Cambodia's government is drafting new laws to punish those who carry out devastating acid attacks.
According to official figures from the Cambodian police, 40 acid attacks were reported in 2008 and that number is rising. There have been six cases already this year.
Many of the attacks are carried out as punishment or revenge for acts of adultery.
Police are drawing inspiration from India, Bangladesh and Pakistan where acid attackers can face life in prison or even the death penalty.
Officials believe many criminals are using acid nowadays because tighter gun and knife laws in Cambodia have made it the easiest weapon to get hold of. They are also planing to impose stricter regulations on acid sellers.
Some of the victims are now being cared for at the Cambodian Acid Survivor's Charity where they receive medical care, physiotherapy and counseling to help heal both the physical and psychological wounds.

Actually Article 41, of UNTAC Criminal Law provides for one to five years for injury leading to permanent disability and that is doubled where a weapon i.e. acid is used. The problem is enforcement of the law against those with power and money.
By the way, the statute is ten years so those that are already infamous for doing so can be prosecuted..if there's a will to do so. In my view the most important deterrent is to prosecute those who are alleged to have perpetrated these offense in the past but have not been prosecuted.

Under the Cambodian People's Party Hun Sen Khmer Rouge Regime, no criminals that has been committed crimes against journalists, political opponents, leaders of the Free Trade Union, innocent men, women and children have ever been brought to justice.
The laws are useless and not just if they are bound to apply to the poor and powerless while the rich and powerful people go free.
god damn fuckin khmer. i hate khmer now,the son of a bitch. if i caught a person who doing this,i sware in god's name, i kill the son of a bitch. why dont you just kill her instead of left her live like that. ah hun sen,ah ka chas. open your god daman eyes. you lousy useless mother fucker. you aloud this to happen. how could she live for the rest of her life. ah teng moung. ah lit ka doev chkay.
man, human beings could be so cruel. imagine what they do to each other without the help of the law, really! a law must be put in place to punish those who still committed this kind of inhumane crime! it'll make them think twice next time, really!
Imagine he/she is your child? How do you feel seeing him/her in such condition? for the perpetrator why are you soooo cruel? Do you think you can get away from such evil acts. No matter what a person has done to you, it is not in your position to punish that person and now you are no better off that the victim, in fact you are worst. Now, do you think you can sleep in peace? I don't think so, because "you do yourself a favour when you kind but when you are cruel, you only hurt yourself". wisdom
The law "Thou shall not commit adultery" is already in force. If these victim were the law breakers - they reap what they sowed. I don't mean to be mean but sin (any kind) has repercussion effects.
i think it's all in the outdated mentality; it's like they try to justify their cruelty by harming someone. that's not right, not matter what because your are playing with the law, and the law will punish you. outdated mentality is not how the world operate, ok! in a civilized world, if you harm someone like this, you not only get sued, you go to prison or both, really! that's will be cambodian law in the near future; this way, people better stop being ignorant. learn the difference between stone age or dark age era from the era of law in cambodia, ok! it's not the same anymore,ok! wake up already!
For educated poeple never do like this. We need to find a better way how to spread all information to uneducated poeple. i feel very sorry for them.
I never thought that Picasso's cubism can exist in real life! Is this a piece of art or what? Is this the reason why it takes AH HUN SEN Vietcong slave government so long just to pass the fucken law to protect the innocence from acid attack? This is the work of Chum Teav of high officials in AH HUN SEN Vietcong slave government!
yes, it goes to show the cruelness and uneducated in that society, really! civilized people don't do this kind of thing anymore! the law must pass before all of cambodia become maimed like this! it's not right! because it is stupid to let the evil go unpunished and thus condone the vicious cycle! stop the vicious cycle, really!
The point is that there is already a law on the books, UNTAC Criminal Law, Article 41 which could be used to prosecute these people but there must be the political will to do so. Education is one thing, but those who have perpetuated this in the past are thought to be doing so at the bidding of highly educated people who feel they are justified because of infidelity, but they don't throw the acid on the husband only the poor girl.
Hey! AH HUN SEN is being selective when using UNTAC Criminal Law and why not use the UNTAC Law to save the victim of acid attack but you know AH HUN SEN is more into personal revenge and Vietcong pleaser mother fucker that is why UNTAC Criminal Law is only applied to Mr. Sam Rainsy!
