them that their daughter was shot while authorities were chasing robbers."

Cambodia is a country of killing field, a country that runs by a Khmer Rouge regime. Do you think this leader cares about human lives, human right, international law that protect asylum seekers?

I urge all countries around the world to cut tie with Cambodia now, unless Hun Sen is removed from power and installed a truely democratic leader, such as Sam Rainsy for instant, or some body like that, some body that respect human lives, right and law internationally.

Look at land eviction in Cambodia. Every day people are being forced out their land, burn their houses and push them out just like animals, I am sure you see those pictures on your own eyes.

Do they care any body's live?

Cut tie with Cambodian and leave this country abandon now is the ony way to bring Hun Sen CPP to its knee and to make them aware of the international law for freedom seekers, and to make them pay for what they were done.

Does the US respect the human right of the khmers they sent back into the country of their parents but they never live in before ?
The US separated them from their family and deported to the country of HUN SEN who never have respect of the basic human right of the people in his country. Is that human civilised american moral ?

2:10AM the Khmer kids that were deported by the US are gangsters. Keep gangsters here will result even more lives lost. Deport the gangsters are good decision. Make these gangsters to eat rock and shit in Cambodia is the only way to give them a lesson. These gangsters and Uighurs asylum freedom seekers are completely deffent case. They are not related. in combodia returning case The US had also give the choice to those people committed crime in US but not in combodia this include those people do not have any politic related. but in china case these people relating with politic with china government. this is 2 difference cases.

Well this is a totally shameful action by the despicable hun sen regine. If I were china, I would be embarrassed how brazenly it has been carried out, not even an attempt to camouflage the chain of command.

However, to the US, if you spend a few years building a huge bunker embassy, and use cambodia as a base for shipping "suspected terrorists" around the asia region (thanks to it's lax standards), you can't then complain when the hun sen regime uses similar tactics - unmarked aircraft etc.

Like Thaksin, a convicted criminal. Who Hun Sen refused to deport.

The point is these people's asylum applications were PENDING. Yet they were deported at Chinas request before it could even be determined if they were genuine asylum seekers.

The Hun Sen govt acted ILLEGALY in this this matter, just as they have done in the case of Thaksin.

I am a US citizen, I live in the US, but I disagree with the US government on this point. These people enter Cambodia illegally, and thus it is lawfully to return them back to the country of origin. Even the US return thousands of Mexican who illegally enter the US.

Another question is, why are these people came all the way from China and stay in Cambodia. Why don't they stop in Vietnam, Lao, Thailand or even go to Muslim country like Malaysia or Indonesia, why stop in Cambodia!
So now Cambodia is to blame for this. This is unfair.

Why don't the US protest with China, why blame Cambodia. May be the US dare not challenge China because they are borrowing billions from China!!

As for refugee treaty, what treaty!?

When Thai dump Cambodian refugee into mine field at Phnom Dangrek, where are the International, where the UN, and the Human right group?!

Thousands of Cambodian refugees were massacred, machine gun by Thai soliders, thousands more died in mine field, and thousand more die of starvation in Phnom Dangrek. So one come to help us, none.

Later UN estimate 30,000 Cambodian refugee died at Phnom Dangrek alone, and that not counting Thai Shelling Cambodian refugee camps a long the border, Thai rape and murder thousands more who try to enter Khao I Dang camp.

2:10AM if you don't know the US laws no need to compare this case with US deportation program. You seem like Hun Sen always compares the current improvment of the country to Pol Pot's era. Frankly those kids who sent to Cambodia, as other readers has said, they were gansters, law violations immigrant and it was part of agreement between Cambodian - US MOU. Ah khmouch Hok Lundy who came here to sign it. He wanted to take those kids back to Cambodia so that he can pocket part of funding for the program into his own pocket. However, those kids were entitle to lawyer to represent them - they were exhausted every due process entitle to them before they were sent to Cambodia. This is significantly different from what the current Cambodian did to Uyghurs people the other day. They were forced to aboard the bus and sent back to China. Cambodian did this was to please Chinese.It will be fair to them atlease if Cambodian allow them to have hearing before they were forced into the bus.

Yes, America does respect HR....However, America needs to be sterned on enforcing the laws....that were violated by those criminals Cambodian kids across the US....So, deporting them back to Cambodia is a good thing. Now, the different between 20 Chinese protesters and those Cambodian criminals, is that the Chinese protested for their religious right to worship...as suppose to Cambodian gangers who commited felony....selling drugs, killing people, and committing home invasion...

In fact you don't even know exactly the root cause and quarrel between the Hans and Uyghurs besides that they practice different religions. It boils down Pilgrims were prosecuted for what they worshiped, besides that you can not perceive anything else. Stuff it.

Also just that you know, not all of the Cambodian deportees were not gangsters, hard core criminals. Many were convicted for petty charges like spousal abuse, pubic indecency and yet they were deported. For the hard core ones do sure deserve to be deported. You have to get your facts straight.
