A COMPLAINT was filed with the Ministry of Interior on Wednesday accusing a senior police official and two accomplices of beating a 25-year-old mechanic and leaving him for dead, the victim’s employer said.
The document, which has been seen by the Post, accuses Neang Sok Na – deputy police chief of the Phnom Penh Minor Crimes Bureau – and two others of threatening Phat Dara’s life and pistol-whipping his face and hands on Sunday in an incident witnessed by nearly 50 people who thumb-printed the formal complaint. The allegations have been denied by the police.
Om Heng, the owner of the Heng Heng garage on Phnom Penh’s Street 39 and a witness to the incident, said that staff members, including Phat Dara, were eating dinner in front of the establishment when two cars raced past at high speed.
“One of my staff shouted to the children nearby not to cross the road while we were eating because they might be in danger when the two cars stopped near the pagoda about 30 metres away,” he said.
“One man we knew as senior police officer Neang Sok Na was extremely drunk. He got out of his car and with a pistol – hit my staff member on the head. The other three men started hitting him as well.”
They continued to beat the victim before calling for more police officers to take Phat Dara to the police station, Om Heng said. The victim “has worked here for eight years without a dispute, and now I must seek justice for him,” Om Heng said.
Mea Phanit, another eyewitness, said that the court must prosecute Neang Sok La and not merely compensate the victim. “If he is released from prison, it will set a bad example for other police officers,” he said.
Song Ly, police chief of the Minor Crimes Bureau, dismissed the allegations on Wednesday, saying it was Phat Dara who had been drinking and assaulted Neang Sok Na.
“It is the people’s right to complain; however, we also have a document to countersue because the people don’t know the truth,” he said. “If he didn’t use the gun he would be killed by the people there.”
Phat Dara is being treated for his injuries at Calmette Hospital. He is asking for 20 million riels (US$4,800) in compensation, his employer said.

The police officer and his associated must be arrested and put in the jail for the rest of their lives. They acte very stupid by using a gun and torture to the innocent people. I support the garage owner who tried to search justice for his employee. And I suggest the owner to seek the help from any organization expert to handle this case and prosecute these idiot police officers and keep our street safe for innocent people.
Those polices are very smart with own poeple Khmer but you don't with youn people. To the garages owner , you will never win with such police ganster if you wanted win for justice you must inform to Samdech Thechho Hun Sen, then you will win those animal polices (not all polices in Cambodia have behavious like this ganster).
Only samdech Thecho Hun Sen or Loak srey Chom Tey Bunrany you can win and find justice for him.
Denying ,denying,denying the country with out black and white the messed up country deserved to be youn SLAVE.

There is no point to file a complain because the court is corrupted and useless. Just go to buy yourself a pistol and put a bullet to all these basters. There is no point of living without justice, freedom and libery.
The incident was just a tip of iceberg. It is typical for bad treatment from Cambodian police and military police on civilian. The police superior just shamelessly tried to cover up, despite large numbers of people have witnessed the assault. The next action they will do is to harass the victim by creating some artificial evident, arrest and put him in jail. This is the every day attitude of most Cambodian law enforcement officers and the perfect justice system in Cambodia

The next step for these crooked cop is to plant some sort of evidence against the victim so as to build more charges against him. This is a threat and a deterent tools often used to pin the victim to the wall. Now, the cop will ask the victim to admit to his wrongdoing and apologize to the officer. If the victim agree, he will get out of jail free. If you dare challenge the Systems, you will do some time. This tactic is guaranteed 99.99% in favor of the Cambodian Judicial Sytems.

Due to the above statement; Song Ly just admitted that his officer is guilty because the people/bystander came to aid for the assaulted victim.
Note: In Cambodia, people/bystander only join hand to help or rescued the innocent, not perpetrator.
This clueless cop should seek is attorney advice before making the above statement.
Oh Gawd. This is so sad. Just trying to do your job as a mechanic in another day under the sun and along came a drunken abusive cop pulling his gun to whip you up for no reasons whatsoever. What a life in Cambodia. Life is cheap while bad cops are honorable. This is so sad. Got injured for nothing. Sue the bad cop NOW!
As long as Cambodia has such system, the poor people will be slave, the powerless people will be always loser and maybe once day the new Khmer Rouges will be appear aginst bosiorcy (former Khmer Rouge with VN tendency).

I don't know whether the guys are the supporter of CPP. If that is the case, you should be happy with the result. But, if you are not, you are the real victim of this regime. This is how the life is in Cambodia.

we don't know the whole story behind it. everyone happened for a reason, really. the end doesn't justify the mean, though! it called for critical thinking, please! stop using penchance of blaming the gov't of cambodia for society's ill, really. why not educate society to respect law, to get better educated, to understand and have knowledge about the world at large. yes, the world is huge, really! plus, we all sharing the same planet, so take care of our oxygen supply, the environment and be a responsible citizen and gov't, etc, please! everyone can help to make a difference if we don't care who gets the credit. it's call unselfishness, you know! adopt thinking outside of the box for a change, this way things may improve or get better for cambodia and khmer people, really!

I have experienced with them. It is meaningless to be nice. The more you are nice, the more bully you will get from them.
They never listen to you. The more you say, the more they think you are stupid.
It is just hopless to deal with them. If you have read about the good heart American family who devote to help the poor, but at the end, they sufferred from rape, and torture, and almost lost their life in Cambodia. At the end, they lost their hope and decided to leave Cambodia.

I agree with you 100%, that is the Viet strategy. I am living now nearby Vietnam red army (EX. General), he told me more about the Viet taking Cambodia, his unit was the first unit in Phnom penh in 1979, I know very well about Pen Sovann ,Hun Sen, Chea Sim and Heng Samrin. He and his wife added that if your country don't against this plan your country will be the part of Viet nearby the future. He is the respected person who tell the trust.

This is one reason why I don't give a shit about Cambodia anymore. I'm currently an IT manager from California and a a few years back I tried donating some of our facility's computers, printers, hard drives, etc. to Cambodian grade schools in Phnom Penh, Takeo and Kompong Cham. This was all free stuff to the schools that was worth $20,000. The government ask that I pay $5,000 to them as well as give them 25% of the hardware to let me bring these hardware into the country. I said no. Later, all of the hardware was stolen from its holding area in Phnom Penh. Just an example of corruption in Cambodia.
They must punish this crooked cop and his friends who beaten the unarmed victim...
you know why people corrupted. one reason is because they can get away with it so easy. the world used to be like that before they implemented laws say like in the USA, europe, etc... people in cambodia must be educated to understand the importance of have the rule of law in order to have a good society so people will like twice before they do something illegally. so, stop beating the goose that lay the golden eggs when the fox is the one that stole the golden eggs, you know. it's the same concept in the cambodia. all of us who care and have interest in cambodia must demand and do more to make a real and lasting difference so the future of cambodia and its society will be better. let's don't forget that the stupid KR destroyed the country and killed off millions of cambodia's educated people, etc. of course, it's going to take more time, nevertheless, there are hope as life goes on, really. of course too, cambodia needs everyone's help to replace that the idiot KR did to my cambodia. in cambodia, we say everything else can be replace, not life cannot be replaced. you have to try to understand the local culture and local thinking a bit. after all, we are cambodian and our country is called cambodia; in other words, we are unique, or perhaps not that unique in the world when it comes to corruption, the asian way? so for once stop being so biased toward everything cambodia, really. like any society on this planet, there are good people and there are bad ones as well, and those who can be reformed and learned and those who seemed to be braindead and no matter what anybody did, it makes no difference, especially with the political group who aren't willing to unify and work toward a common union, etc. in order to benefit cambodia and its people. of course, let's don't forget that there are more to cambodia than you and i, really! may god continue to guide and bless my beloved country, cambodia and its beautiful khmer people and citizens.
remember too that cambodia is not for the weak and feable. it requires a strong minded, sort of an iron lady and gentleman to make it work, really. still, that doesn't one has to fight for it with tooth and nail at each other as finding solution doesn't necessarily require fighting, conflict or war, etc... of course, there are other ways to solve problems, and if those who only resort to war and fight, then that person is not fit to be a good leader that deserve cambodian people's respect, vote, etc, really!
and in all creation of good thing, there will always be chaos and dust and dirt throwing around, however, when all settled, the khmer ancient "churning of the sea of milk" will overcome for the god elexir will create good people out of this quagmire, eventually. it's just a matter of time. hey, as long as the world keeps spinding and the sun and the moon help to sustain the earth, there is hope for cambodia, really! this is the khmer belief. god bless cambodia.
if it were easy, then everyone could've done it! who says it was easy to govern cambodia. of course, we all like to see cambodia reforms in all its system in order to better serve its people and more. god bless cambodia.
