A group of 24 deportees from Thailand have arrived in Phnom Penh to seek government assistance.
A GROUP of 24 Khmer Krom asylum seekers recently deported from Thailand arrived in Phnom Penh on Wednesday in a desperate bid to have their Cambodian citizenship confirmed by the government.
The group, part of an ethnic minority from the Mekong Delta region in Vietnam, were deported from Thailand on December 5 after fleeing Vietnam. They had been sheltered by the Independent Democratic Association of Non-Formal Economy in Banteay Meachey’s Poipet town.
Members of the group – which is currently staying at Wat Angtaminh near Phnom Penh International Airport – say they fear severe repercussions from the Vietnamese government if they are deported.
Members of the group say that when they fled Vietnam, they lost their homes and many possessions. Huynh Ut, 33, said his father is now disabled as a result of abuse by Vietnamese authorities. “They broke his skull and beat his body, and shocked him” with a stun device, he said. “After three months, the starvation made him disabled.”
Another member of the group, 56-year-old Choav Heng, said: “Yesterday, we went in to meet the UNHCR to fill in forms and register with the government so they can start to help us,” referring to the UN refugee agency. “We have sent many letters to the Ministry of Interior so they could see this case and try to help us, but we have not received a response. We have also written to the National Assembly, many NGOs and human rights organisations because we are in great difficulty. We don’t have any food. We don’t have any money. We don’t have anything for our daily lives.”
Though hungry, poor and with no place to live, the biggest worry for his group, said Choav Heng, is the constant fear of being sent back to Vietnam.
“The Vietnamese government still wants to catch us,” he said.
“We need protection. Because we are Khmer Krom, we would like the government to give us some security and confidence.”
He added: “We need the government and UNHCR to accept us as Cambodian people. We would like the government to help find us a place to stay near schools and markets. We also need land for agriculture.”
He said the group needed “help from the government with identification cards or any documents we need” to become Cambodian citizens. “For me, I would just like a place. A good place, any place that they can give us. We find it hard to be understood, [but] I hope in Cambodia we will be more accepted and better off.”
Ministry of Interior spokesman Khieu Sopheak has said that if they are in Cambodia and ar Khmers, they have an automatic right to citizenship, but also, earlier this month, that the arrivals had not yet been clearly identified as ethnic Khmers.
He did not detail exactly what the identification process involved.
“The asylum seekers must realise that the right for asylum is no longer under the authorisation of the UNHCR,” he said.
The UNHCR could not be reached for comment on Thursday, but Kitty McKinsey, UNHCR spokeswoman in Bangkok, said on December 15 that the deportees had been at various stages of their asylum applications at the time of their deportation from Thailand.
She said the UNHCR regarded their deportation as a “serious matter” and had taken up the issue with the government in Bangkok.
“Our position is that no asylum seekers should be deported from Thailand unless their appeals have been processed and it has been properly established that they do not require international protection,” she said at the time.
She went on to add that there are “orderly procedures” for returning unsuccessful applicants to their countries of origin.
Striking similarities
The plight of the recent arrivals to Phnom Penh follows the deportation of 54 Khmer Krom, also by Thai police, in June.
Ang Chanrith, executive director of the Khmer Kampuchea Krom Human Rights Organisation, said the 54 were subsequently smuggled back into Thailand to make another bid for asylum. He said “more than 10” of the current deportees were also deported in June.

Khmer King Norodom Sihamoni appointed Thaksin Shinawatra as Hun Sen’s adviser. Therefore, Mr. Sam Rainsy can form a Khmer Exile Government along Khmer-Thai border too. THIS IS THE ONLY WAY WHICH CAN bring Vietnam and their slave Mr. Hun Sen/CPP to respect the 23rd October, 1991 Paris Peace Agreement by convening another international conference on Cambodia.

Find out the truth first before you go making judgements about these poor Khmer Krom people being lazy and not wanting to learn how to read and write Khmer. Do you realize that in Kampuchea Krom, the Viet-Cong/Youns make it so difficult for these people to maintain their Khmer Identity! They are forced to assimilate to the Vietnamese culture, speak Vietnamese, and banned from practicing Theravada Buddhism. They have even banned the importing of Khmer Literature,if you are caught smuggling it to Kampuchea Krom, they take it from you and burn it.
Khmer Krom people are forced to take on Youn names, speak Youn and practice Youn sect of Buddhism. The only way that they can learn to read Khmer Scrip is to secretly learn from the monks, who teach at the temple. The Viet Government is cracking down on this and they constantly harass the monks and try to intimidate the monks and all Khmer Krom people from trying to learn Khmer Language, culture and religion. Their lands are also being threatened and stolen from them, which is their only livili-hood. They are discriminated against by the government and the Youn people, so they are unable to get jobs. Due to the oppression and discrimination, they are the poorest group of people living in the Mekong Delta.
So find a way to help these people instead of blaming them for their circumstances!

I want to encourage everyone to please take a moment and see what kind of contribution you can make to help our people who are suffering. Contact your family members who are living in Cambodia and see if they can act as the middle man and send some money to these Khmer people who are in a really tough situation right now.

Though very few with the exceptions of Achar and Monks can read Khmer script, everyone above the age of 30 in Kampuchea Krom can speak Khmer fluently - of course this should not be mistaken to say they can understand higher Khmer language like Palinize or sankritize loanwords (this require close nit relation between sangha community and local villages, which are lacking and dying in Khmer community in Kampuchea Krom for obvious reasons).
Children who are younger who are in primary school though are geared towards Vietnamization at very fast rate. They speak more Youn then Khmer.
Books imported from Kampuchea are screened for historical references or any book for example, that can provoke Khmer pride or knowledge of their true identity and history in Kampuchea Krom. Those books will be confiscated and label as political agenda book, even if they're legitimate Khmer history books.
Every Phum and srok which the Vietnamese have newly iniated or flooded their citizens too must bear the stupid blaring megaphone announcement every morning, just like a Big Brother state!
This is their process of Vietnamization or "civilizing" of Khmer people. Their messages ranges from useful practical announcement about new farming methods to political indoctrination and vietnamization indoctrination.
Temples felt obliged though not forced, to also play Vietnamese music and Vietnamese programs when they play chants and religious messages or samod etc. That is the mentality that these people live under. They are afraid to be Khmer in their own land!
Those who can speak can speculate, including above. But I am a Khmer Kampuchea Krom person, and this is the truth I want to let you all know to keep in mind about the burden of maintaining our culture in Kampuchea Krom.
If you love us and don't want to end up under colonization, vote Mr. Hun Xen away. Vote for whoever you want but do not vote for Vietnam to control your head any further. At this stage USA does not want to save Cambodia from Vietnamese swallowing, so what CHINA must do is to wake up quickly by allying themselves with USA the same way as Mr. Deng Xao Ping did with Mr. Ronald Reagan in 1980’s and rearmed the ex- Khmer Rouge soldiers again to save Cambodia from extinction.
The condition must be attached onto those ex-Khmer Rouge troops, that those troops must be controlled and lead by ex-anti Vietnamese guerrilla’s leaders similar to the recipient of American Silver Cross Medal, Major Sergeant SARUN SAR of the American Special Force and many more of that type who are waiting around the world and inside Cambodia to bring Vietnam and Hun Sen/CPP government to respect the 23rd October 1991 Paris Peace Agreement one more time.
Vietnamese government through their puppet HUN SEN cheated the CHINESE GOVERNMENT, the UNTAC, the USA administrative and the whole Khmer Rouge organization by urging the Khmer Rouge to lay down their arms before 1993 and now control them like slave and master.

the thing is to never ever forget khmer language even if people are bilingual in khmer and youn, really. don't be ashame to be khmer, and definitely don't be afraid to express and speak in khmer as much as you can, just like youn are doing with their language, khmer people should do the same, really. be competitive when it comes to khmer language, way, etc. of course, it is smart and wise to learn from everybody e.g. friends, enemies, strangers, family, acquaintainces, teachers, professors, mentors, khmer pagoda or temple or churches, etc, etc... make cambodia and our khmer identity like food, language, arts, dances, language, etc well known in the world, ok!
come study in khmer schools in cambodia, then return home to teach and correct people with khmer language, etc. if there is a will, there is always a way, really! wake up and be smart and wise, really! remember just because we are separated by political boundaries, doesn't mean we are not khmers, yes be proud of who you are, your origin as khmer that is! encourage and teach others to speak khmer correctly, really. don't be selfish and teach and help make a difference for all khmer people, please!
I'm very disappointed with you guys. All of this is biased. Now don't say I'm stupid or something. I have studied Cambodian history a lot and have understood much of its politics. Hun Sen has done a lot for Cambodia, bringing it back to its knees after a deadly civil war. He lifted Cambodia from a poor level country to an lower middle income country. Example, he is purging any general who bought their way there. He will remove nay corrupted and scandalous officials and is slowly transforming it back. Yes I understand that their are flaws however to call him and his supporters traitors are very wrong and biased. It seems you are the one now with your biased views and points.
