'Cambodia today is a country for sale'

If these accounts represent Cambodia moving in "the right direction," Cambodians have lots more to worry about.

The conflict between Cambodia's proponents of development and of human rights continues, despite the 1991 Paris Peace Accords' stipulation that economic development and respect for human rights must go hand in hand.

Surely a Cambodia in relative peace, with new roads and buildings, is better than the Khmer Rouge's Cambodia of forced labor, destruction and death.

Last month, even U.S. Ambassador to Cambodia Carol Rodley, who acknowledged Cambodia's continued problems with democracy and human rights, told a Long Beach audience that today's Cambodia has more roads, more buildings and more businesses; the people are more competent and more optimistic; Cambodia sends troops with U.N. peacekeepers abroad.

The Monivong Boulevard's Kentucky Fried Chicken, the 27-story Canadia Bank Tower with health club and restaurant, among others, are eye-catching. The third of Cambodia's 13 million people who live on 50 cents a day; the poor scavenging the city's dumps, eating rodent meat or who are evicted from their homes and their land to accommodate new development, aren't.

While the Paris Accords' necessary stipulations weren't implemented, Hun Sen, who lost the 1993 U.N.-organized election, was allowed to elbow himself to become "co-premier." His 1997 coup killed many royalists, and sent the elected premier fleeing town. Sen has ruled without meaningful opposition since.

Cambodia's sad story is written with the help of foreign aid donors, who have provided more than 50 percent a year of Sen's national budget.

A 2006 report by the Cambodian League for the Promotion and Defense of Human Rights (Licadho), "Human Rights in Cambodia: The Façade of Stability," accused the world community of a failure to "speak out" against Sen's regular human rights breaches. It warned: "Cambodia's current period of relative political calm is no guarantor of meaningful long-term stability, and ongoing, systemic human rights violations will, to the contrary, promote instability."

It detailed illegal land grabs, arrests and threats of arrests of opposition and human rights activists, continued impunity, a corrupt, incompetent and politically biased judiciary. "There can be no genuine stability without human rights and rule of law," the report stated

In June 2007, "Cambodia's Family Trees," by the London-based Global Witness, an anti-graft NGO, detailed Premier Sen's family members, business associates and senior officials, dubbed as a "kleptocratic elite," who were allegedly engaged in illegal logging and stripping of Cambodia's public assets for personal profit.

In February 2009, its report, "Country for Sale," charged the same "corrupt elite has captured the country's emerging oil and mineral sectors while Cambodia's international donors turn a blind eye."

"Cambodia today is a country for sale. ... Over the past 15 years, 45 percent of the country's land has been purchased by private interests" and "millions of dollars ... paid to secure concessions" never showed up in Sen's economy and finance ministry's revenue reports.

In the March-April 2009 Foreign Affairs Magazine's "Cambodia's Curse," Stanford's Joel Brinkley wrote that U.S. embassy-funded studies in Phnom Penh "showed in stunning detail that Cambodian government officials steal between $300 million and $500 million a year (most years, the state's annual budget is about $1 billion)."

Regional peace and stability were put at risk last month, as Sen used his favorite graduation ceremony to blast Thai foreign minister Piromya as "chief of terrorists," declaring the Abhisit government does "not have long to live" and charging, "Thailand, you are invading my country, and Cambodia cannot tolerate your invasion."

To show he's in control and his government's popular support, Sen read the results of a survey by the International Republican Institute, a U.S.-based nongovernmental organization: 79 percent of people polled said the Sen government was moving in "the right direction" and 53 percent said they will vote for Sen's ruling Cambodian People's Party.

The reliability of a survey, conducted in a general atmosphere of threats, arrests, physical disappearances, repression and fear may be questioned, but new roads, modern bridges and new schools are improvements that are tangible and real to the Cambodian people.

Andrew Marshall's Dec. 12 "Khmer Riche," in the Good Weekend Magazine for the Sydney Morning Herald, asserted: "The Khmer Rouge are dead; the Khmer Riche now rule Cambodia."

Marshall toured Phnom Penh's Tuol Kork precinct -- like "a 'homes of the stars' tour in Beverly Hills, except that Tuol Kork's backstreets are piled with rubbish" -- as his driver "points out giant mansion after mansion, and tells me who lives there."

"Depressingly, the Khmer Riche Kids sometimes seem indistinguishable from the old colonial ruling class," he wrote. "They carry U.S. dollars ... and live in newly built neoclassical mansions so large that the city's old French architecture looks like Lego by comparison."

Such as Meas Sophearith, 21, son of a general, whose family has a "four-mansion compound with lots of razor wire, and a gate guarded by special forces soldiers." Or Ouch Vichet, 28, whose parents gave him "a villa, half a million U.S. dollars, and a 400-hectare rubber plantation," while his parents-in-law gave him "$100,000 in cash and another villa worth $200,000."

These "rich kids can spend $2,000 on drinks in a single night." They are "Cambodia's future," Marshall wrote.

If these accounts represent Cambodia moving in "the right direction," Cambodians have lots more to worry about.

That Rodley lady is with Hun Xen. How can she be so blind to see Cambodia is improving! From when, Pol Pot regime?

She should compare Cambodia to other standard moderd country not to the Khmer Rouge Regime. Hun Xen probaby pay her to say good things. Pathetic!

Having roads and building are part of development but these physical stuff are not permanent and real indicator index of economy.

Provide descent livable paying jobs to general Cambodian people,to improve health care accessible and social welfare to average population, decrease wastful and corruption, diversifying econimic aspects, and striving to enrich citizen' skills and educations are real long term sustainable economic progress.

The government has been doing all these. however, there are obstacles and inconsistent policy despite talk and talk and meeting after meeting. Most of time, wasteful and corruption are plague mush of the progress and compound with infight among sub-groups in each miniteries/provincial levels. So far there is no remedy to solve this problem since people at the top positions pay more attention on getting on with completing contract with donors, ramp up the statistics, and putting on show. The pictures are look as good, you see!!!!

The list goes on... I don't know what else Cambodia government plan to do about these chronic overlapse roles and sometimes, cross the legs of the doers. Each idea and policy are spelled out from PM and cabinet appear very encouraging but unfortunatley, the end result has been so far much less satifactory level. and that's the reason Cambodia has very slow progress compare to VN, which has started econimic blueprint 4-5 years behind Cambodia and has reached 12-14 years ahead of Cambodia.

Corruption and poverty are terrible for the nation. That's being said, it would be naive to think that a new government would be able to eliminate them.

I think in general people is willing to tolerate poverty and corruption to some extent. But people will NEVER accept the government selling the nation to yuons in order to hang on to power.

People WILL revolve, and those who committed or took part in the treason of making land concession to yuons will pay very dearly.

The "I just follow orders" excuse will not save them.

Every country have better roads and sewage systems than Cambodia and they are rich with no lost of land to any country like Cambodia. CPP external debts is about $10 billions US dollars Xen have no ideas on how to repay it. So he is working very hard to forced evictions the whole country to sale land and make money for himself. Xen new taxes laws will be the highest in Asia. The poor Khmer will have to give up every thing in order to pay Xen taxes.

Mr. Hun Xen should bark at the Viets as well...not just stay silent and bark at the Thais only!

We don't really care if you steal Khmer natural resources to be a billionaire...but staying silent and allowing Viets to encroach on Khmer land is a major crime and a disgrace Khmer history and legacy...

I suggest Mr. Hun Xen should apply for Viet citizenship and move to Hanoi if he does not care about Khmer nation and people.

If we look back, Viets and Khmers have had a very good relationship with each other until the white colonial took place, e.g like the Franch,the Pro US, Pro Chiness or Pro USSR came in and it stired up and in which it tried to break our relationship apart. Like now the majority of the population are half either vietkhmers,chinkhmer, Thaikhmer or Loakhmer we have had multiculture of indochina in everyone of us. So, we need to go back to that history, that is to work with our neighbour in the most effective way because after all we are brothers and sisters. we neighbours must learn to respect each other's boundaries. The power of peace is love, respect and do the right thing for the righteous will live forever and the wicked will be terminated. One answer for all is earth is a no man's land, we belong to the earth and the earth does not belong to us. So, be true to each other before our short lives finished before our eyes. Aust

Cambodian people are daily living under political manipulation of Hun Sen administration.

This government is working to challenge the less education of Cambodian people through Uncle Ho's planning.

Bridges, road, stability and entertainment via tv etc are enough deceiving Khmers...but their real future is at the brink of destruction.

Dr.Peang is hitting in the right spot and no one can deny his proof.

I appreciate your message of peace and let's all get along. With that said, you need to wake up to the realities that Cambodia has been dealt with by it's aggressive neighbors. Vietnam and Thailand has always encroached upon our land. We are stuck in between a a snake to the west and a tiger to the east. Vietnam invaded in 1979 and never left, they are the puppet masters of Hun Sen and CPP and make decisions in the interest of Vietnam. We have to be mindful of the great threat and damages that Vietnam is to Cambodia. Cambodia must alleviate the suffering of it's people and defend it's people and it's territory from all foreign invaders!

2.) 1690,Cambodia annex by Vietnam

3.) 1749 The Vietnamese conquered the Mekong Delta (Khmer Cochinchina or Kampuchea Krom).

4.) 1779 Khmer monarchy established by foreign controlled, (from Siam)


5.) 1820 Khmer revolt against Vietnamese rule .

6.) 1842 Vietnam executed Khmer Krom Hero Okhna Son Kuy in a sacrifice in order to maintain Khmer identity. The antithesis of good relationship would you say?!

7.) 1851 Cambodia successfully overthrew the Vietnamese occupation.

Colonialism period:

1.) 1863 Cambodia became French Protectorate and 1887 became part of the French Indochina.

1953: True Cambodian Independence

60s-70s Vietnam Civil War and Communist (including Chinese) ideologue spread into Cambodia and destabilized Cambodia.

1975: Cambodian Civil War
1979: Viola! Vietnam invasion of Cambodia! History repeats itself! This happened prior to colonisation by western power and after colonisation.

That shows Vietnam ambitions have no limit.

9:00 AM, you are appreciating a lie. The commentator which you thanked made groundless statements that were attempt to revise history to cover up the atrocities of Vietnam the Khmer race.

The Vietnam atrocities towards Khmer Krom is an atrocity towards Khmer race as a whole, there is no half-Khmer or "other" Khmer. There is only one Khmer.

The fact that Vietnam continues to violate Khmer rights and dignity in Kampuchea Krom shows that Vietnam have no respect for Cambodians lives and should never be trusted.

i don't necessarily agreed here that cambodia is "for sale". i think some people think so perhaps because they never seen changes for the better in cambodia as people, especially the older generation were used to changes, etc. in modern-day cambodia. i think the younger generation are more open-minded and see it with a different perspective. cambodia is embracing changes, but it is not all for sale like some people assumed. common, thinking about it, how can a sovereigned nation like cambodia is for sale? if that's true there will be no more sovereign cambodia. it is more of an unprecedented changes one is seeing in cambodia, because it is better and there is more economic growth than cambodia ever had in the past, not to say that it is bad. it is a sign that cambodia is now beginning to wake up and catching up with the rest of the more developing countries out there, abeit, it will take more time as nothing is happened overnight, anyway! there is no such thing as a "free lunch anymore in the world, everything is a trade-off in exchange for one thing or another,really. however, a sovereigned nation like cambodia cannot be sold, especially when we speak of the country's lands, territories, waters, etc... it's stupid to literally sale your country for short-term gain or something. got to think about the long-term benefit of the country as a whole, not a quick, destructable one at that, really! wake up already, please!

Over 30 years ago, I left Cambodia. Everytime, I sit to speak to those who left Cambodia some 40 years ago always think that their homes are in Cambodia..what the world are people in Cambodia thinking when they sale everything even their identities. I hope they will realize sooner rather later that their homes are in Cambodia and there is no place like home..Proud to be born in Cambodia.
