Op-Ed: Meng Ly


It is totally illegal for all government officials to take side with any political party and it is a crime for them takes side.


During this four election term, Mr Sam Rainsy has been elected as the country largest opposition party Leader. Therefore his status is the county No 3 Statesmen after the King, Prime Minister and Main opposition Leader.

His mandate is to protect Cambodia and Cambodian interest at all levels. His recent finding of illegal borders posters inside Cambodian territory has embarrassed Cambodian government leaders at all level. But instead of solving the problem with good manner, the Cambodian government of all levels from Court in Svay Rieng and government spokesperson has accused shamelessly Mr Sam Ransy for removing public property. Indeed this problem should be explained by Hun Sen through Parliament in a political way to prove that he is a matured person with 30 years of political experiences.


The failing to explain to the public by Hun Sen and allowed his associates to condemn Mr Sam Ransy action have proved that Cambodian leader has a log way to maturity.


The government spokesperson Phay Siphann is a public servant. He has no mandate to issue political view neither on behalf of CPP party nor for the ruling party. It is a conflict of interest for government officials to support one party and to condemn another party.


The appropriated person who can challenge Mr Sam Ransy is only the Prime Minister himself. It is very anarchic to allow court and other person than the prime Minister to challenge Mr Sam Ransy finding.

time to call for an establishment of an independent court. cambodia needs an independent judiciary system that do not take side with anyone and only the law. if we fail to see the need for this, then all is guilty, i mean all parties from all angles are guilty in it together. an independent judiciary system is crucial to fix this kind of issue we talked about here, really! think about it! don't forget that people are subject creatures, so, the law is the law in the name of justice, you know! wake up already! isolation and ignorance are the real enemies of cambodia, really!

I think you should put your nick name as Areak Prey rather than just put only Meng Ly.

Before became a convicted criminal on 27 January 2010, Xam Rainxy was elected as MP. In Cambodia's Constitution, there is no opposition party let alone the so called leader of the opposition has the status number 3 statemen as your dodgy assumption.

If Xam Rainxy is genuine in protecting Cambodia territory, he should take photo of those border posters and invite the government border commission to explain rather than uprooted it and politicise it as political game. Therefore, who is created anarchy and who is respect the rule of laws?

Last month, Mr. Var Kimhong, chairman of Cambodia Border Commission has came to explain to all MPs about the border issue with Cambodia's neighbour particular with Vienam. So, there is no doubt about the border demarcation.

Meng Ly or Areak Prey, it's laughable when you wrote that Mr. Phay Siphan is a public servant, has no mandate to issue political view (sic). In fact, He is a Secretary of State in the Ministers Council. He is a politician which is apppointed by PM and approved by Parliament. If you have no knowledge about Cambodia's politics, please don't try to speak too louder. It's embarrasing to the nature surrounding your house.

It's so obvious that SRP can recruit only stupid people like you which has very little knowledge in politics but at the same time, shameless in making a statement that anarchist of Cambodia. You are let Khmer in New Zealand down very badly.

I am gladed that you are thinking that you are an intelligence man. You quoted that;
1- Cambodian constitution has not recognised opposition parties. What about multi-parties parliament means to you? It that not enough to explain to you that Cambodian parliament has multi-parties? And the parties who are not working with ruling party, what are you calling?
In 1991 peace treaty, Cambodian people of two sexes are allowed to form poltical party of their choice. Therefore, any party who is not forming into the government is an opposition. You must be very sick and dum for this explanation.
2-Mr Phay Siphann was not elected politician like many other members of parliament. He was a political appointed official. Many others can be appointed as embassadors, government board etc.. They are treated as government officials. Their job description were to work for public duty and not for their political party at all.
Only elected member of parliament has their mandate to express their political view to support their party or to against their own party according their ranking role of their party.
We are here to contrubute ideas to build a better Cambodia. Your ideas will keep Cambodia as a fighting dogs scene. Meng Ly

I think your knowledge is still low in understanding what I wrote. I am not said that Cambodia's Consitution has not recognized the opposition parties as you mentioned. I said that in Cambodia's Constitution, there is no opposition party means when the Constitution drafted in 1993, it has no any clause refers to opposition at all. That is why when SRP has requested last year about fund for opposition, the government replied that we have to change the Constitution.

As for Mr. Phay Siphan. There is no doubt that he is a politician. As the Ministers Council spokeman, he has duty to protect the government. Only you think that he has to work for public duty but not for his political party at all.

I am speakless when I saw you wrote that "Only elected member of parliament has their mandate to express their political view to support their party or to against their own party according their ranking role of their party" sic. Is it SRP teaches you that way or just what your low knowledge thinking? Please tell me which country that has law forbids the Secretary of State of the government, has no mandate to issue political view and support his/her party?

People who has very little knowledge in politics but try to speak loudly like you, is so dangerous to society.

If you know that I am in NZ, you should also know that I have my own party in NZ in which I was one of the founding member. I am not Sam Ransy party at all. Please be not confused. My party has been part of NZ government from 1999 until election year of 2008. It is you that is very low in understanding political structure and political game. I have involved both local and National politic of my country. I have involved many political debates since 2001-2005. One of them with my present Prime Minister in NZ.
Cambodia will be continued like a fighting dogs ground if having people like you to get involve. That is why I call it anarchist of Cambodia. It is about time Cambodian need to work together as a matured Nation and to understand each person role and duty. CPP has 90 members do not means that CPP has outright to bully anyone at all. Every single member of Parliament was elected by National Election and should has a full term to serve the Nation without fears and be bullied by abyone at all.
I am here for a better Cambodia where people around can be respected and can build their own country with pride and dignity.

Of course, many comments here including so-called Khmer in Sydney who has crazily supported the work of CPP have displayed himself as divider to burning to scratch of Khmer society.

Let talk about our common sense and collective interests for all Cambodians.

Our common sense is "both Sam Rainsy and Hun Sen are Khmers and they both are working for the interest of Khmers". While Hun Sen is facing with the west, it is logical and useful for Sam Rainsy to face with the east. But the so-called spokesman is just the barking fox who has never understood the calmness of the forest.

Our collective interest is to wholeheartedly support those leaders who are working for the interest of our nation, and to condemn those who are working to destroy Khmer interest.

I do agree with Meng Ly standing in the democratic principle that public servants who take money from public tax will never serve the interest of any special political parties in the public. Cambodia has to change this behaviour if she wants to survive another 100 years.

I hope this can help all of us here and Khmers around the world.

It's really interesting when you have no idea to argue about politics in Cambodia, you try to change the topic by showing off about your involvement in New Zealand's politics and make a self-proclaimed that you have own political party. Sic Please tell me, what is the name of your party?

Khmer in NZ as well as in Australia, they can join any political party as they want. As a member is political party and involve with local and national politics, it doesn't mean you are well aware about politics. Your basic knowledge is so low, no matter what you have been involved with, your knowledge is still narrow, arrogant and no sense in politics but at the same time, you try to speak louder than your knowledge. What ashamed!

There are 1 critical problem here. regardless of CPP or SRP supportter remark. Cambodian land/territory has been encroach on by Vietnam.

The duty of a government no just Cambodia all around the world is to protect it national interests via boarder security Land, sea, air. In this case Vietnam have impact on Khmer security as Land owner.

The CPP government have neglect their duties, responsibility and accountability in perform their role properly.

Sam Rainsy may be at fault for removing the "temporary" border post and has been punished. By until today there is no explaination my the CPP as to how this stuff occurred, who is responsible and accountable.

Instead they put the VICTIMS in gaol for voicing their concerns.
Sam Rainy as opposition leader has done the correct thing of making this public. If not Vietnam and with the CPP support would not have remove the other border posts... that removal are no different to Sam Rainsy action.

But the different is there is no CPP offcial immunity has been remove as a result of this.

Also Hor Numhong is incharge of the boarder has not release any doc to clarify if Sam Rainsy claimed is true. With out it CPP has to leg to stand on. Better yet CPP should release all boarder agreement with Vietnam and have UN Boarder specailist committee inspect all the boarder temporary and permant to ensure that not territory is lost by cambodia or vietnam.

If you focus on national interest instead of party interest then you know whick party is doing their role correctly and which is not. In this CPP is a failure and SRP has done their role to alerts the public.If not the Vietnam would have ligitimise the territory by now.

Bravo, Mr Meng Ly! You make me proud as Khmer in New Zealand. At least we prove that we actually learned how the developed country like New Zealand able to accomplish what they accomplished and able to use that knowledge to compare to the situation and the problems Cambodia is facing. It surprises me how a person who claims to come from a well-established democratic country (Australia) like Khmer in Sydney has such low knowledge of how democracy actually works! Not to mention he could do nothing better other than name calling or belittles other people's opinions. His posts aren't worth reading.

I cannot understand how you are in Australia and you don't understand how a multi-parties parliament should work. When Mr Sam Ransy asked parliament for opposition budget and was denied by Cambodian parliament, it didn't mean that Cambodian parliament was right. It was because CPP has bullied SRP for their right in democratic system. As a citizen of free country we must advocate for fully democratic system and freedom of free speeches for all elected members of parliament so that we can eradicate all animal like leadership who tried to bully others without considering the right of others and their mandate given to them through National election.
I am very low to serve corrupted leaders. But I am very strong to challenge to any level of politic for social justice, real democratic system and freedom to free speeches. I am not a friend of Mr Sam Ransy at all. But I respect him for being elected through the National Election. He deserves to have full respect from all Cambodian people and full protection from Cambodian law and authority at all level. You must be one of the very low integrity and very low moral citizen for ignoring the real fact that he was Cambodian opposition party leader.

Please don't be too harsh to Meng Ly aka Areak Prey. The reason he couldn't reveal the name of his own party because he's just a member of a small party named as Progressive Party in New Zealand but he's shameless to make a self-proclaimed that he's own political party.

Because of he's too smart even though, he has arrived in NZ since early 1980s but he's never got any degree in NZ's University at all. He's a machine operator at a factory but has a big dream to be a politician. That is why his political knowledge is so low even though, he's tried to involve with local and national politics in NZ.
