First published in September 2008. Since mid-2009, the Center for Social Development (CSD) has been effectively non-functioning and run aground as staff who could not be absorbed by the Center for Justice & Reconciliation struggle to survive. Two years ago, CSD had some 80 local staff. Where is Madam Chea Vannath, now that she has succeeded in claiming her Board status via the court injunctive order? The last I heard, the some tens of thousands of dollars worth of equipment were sold off or stored in a "laveng" on the outskirts of Phnom Penh.

Here, we focus on one of the virtues most needed in this culture of embedded fear: COURAGE. Courage, according to Merriam-Webster, is the ability to conquer fear or despair; valor; bravery.
It is interesting that courage is something that is simultaneously most needed and most shown often and brightly here in Cambodia.
Not despairing amidst trying circumstances
We Cambodians have an amazing ability of resilience amidst great odds, not to despair but hope in the face of hopelessness. This ability not to despair shines most brilliantly among rural Cambodians.
In my travels through the provinces - albeit for the CSD "Justice & National Reconciliation" public forums or Civil Party Orphans Class seminars, other meetings or for just pure pleasure - I am deeply moved oftentimes by the sheer determination not to despair (courage!) of Cambodians in the most trying, poverty-ridden, poverty-persisting living conditions as reflected in the smiles and laughter and warm, embracing welcome to visitors of faraway, foreign Phnom Penh.
Daily acts of bravery against abusive powers
I remember several elections ago smiling and at times being moved to tears when I see shack holding up an opposition sign when these signs were rare and potential dangerous attractions; this family was going to vote its conscience despite the odds and forgoing potential social/material benefits. Whatever is one's political persuasion, it is difficult not to admire this type of courageous convictions. During these most recent elections as well, in CSD's work of elections monitoring, we witnessed and heard firsthand acts of bravery and valor of common Cambodians, forgoing personal gains for the sake of their conscience and dignity.
I read with overwhelming pride of the two students who were the only ones who achieved all A's in their exams. What odds when one thinks of the culture of corruption in schools and the larger unfriendly environment of noise, tight living quarters, inadequate materials, for learning. But amidst these odds what great courageous accomplishments!
We see time and again the bravery of common Cambodians standing up, with only their conscience and moral compass, to abusive acts of power of authorities and the wealthy, whether relating to land or other fundamental rights. What valor!
Courage to stand up and be counted at the ECCC
One of my joys working with participants of CSD justice and reconciliation forums and with victims who'd like to become civil parties in the criminal proceedings at the Khmer Rouge tribunal is witnessing the courage and bravery of these individuals, who have already suffered so much, coming forward and sharing with each other their long-held stories and pains - with most of them, open to sharing their stories with the world, no matter how difficult it is for them to tell this story. In a culture where falsely we believe "men are diamonds and women are white cloth easily stained", imagine the courage of a woman who had been raped filing a complaint and going public with this?!
Courage of CSD Staff fighting for dignity and voice, for their present and future
During the almost three years I have been at the helm of CSD, I am repeatedly stunned anew by the people who work with me -their sheer refusal to succumb to despair and most difficult circumstances, and in the process shining like stars, balancing with great aplomb family life as father or mother (of one, two, three children), husband or wife, and the larger extended family relations who often-times depend on their financial support. And amidst it all, they produce excellent work for CSD, too regularly working overtime, unasked, with me oftentimes requesting that they go home early to their family or before it gets too dark to risk security in their long journey home. Then, there are the staff who make unimaginable sacrifices as they live and work separately from their spouse and/or newborn children in order that they may provide for their family. Given their pleasant demeanor and their valiant spirit, you'd never know of these sacrifices.
Many of them are known to you as a result of their solidarity and braved stance in response to personal acts of public destruction, speaking with one voice against abusive power, most recently when I was away for an August family wedding in California. The staff are not only advocating others to be courageous; they are living by example. It moves me to know that these are the courageous, high-quality individuals I am honored to work alongside.
Courage is the only response to fear
As with any other disposition, courage is only fixed in us through practice. As Aristotle notes in the Nicomachean Ethics almost 2.400 years ago, we become brave only by doing brave acts: "By being habituated to despise things that are terrible and to stand our ground against them we become brave, and it is when we have become so that we shall be most able to stand our ground against them."
Moreover, when we encounter obstacles, let us be reminded that they are only invitations to courage.

Good article for all khmers to read. As far as I know, Theary Seng is not the 'girls-just-wanna-have-fun' type.
Hello Ms Theary Seng, I am a teacher in Battambang province. I would like to express my deep thanks to you for your valuable writing and works for the sake for cambodian social changes.i have read your wring many times since you worked for CSD.your writing is full of good experiences, philosophy and education for cambodians.But i think that it is better you should issue your works in both English and Khmer Language because if yours only in english, then some khmer people who has limited knowladge of english will lose opportunity to aquire rich knowladge in yours. please accept highest respects from me.
To all bloggers on this matter. I have a bit understanding on both side from Ms. Chea Vannath as well as Ms. Theary Seng.
First, I would like to acknowledge that Ms. Vannath had established CSD, and as director of CSD, she had run it successfully and well respect ammong National and International NGO within countries as well as in the region - thus, her hard work, dedication and commitment to help build justic and reconciliation should not be discredite.
Second, what I had understand is that Ms. Vannath had also advocate for Ms. Theary to succeed her as director to CSD as well.
Second, Ms. Theary, you had manage CSD, and discredite those had come before you that had sacrify their time, commitment, and dedication to build this agency for 15 years.
Theary, as a new director for CSD, you should have continue the vision and mission of CSD as well as working with the Board.
You could have been a great asset for Cambodia if your were able to manage to work cooperatively with the board. It was indeed a miss opportunity for you as well as for Khmer people who need CSD to still opperate and continue to speak on behalf their voiceless.
In addition, you should have acknowledge that your opportunity to work at CSD and continue it success was a previlage and an opportunity for you to stand on the shoulders of those who had come before you that build CSD for over 15 yrs.
To be a leader is the ability to lead under difference condition and evironment to keep the vision and mission to continue and strenghten and expend the agency.
I am much regreat to see agency such as CSD to be discontinue to serve Khmer people.
Theary, I am also regreat to say that your lost possition as a CSD director is indeed a tragic for CSD to represent those voiceless Khmer people that their rights have been violated. But what I am very much hope is that you will not lost the lesson.
Acknowledge the difference and work cooperatively is the way to reach the same goal.

Pok Than founded CSD with Heav Veasna. Chea Vannath came in later and pissed off Heav Veasna, forcing Chea Vannath to resign 10 years later from this power struggle, particular after the financial crisis. She ran away from that mess as she is running way from this mess now.
Center for Social Development has had an objective of promoting good governance and transparency.
Unfortunately, CSD could also preach these concepts to others, but failing to apply to its own organization.
Courage is one of a value in Greek Philosophers.
Why stand up in the Khmer Rouge Court is courageous. For me, one is courageous when he or she sacrified their lives to fight the Khmer Rouge.
We are courageous enough not just to talk and to write, but to make efforts to rebuild Cambodia. We are courageous not to flee this country.
We are courageous to receive small salary and work to rebuild our education and health system.
To sum up 2:10 pm's post, it boils down to POWER and GREED. Once they are up there, they are intoxicated and blind. What a shame!

Those who held a position at CSD before Ms. Seng were space fillers. That was why they were removed from their post. Why should Ms. Seng follow their vision when they had none? Organization such as CSD needs someone like Ms. Seng to shake up it culture of corruption and to change it for the better. Perhaps Ms. Seng was a whistleblower, and so she's hated by those at CSD.
Well, it has been a viscous cycle. Nothing but a power struggle between all parties involved. That's what they spent their energies on. muoy na kor douch muoy na.

I'm sure that theary know that - "power is corrupt", and absolute power is corrupt absolutely" ...and Theary want to have absolute power at CSD - and this where the Board coming before she use CSD as her own little absolute power..Theary might sake up CSD ... but the board can her other agenda...those board have more experience than her within Cambodia. Some of those board are also educate in the WEST as well.

Your point well made - job security is very import in country like Cambodia - such title in a well establish such as CSD is worthed for Theary to fight for - Thus, the question than - is she really fight for CSD vision and mission, or she just fights for her self interest? One stone hit two birds: to have money to pay for her living in Cambodia, as well as using CSD as steping stone for her other self interest?

It has been known all a long that this is a case of self absorb, self center, and arguably selfish. The person is also living in self denial of the aforementioned three self's. This individual seldom gets her fingers dirty in helping anybody or anything.

Let give her the benfit of the doubt that she will continue purposefully and genuinely fight for the justice and peace for the voicless Khmer people.
What I thought was a bit pazzle went she mention about the missing $10,000 plus relate to equipment at CSD - while her mind could be think and fight for something bigger - such as missing money for Khmer people from the oil discovery in the near future. In addition, something she should look into is the revenue will rightful for Khmer people from the oil discovery - this where her time could be worth while!! Theary I think your are more capable to fight with a bigger fish than these tiny fish. The buddha said don't be attached yourself to the thing that pass you by. Thanks the opportunity to be learn from CSD. Move on, there are many more battle to fight and taken care off. (One have to admite that in Cambodia - there are problems and as well as many opportunity - the final decision is up to you Theary - on how look at it.)
