Cambodian parliament begins debating anti-corruption law

Cambodia's National Assembly began debating the long-awaited anti-corruption law on Wednesday.

Of the 123-member National Assembly, 101 deputies attended the debate.

Parliamentarians from opposition Sam Rainsy Party have proposed to delay the debate, saying the draft has arrived in their hands late, fearing they do not have enough time to study.

However, they gave support for anti-corruption law saying it will help reduce corruption.

The law was first proposed 15 years ago, but the final draft was made available last week after it was seriously scrutinized by concerning ministries.

All parliamentarians were given copies of the draft on Thursday last week.

The 25-page anti-corruption law consists of 9 chapters with 57 articles, covering many forms of corruptions.

The draft law requires all government officials in particular to declare their assets and debts.

The court is empowered to seize assets of those found guilty of corruption, and will face a maximum jail term of 15 years.

After more than 10 years of waiting, the corruption law begins debating in Cambodian Parliament even though, SRP has proposed to delay the debate and HRP has boycotted the Parliament. The reason that SRP needs more times to study because its MPs have low knowledge in laws, but they are so good in stunt.

that is so ironic for sam rainsy and company to want to delay the much waited anti-corruption law. they must've forget that there are more to cambodia than sam rainsy and company, really. i mean, if they proposed to delay the debate, they must specify in detail their reason for wanted to do so. just being hypocritical isn't good tough as their proposal is lame. they must give good reason to the public why they want to delay it, not because they think they can do whatever they please, really! now, if the get personal, they are themselves the problem, not the solution. watch, they will attack me for saying this. they have bad attitude. i think they should do a self examination to borrow the idea of aristotle by looking into the mirror and imagine how others see them.

3:14 PM,

They said they did not have enough time to go through the law and for that reason would like to delay it a little bit so thay can study the law thoroughly before the debate, which is quite reasonable.

The law has been delayed for years so another month of it being delayed is not going to change anything!

When someone disclosed information about corruption, then the CPP court has found that there was no corruption, the person who disclosed the information is subject to charge on provision of false information. This case will happen, wait and see!

CPP is immuned to anti-corruption. This law is not going to to catch CPP member. It is set for anybody who is not CPP.

what can you expect robber to make law to limit their robbery activity? Cambodia is the second worth corrupted country in southeast Asia but is anybody arrested or jailed for corruption? Not what I have heard of. If you are CPP alliance, no matter how corrupted you are, you are safe as long as you as share some money to the CPP party and 3 Samdech. This country belong to them. They can do what they want.

6:47pm, i think the court has the right to deem any evidence as fault if they are suspicious as so. given, some individuals are dishonest in their behavior or attitude in the first place. so don't blame the court as dictatorial or commie or whatever you want to call them. if i be in the court's shoes, i can see the same thing. it boils down to the law and doing the right thing at the end of the day, really. have some respect for the court system, unless your are the criminal, then we can see your reason for contempt of court, etc..., really! oh one more advice, get khmer buddhist monk to cleans you of your evil head for a change, would you! god bless cambodia.
