Sok An is trying to replace Hun Sen.
Sok An knows that Hun Sen needs him.
He also knows that he could bypasses Hun Sen in the future because Khmers hate Hun Sen now.

It's good to have a PhD if it's bought. To have PhDs doesn't meant the holders become more decent as to make Khmer people free from oppression. PhD holders like Hun Sen, Sok An, and the like, would only make them more evil in manipualting Khmer public and staying as Yuon slaves longer.

Hun Sen has a PHD.
Hun Sen learns English for 20 years now.
What Hun Sen can understand what Apisit said, 2 words, without being sure, "NOT TRUE".
:=)

Phd given by universities to people who achieved their works does not mean they hold real PHD. It is an honorary doctor. It is like someone give you a medal for good job.

You are right, Xok Anh controlled
distric of Kirivong since 1965 in 1967 Xok Anh tauch in Kirivong and connected formation from khmer to Vietcong. Many people in Kirivong knew Sok Anh was and is Vietcong's expert who infiltrated into khmer Government. The Same thing as Kiet Chhon, Hor Nam Hong, Sok Kuong,
Chhiem yiep etc...
Khmer will be shrided and meldown in the near future.

Koreans made a lot of money out of Cambodia when the current S.Korean president was economic advisor to Mr. Hun Sen. Reports suggest that the massive influx in South Korean tourists to Cambodia benefited Cambodia to a minimal extent. Certainly the tourits left their rubbish and waste behind and damaged the environment via their buses and planes but they left very little money in Cambodia as most of the money is spent in Korean owned businesses and so most of the money would leave Cambodia or would be spent in South Korea prior to arriving.

Maybe this is why Mr. Sok An received his 'free' bit of paper?

Good to see Cambodian leaders acting as role models for the rest of the country. With Cambodia's education system in crisis due to corruption, it is a great to see one of the prominent Cambodian leaders receiving his qualifications for doing absolutely no studying. I assume many people will follow his example of doing nothing to receive their qualifications (a situation which is hardly unheard of). This will also mean that the Cambodian education system and the qualifications that Cambodians hold will be regarded around the world as completely worthless.

Well done for undermining the efforts of so many who actually value knowledge and therefore see great value in studying and improving themselves intellectually.

sok anh is not viet he's a "chen hai nam". don't u look at his face. not even a khmer rouge's member. he's been elected as a high rang of hunsen government under hunsen himself becuz he has a light skin( chinese face). hunsen judged by his look; 5foot10 and light skin. so good enough for him to qualify as his vice PM. the next PM is hun manet and gues who gonna be vice again ? sok anh's son

I am not sure how these khmer's leaders think? Do they think that by putting a lot of big titles in front of their name make them more respectful by society or fear them more? So now how one would address Sok An when one meet him face-to-face? Would it goes something like this - "His Excellency, oukna, high esteem councial of minister, honorable Ph.D.,and Mr. An" ...which title should come first? Can anybody enlighten me on how to address High rangking office with unlimite title...it is possible that one could call him just Mr. Coucil Minister, Just like one call Mr. President in US?
