It was as though lightning leapt from the rocket barrels. Fifteen trucks firing multiple rockets each, nearly 200 all, in a military exercise in Kampong Chhnang province early Thursday morning that officials insisted was not a show of force.
Rows of trucks were parked at the province’s giant, dusty airstrip, launching 122-mm rockets over the rice fields and palm trees and across the plains. The shots came first in a trickle, as single rockets were fired for aim, and then in a roaring flood, as armed crews behind embankments fired for effect.
Formations of soldiers, military police and other forces applauded and distant booms drifted in from impact zones up to 40 kilometers away.
“They hit the target,” a jovial Defense Minister Tea Banh reported after the exercise, addressing a crowd of reporters from the shade of camouflage netting. The rockets all landed within a 1.6 square kilometer area, he said.
The military exercise was the first of its kind since the end of Cambodia’s wars more than a decade ago and came as Cambodian and Thai troops are engaged in a tense standoff along the border near Preah Vihear temple.
Tea Banh said the exercise had nothing to do with Thailand, a statement echoed by Prime Minister Hun Sen, who was not present at the airport Thursday.
“I have to confirm that this is not to show off military muscle,” Hun Sen told a ceremony in Phnom Penh. “This is a normal military exercise, and this is us preparing ourselves to defend the nation in case of invasion.”
Cambodia has used the BM-21 multi-barreled rocket launchers, also known as Stalin’s Organs, since it began purchasing them from Russia in the 1980s.
Hun Sen said Thursday that military experts would evaluate the rockets’ ability to “hit and destroy” their targets.

These rockets are not bad. They played a decisive role in stemming the tide of the German invasion of Russia in the Second World War. Stalin must have kept them as a surprise-last-resort weapon with which to strike the mighty advancing German army. No wonder he refused to leave Stalingrad when the city was completely encircled by the enemy.
In warfare as in politics, some elements of surprise is to your advantage.

This rocket test firing is not provocative in anyway to anyone especially Thailand. These BM-21 systems had been sitting in the sheds for many years accumulating dusts and rusts. While the soldiers could only stare at them. Until yesterday that they had an opportunity to 1) Test fire the units to validate the operating conditions. 2) Put their training to the ultimate live fire test. 3) Give the units more confidence and preparedness. 4) Get rid of old almost expired rocket monitions. 5) Get more proficient by practicing.
After all Thailand just finished their training/weapon exercise right near the Cambodian-Thai border. A year or two before a Thai military exercise managed to lob about 10 rounds of artillery shells into the Cambodian territory. Luckily no Cambodians got killed or hurt. Why didn't anyone get uproar and bark loudly back then? This exercise is a kudo to the Cambodian military.
These Cambodian military units need to stay busy and be ready. The more exercises the better for any military units in the world.

These multi-rockets launch systems (MRLS) are both Soviet and Chinese made. Hun Sen was lying when he said that all of BM-21s and its variants were acquired in the 80's. The Soviet did not sell Cambodia Chinese made Type 81 MRLS in the 80's. These Chinese MRLS were recently acquired by Cambodia along with the rockets themselves.
Anyway, for those who say that these MRLS are outdated, you all should do some research. These are very lethal and devastating weapon systems. Even Russia, the world's 2nd strongest military power still use these systems as evidenced by the Georgian War back in 2008. These systems were devastating not only to Georgian military forces but also to the country as a whole.
If there is war between Thailand and Cambodia, I can assure you that these weapon systems will destroy villages and army bases near the Thai border within Thailand. Also, Thailand doesn't even have any MRLS in its inventory so watchout Thailand.

Thailand may have modern weapons, but there is no guarantee they the Thais would win if they invade Cambodia. The exaple is clear, look at Irak and Afghanistan. You can win battles in Irak, but not the war.
The same happened in Cambodia. Whe the Thai military shelled the Preah Vihear Temple last year, burning the market next to the temple stairways, using artillery.
During the next fighting, Cambodian commando went from behind their artillery, killing the commander, a graduate of West Point. The geography of Veal Intry and the Preah Vihear temple is favorable for guerrilla warfare. For defending our territory, we are well equipped.
This should give incentives for Thailand to solve the disputes peacefully. This is military strategy. We don't need any more war, we had enough. But we just want to show them that we can deal with them equal to equal. We don't need to confront them, but just to give them some lessons

Cambodia has at least 100 of these rocket systems along the Thai-Cambodian border. These rockets are capable of reaching 40km. If there is war, then it would mean devastation all along the Thai-Cambodian border on the Thai side.
