NGOs call for delay on Cambodia graft debate

Rights groups in Cambodia say an anti-corruption law that parliament will debate this week, won't stop graft the problem.

A coalition representing about 245 local non-governmental organisations told a news conference the debate on the anti-graft law should be delayed for a month so the public could be consulted.

The groups want the assets of state officials to be declared publicly and protection for people who report corruption.

The President of rights group Licadho, Pung Chhiv Kek, says if witnesses can't have protection, then no one is going to come forward and report problems.

A Cambodian government spokesman, rejected the criticism saying the anti-corruption law will make the country an equitable society.

The main opposition Sam Rainsy Party joined the civil society groups in asking for a delay to the parliamentary debate.

NO NEEDS TO DELAY, THE MAJORITY IS RULE OVER THE MINORITY RIGHTS TO SIT DOWN AND LISTEN TO THE RULE.

Your comments show lack of understanding and concern for the country.

This is not a case about a majority rule. This is a case of shared interest and interest of all citizens of Cambodia.

So you see, this is not just about a tug of war, or about credits, face or prestige. It is about something that we Khmer can finally look up to as guidelines for a better and cleaner society. And for that guideline to be wonderful, the law-maker need to listen to the people on the grass root too.

So it is very wise, that the law makers, take into consideration the voices of the NGOs and the ordinary citizens who will have much to invest in cleaner and more transparent government with less corruption.

Pro-CPP or Pro-opposition, as a citizen, wouldn't you want your country law-maker to make laws that will be truly beneficial with contributions from all sides? Including NGO and the ordinary small people voices?


I for one, appeal the government to take careful discussion and also consider appeals by NGOs for additions to the law.

CPP law-maker, you have my full support on this law, I hope you do the right thing to not be in a haste and smother real progress over symbolic paper gesture that would have little meaning.

i think it's fair after hearing the constructive view point of the many ngos, etc... cambodia shouldn't be ashame to openly debate this important law, the anti-corruption law.

I can not sleep well, if the anti-corruption law pass lately, so I need to show strenght of my ability for determination, to make donors countries fell confortable about theirs monies being good used for the Khmer people.

12:14 PM, you got the right point. I don't know when will our country become clean society, or freer of corruption. As whown recent report by PERC, Cambodia was ranked #2 out of the regional countries with most corruption. hmmm.

I dont know why they tried not to issue the law for over 15 yrs, and now rush to pass this law? It is nothing, but to protect the interest of the corrupted people, and suppress and silence the victims of their curruption.

How can we get rid of corruption if the law made by the group of corrupted officials? They must be stupid to make a law that destroy their interest.

Poor poor Cambodian people. Don't know when you can live in a clean and prosperious society? Now noone, I mean those in the govt, take care of you, beside making their own agenda to maintain their position and power.

Wake up, the Khmer!

When someone disclosed information about corruption, then the CPP court has found that there was no corruption, the person who disclosed the information is subject to charge on provision of false information. This case will happen, wait and see!
