Govt rejects Paris group’s border claims

THE Council of Ministers on Tuesday moved to rebuke claims that markers on the Cambodia-Vietnam border were planted illegally.

The statement comes amid fresh debate two weeks before opposition leader Sam Rainsy is to face criminal charges for moving posts at the border.

In an interview with Voice of America last week, outspoken border activist Sean Pengse said the controversial border markers were planted illegally, because a 1985 treaty used as a basis for the border delineation was cancelled.

The government failed to consult with landowners who lost parts of their land to the divisive border, the Paris-based president of Cambodia’s Border Committee (CBC) claimed.

“It is illegal under national and international law. Only absolutely communist countries do things like this,” Sean Pengse told VOA Khmer, and also slammed the National Assembly, calling its lifting of opposition leader Sam Rainsy’s parliamentary immunity “undemocratic”.

The Council of Ministers, however, dismissed Sean Pengse’s concerns in a statement Tuesday.

“It is not true that the border markers were planted illegally because landowners were not informed. Border land is not recognised as privately owned land,” the statement read.

Land titles in the area were never issued, the statement continued, because the precise border was never clear.

A Sam Rainsy Party spokesman, however, rejected criticisms of Sean Pengse, calling the former minister of mines under the Lon Nol government a “border expert” who had the Kingdom’s best interests in mind.

“Sean Pengse has no political interests. He does not want to be a government minister,” SRP spokesman Yim Sovann said.

The public spat comes ahead of a January 27 court date in which SRP leader Sam Rainsy and five Svay Rieng province villagers have been called to face charges relating to the uprooting of border markers in October.

It seems that AH HUN SEN or AH SVA KIM HONG don't really care much about Cambodian border issue and that explain why dirt poor Cambodian farmers are complaining about loosing their farmland due to Viet encroachment! Dirt poor Cambodian fishermen get kill for fishing in their sea and lost their farmland along the border! The fact is since 1979 Cambodian has lost on average 7- 10 miles along Cambodian border!

Once awhile Cambodia is so lucky to have a person who is care enough about Cambodia by showing Cambodian road map in dealing with Vietnam. Thank you Mr. Sean Pengse for your work and Cambodia needs you!

I'm not supporting or opposing what Mr. Pengse said/claim. But I can't figure out how can someone live a few thousand KMs away to comment on something when he does not see it with his own eyes. I think it'll make more sense if Mr. Pengse come back to Cambodia and spend a few months living in those villages along the border to gather facts to present to the govt and int'l community of his claim.

Your claim can only be genuine when it's supported with facts & evidence.

The American military now has un-manned drones that are sent to spy and drop bombs on America's enemies. The operators of these drones sit in Washington DC somewhere, and the the bombs are dropped in Iraq or Afghanistan. Those bombs are just as accurate and kill just as well as if the bombers were 10 feet away. Now are you saying to us that just because the bombers are in DC, they can't be precise in their reading of the maps? Perhaps you would like to stand under one of those bombs and see if the facts are wrong? In this day of electronics, GPS, satellites, etc, you don't need to be on location to know where something ought to be.

Yes, I agreed with you on the advancement in technology. But technology doesn't mean it won't have errors. Everyone knew that several of US drone attacks killed countless Iraqi and Afghan civilians. If the US is so advanced in its technology why can't it find Bin Laden up to now? why can't it defeat Taliban up to now? why can't it fight insurgencies in Iraq up to now?

The same applied to GPS, you need to be on the spot in order to accurately measure the precise location. Does the French surveyors used GPS back then? NO! so how can you confirm that the two points are matched if you're not on the ground itself. How can you confirm which one is right and which one is wrong if one used ancient equipment and the other used modern technology. By saying this I didn't mean to defend the demarcation process. I saw Mr Ke Kim Yan's report and I've been to the Phnom Den border myself, I saw the match between the report and the actual encroachment. And yes, this is something that our govt should take action, through international law, not physically uprooting border post. Militarily and economically, we're in no position to confront VN. So the only option is through soft approach, negotiation and international involvement.

Look! You can disprove all you want but you can't change the fact that the Vietcong encroachment is affecting dirt poor Cambodian farmers who live along the border! Dirt poor Cambodian farmers are like cannery in the coalmine and they are an early warning to all Cambodian people to what they about to face in the near future!

Don't confuse technology with war! You need to understand that this is war that American are facing and civilians will get kill no matter how you look at it and especially when the bad guys choose to hide among the population! You forget that behind the drone is a human who take control and make the decision to attack not the computer(technology) so now there is a human error to be considered!

I have been to Cambodian-Viet border too and go into Vietnam as well! For me it is so strange to see the Vietcong government build the border post in the replica of Angkor Wat in Kampong Cham! I never understand the psychology behind this! Does the Vietcong government want Cambodian people to respect this border post even though this border post was put illegal inside Cambodian territories?
