Cambodia is a constitutional monarchy with an elected government and a population of approximately 14 million. In the most recent national elections, held in July 2008, the Cambodian People's Party (CPP), led by Prime Minister Hun Sen, won 90 of 123 National Assembly seats. Most observers assessed that the election process improved over past elections but did not fully meet international standards. The CPP consolidated control of the three branches of government and other national institutions, with most power concentrated in the hands of the prime minister. Although civilian authorities nominally controlled the security forces, in many instances security forces acted under directives of the CPP leadership.

The government's human rights record remained poor. Security forces committed extrajudicial killings and acted with impunity. Detainees were abused, often to extract confessions, and prison conditions were harsh. Human rights monitors reported arbitrary arrests and prolonged pretrial detention, underscoring a weak judiciary and denial of the right to a fair trial. Land disputes and forced evictions were a problem. The government restricted freedom of speech and the press through defamation and disinformation lawsuits and at times interfered with freedom of assembly. Corruption was endemic. Domestic violence and child abuse occurred, education of children was inadequate, and trafficking in women and children persisted. The government offered little assistance to persons with disabilities. Antiunion activity by employers and weak enforcement of labor laws continued, and child labor in the informal sector remained a problem.

Section 1 Respect for the Integrity of the Person, Including Freedom From:

a. Arbitrary or Unlawful Deprivation of Life

There were no reports that the government or its agents committed politically motivated killings; however, security forces reportedly committed extrajudicial killings, although significantly fewer than in previous years.

The Cambodian Human Rights and Development Association (ADHOC) reported 18 arbitrary killings, seven of which allegedly were committed by police, three by soldiers, one by a military police officer, and the remaining seven by local-level government officials. Police arrested suspects in at least four cases.

On March 4, Inn Pheang, a soldier in the military's Battalion 617, reportedly shot and killed opposition Sam Rainsy Party (SRP) activist Mang Vith during a dispute in Kampong Cham's Memot District. Sources agreed that Mang Vith was drunk at the time of the incident, and the two men exchanged words briefly before Inn Pheang opened fire. The soldier reached a settlement with the victim's family out of court.

Reports after reports nothing has changed the way evil-opportunists, government officials, have been conducting their buisness.

Cambodian people need to do something if they don't like the system or leader (look at thais as example) nothing will happen if you keep bitching and acting to make the change. These Cambodian hingh ranking officials are uneducated so they have no moral consciense or care about anything that happens to Cambodian people.

To minimize yuon terrors and crimes a yuon said, not only yuons who want to eliminate Khmer to robe homes, land and resources but international community as well. Those who so far supported cpp in one way or other are as much responsible of the crime committed against Khmer as these assassins’ yuon slaves as well

An extract of Leuprecht's report to UN on Cambodia,

"The neo-colonial policy of concessions is a failure and should be reconsidered. It shows no regard for the human rights and welfare of the people concerned."

"The corrupt and opaque power structures, inequality before the law, impunity, collusion and lack of transparency and accountability are among the main obstacles in the way of genuine democracy, rule of law and human rights - all human rights for all Cambodians. These obstacles must be tackled and overcome, and we must see genuine, not lip service efforts on the part of the Government to do so. Otherwise, liberation from fear and want, proclaimed in the preamble to the Universal Declaration of Human Rights, will remain a perpetually unfulfilled promise for the people of Cambodia.

The international community and your Commission are faced with a serious responsibility. To be useful and effective, to help Cambodians out of the tunnel, the resolution you will adopt should be based on the facts as they are and not as you would wish them to be."

Mr Leuprecht is one among RARE westerners who still has some honesty, some human feelings and courage to speak against crimes and inhuman colonized crimes in Cambodia ever perpetuated by yuons.

Cambodia has improved tremendously since the formation of the Royal Government. It's still a developing nation with much to do but it's come a long way in my view.

With enormous financial assistance from the world, and given resources Cambodia has at its disposal around the globe, the country would have been much more advance had it not been so corruptive after all these years. Don't count the building, but count the desperates, the child and adult prostitutes, workers abroad and don't forget the evictees. A change of government is long over due,and it is time for Cambodian to wake up to that reality.

US government lecturing on "human rights" is a cynical case of the pot calling the kettle black! It is the US gov't that is most guilty of human rights violations - illegal wars, torture, CIA renditions, black prisons, targeted assassinations, drone attacks on civilians, illegal detentions without legal representation or charges, the best fake "democracy" money can buy..... etc.!!!

I have gone through five Cambodian regimes now. What I did not expect is that the democrats are just like the communists who fight for an opposite ideas. They are not tolerant to opposite views. In some aspect, they are worse than the communists. If you think that the democrats or the US do not violate human rights, you are wrong.
