Cambodia begins using own Unicode

PHNOM PENH, Jan. 8 (Xinhua) -- The long-awaited Unicode in Cambodian language has been allowed to use in all government's institutions and private sectors, a government spokesman said on Friday.

Phay Siphan, spokesman of the Council of Ministers said that the Khmer Unicode, the only standardized encoding of the Khmer script has been allowed to be used nationwide.

He said the government already announced the use of this Unicode last month by a decree dated Dec. 24.

He said most of the government's institutions and ministries, especially, the Council of Ministers have already used this Unicode for about two months.

So far, many Cambodian computers users have complained about the changeable computer script and time constraint once they type in Cambodian language.

According to the legal procedure and law, the decree on the official use across the country will come into effect 60 days after the official announcement is made.

Should the government standardize Khmer unicode in cell phone, email, text messages, internet, atm, and all others high tech products in Khmer language unicode in Cambodia.

I have used Khmer Unicode for at least 2 years already. It is a shame that the government has just used it 2 months ago. The govt. is too slow. It supposed to lead the nation in all fields, especially in the field of literature.

Why is there so much bad name calling and completely wrong information? (like: "The Khmer Unicode made by the Spain government via Mrs:Mom Somaly etc.) - In 1996 I was the first and only resident in Cambodia on the UNICODE consortium Khmer mailing list, no Cambodians involved. Then I spread the word, later we got organized including Cambodian gov't, carrying the main official correspondence, and Khmer UNICODE was defined - but there were no applications. In 2004 a technical expert from Spain, Javier Sola, agreed to join, working on UNICODE based software localization, all in Open Source (as this had been announced to be Cambodian government policy - though not much implemented yet). The results of the work of the KhmerOS team, under the guidance of Javier Sola, were offered to the Cambodian public: the NGO work was offered to NiDA and to the Ministry of Education, which signed in 2007 Memorandum with the Open Institute to use KhmerOS as the standard for the education system of the country. Now the Council of Ministers decided finally to implement the pro-UNICODE position. Only at that late point in time there was also important financial support from the gov't of Spain. The Cambodian pro-Open Source position (announced since 2001) is still to be implemented more widely.
