CPP okays corruption law: Now it's legit to be corrupt officials, Bravo!?!?

Cambodia okays corruption law

Mar 11, 2010

AFP

PHNOM PENH - CAMBODIA'S parliament approved a controversial anti-corruption law on Thursday, more than 15 years after the legislation was first proposed to tackle graft in the country.

Cambodia is consistently ranked as one of the most corrupt countries in the world and the government has repeatedly come under fire from foreign donors and activists over its apparent unwillingness to tackle the problem.

All 82 members of parliament who attended the Thursday meeting, most of whom were from Prime Minister Hun Sen's Cambodian People's Party, raised their hands to approve the law. But all lawmakers from the opposition Sam Rainsy Party, who are not satisfied with the graft proposal, walked out of the meeting just hours before the draft law was passed.

Local rights groups and opposition party lawmakers said the draft was flawed and asked parliament to delay the debate, saying the law would be ineffective and offered whistleblowers little protection. 'This law will become a iron net to protect corruption,' said opposition lawmaker Yim Sovann.

Deputy Prime Minister Sok An rejected the claims, saying it was a 'special, sensitive and important law for the country'. Mr Sok An told lawmakers 'this law is a new sharp and effective tool... for the government' to combat corruption.

A national anti-corruption council and an anti-corruption unit will be created to oversee investigations, but critics said it was unlikely either body would be effective because both would be controlled by the ruling party. Public figures face up to 15 years in prison if convicted of accepting bribes, according to the draft law.

Most of us have heard of 'the rape of Nanking' by Japanese forces during World War II...were Japanese forces occupied China and raped Nanking women, burning and looting the city.

In Cambodia, we have the CPP raping and plundering Cambodia's natural resources...ruling Cambodia in tight grid for personal gains...it's a total zoo without real law protecting the people but only currupt officials and cohorts. They are selling Cambodia day by day...and when the day come, Cambodia will be dumped for Vietnam to annex.

This is a true story of a Khmer tragedy...history simply repeats itself, it just won't stop...

All 82 CPP members of parliament including Hun Sen, Chea Sim, Heng Samrin, Hor Nam Hong, Sok An, Cham Prasith, etc. should raise their hands and prepare to go to prison for corruption and treason!

reading through draft anti corruption law. I did not see clear will to fight corruption. I doubt about establishment anti corruption bodies, asset declaration, whistlerblower protection. The law only serve the big guy, not poor people

Parliament from CPP are only there to raise hands to support their boss even the don't agree because if they say anything to oppose the Party they will get kicked out of the Party .

Now CPP MPs can give Hun Xen a big fcuk.

See I told you....every Law they create it's to protect them. Watch out the Oppositions officials, you will find yourself in jail by the CPP framing you of taking bribes....CPP officials will never go to jail from this Law. This Law is made to finish the Opposition Force in Cambodia.

Now is the TIME for you people--yes, you the 'donors'--to stop being "dumb" and "deaf."

Further, the new law is indicative of rampant corruption.

SRP has no enough voices or rights to amend or change articles in anti corruption law but just have rights to change khmer words in Khmer dictionary of Chuon Nat, for example: change the word"Prakas" to "taking secret note or speaking silently letting no one knwow about."(Prakas Tropsambath)

This is such a good example how Cambodia can have such a good law in the book and apply it in the wrong way!

Oh well! Like Hun Sen said before and this is a win-win politic, economic, and military. At the end of the day, dirt poor Cambodian people need to ask themselves the same old question about their standard of living and have their life affected or improved in anyway from the so called new law!

Passing law to steal and harm dirt poor Cambodian people is not the way to go!

This law is phony! All Cambodian citizens must stand up all together to oppose this law. Passing this law allow the corrupted government to continues to corrupt legally. This phony law is written and tailored to protect them corrupted government officials and punished the citizens.

All Cambodian citizens must stand up all together to proof that all Cambodian citizens are not stupid as the current ruling government think of. Cambodian citizens could not and should not tolerate this foolish government anymore. Enoug is enough!

The first commenter maybe almost close to being right. If the end game is to annex Cambodia to Vietnam; get all you can before it's over right? So you guys should join the plunder instead of complaining from the sideline. Up to the spoil every one! Just being sarcastic.

Another ridiculous and pathetic act of the National Assembly. But what could we expect from a group of people who put their interests before those of the nation as a whole?

5:24PM,
Nothing surprise! Everyone know the law will passed beforehand. CPP is the rulin party and they do whatever they can without opposition MPs. However, if all the citizens care and brave it should be millions of people protesting in front of Hun Sen's Assembly. But most citizens don't care. Most don't pay attention to politic.
They don't like politic and they not curious about it. They don't understand politic effects their life and their family lives in matter of time. When those time comes they all whining and crying for help. By then it's too late for other to help because they was not joint force to oppose the tyrant government. This is the general Cambodian general mentality.

I urge you to go to Phnom Penh and ask around if they aware of this corruption law. If they aware of the government uncharatoristic. If they aware that Youn have been encrouching our land. If they aware of the previous passed land law. I can determin that more then 90% of the people are not aware or pay any attention to politic. That's in the capital, Phnom Penh. Imagin out in the villages near and far. I won't doubt 99.99% of the population don't know what's going in on.

On the upcomming election someone must win other then Hun Sen, CPP. Weather Mr. Sam Rainsy, SRP or any other else. It has to change! It must be change! Cambodian citizens must wake up and open thier eyes.

Hun Sen and his CPP clans do not owned Cambodian. Cambodian citizens must understand that Cambodia is owned by all Cambodian citizens.

Hun Sen and all government officials are employed by the citizens to serve the citizens and the nation. Therefore, citizens have the right to vote anyone out of their position at anytime if needed; including Hun Sen. But instead the Cambodian citizens are too generous and don't care attitude. This is why Hun Sen and his corrupted officials able to control their livelihood and their nation for almost three decades. When to think about it, it's not sad. It's stupid! Cambodians are coward and stupid!

Yeah 10:31 PM

If they would use that 85 million dollars to educated the public instead on the trial of the former KR members. See how smart the UN people are? Why not teach the young generation of the evil that had taken place instead of using that money to create museums and what not - while the general public don't have a clue that their lives are being order from Phnom Penh or Hanoi.
People are stupid 'cause they lack knowledge. Since 85 million dollars will be spent on trial, the lack of knowledge will continue and the people will continue in their improvish state.
