Kampong Chhnang provincial authority is planning to resettle the Vietnamese settlers living in "floating villages" along the Tonle Sap River on to land areas away from their present floating villages, reports Cambodian Express News.
Currently, there approximately 1,982 Vietnamese immigrant families living on floating boathouses in a community called Teuk Phoss (Spring Water) in Kampong Chhnang province. Kampong Khleang maritime communities are in Kampong Chhnang province. There are many Vietnamese floating villages along the Tonle Sap River like Teu Phoss and Krakor, but Kompong Khleang is one of the largest communities on the Tonle Sap Lake. The town of Kompong Khleang (Harbour of the Storehouses) is untouched by tourism with no tourist facilities whatever. The town has well over 20,000 people living in spectacular stilt houses, which are up to 10 metres above the river.
Mr. Sou Phirin, Governor of Kampong Chhnang province, said he had plans to settle these Vietnamese and Khmer floating villagers on to land areas in the past, but his plans were unsuccessful.
Mr. Hok My, Vice-President of the Vietnamese Association in Kampong Chhnang, said his association plans to request for 900 hectares in land concessions from the Cambodian government to resettle between 1,000-1,200 Vietnamese floating villagers on to land areas. He said his association plans to also use the lands to build schools for the Vietnamese children, hospitals, markets, temples and vegetable gardens.
Mr. Pan Lai Kheang, Deputy Director of Immigration Office in Kampong Chhnang, said there are 1,982 Vietnamese families living in floating boathouses in Boribor district in Kampong Chhnang province. Beside this large community, there are a few more large floating Vietnamese settlements in Kampong Trolach, Kampong Leng and in Cholakiri districts of Kampong Chhnang province which the authority did not know the exact number of population yet.
The authority said that the presence of the Vietnamese settlements and the settlers on the Tonle Sap River have polluted the water and disturbed wildlife and cause damages to the environment and social disorders. They said the measures are necessary for the protection of the environment, the river and maintain social orders in the areas.

It is ridiculous that the Cambodian govt is considering giving these Viet illegal settlers 900 hectares of lands while if it has been busy confiscating a lot of lands from Khmer poor farmers to give to rich Khmer and foreign investors. If the 900 hectares are given to these Viet settlers, they will build a big colony inside Cambodia that will threaten our security in the long run. The Cambodian government should check their ID, immigration documents and status to determine if they have legal rights to live in Cambodia. if they cannot produce legal documents about their immigration status, they must be sent back to Vietnam the same as what Vietnam and Thailand did to Khmer refugees and those who fled persecutions.

Let give up all prejúdices. I understand your opinion about the Vietnameses.But open your mind. Before 1975 there were also Vietnamese in Cambodia and on the Tonle Sap lake.
How to do with them? You cannot deport them to Vietnam. Neither you can let them live on the Lake and pollute water!
The best thing is to remove them (Yuon and Khmer, I call Yuon not a derogatory word)humainly from the lake and let them settle on the land.
You have no other way. Racism and prejúdice are not helpful. I don´t like Hun Sen and the CPP, but as a human being we must act along the international law towards forigh settlers.

They came to Cambodia illegally in the first place. while Hun Sen evicted and confiscated thousands of hectares from poor Cambodian farmers to give to the rich investors, he cannot give free land to these illegal Viet settlers. if Hun sen is going to give these Viet settlers free lands, he must give free lands to poor Khmer farmers first.

Who are at fault? It was the Vietnamese-backed Hun Sen government who allowed them to come back and resettle there.

The main issue or problem is to integrate them in the Cambodian society. Their children must study in Khmer Schools, I mean they must have access to Khmer Schools without discrimination. It´s better for them to be Cambodians in the future instead of being Vietnameses for ever in Cambodia. Open your mind and have a long vision about this matter.

I am very happy to see our gov't heping people to have a better place to live. We have planty of land yet to be sub-divided into city and town for people who are in need. Once this is done, we can see that our nation is moving toward the 21st century and that means we are doing the right thing. You are obviously an open-minded person to some extent. But your perspective of open-mindedness towards other inflicts a prejudice against your own people.
You say that allowing Khmer to marry the Vietnamese girl would produce intelligent offspring in the future reflects a racist undertone against your own people. What you are saying is that Khmer race is stupid, and could only produce necessary intelligence when bred with the Vietnamese race.
Intelligence is a human trait, it does not discriminate. It is facilitated by good policy of education and a nurturing environment. Something that the Hun Sen government had been unable to grasp for the last 30 years for Cambodia.
As long as Cambodia is under day light of the Hun Sen and his old communist peasants of honorary degrees, Cambodia will continue to remain intellectually stunt as a race.
In regard to the Vietnamese problem. I do agree that relocation onto land is positive change. Firstly, environmentally, they are depleting the fish and aquatic population by overfishing and pollution.
However, I do resent the double standard granted to Vietnamese residents in Cambodia here. You can call me a narrow-minded person, but I believe in laws and consistent policy.
There is no consistency here, Cambodia is dealing with foreign settlers, and most illegals. It should have a proper immigrant law that examines the problem by their cases.
In 2000s, we saw a whole lot of Vietnamese ethnic immigrant who fled Vietnam, then, we had no reserves about rounding them up and sending them back to Vietnam.
The Highland of Vietnam were unfortunate in that regard. In today still, we have the Vietnamese ethnic minority from the Mekong Delta who shares the same blood as ourselve, and yet our open-mindedness fail to work in these cases. We deny them land concession even if by just a few hectare to build a house or reside and find work.
Yet here we are, confronted with thousands of illegal aliens who came not for refuge but to freeload off our resources. Rather than dealing with them on a nation to nation level like we dealt with the the refugees (harshly) we, "open-mindedly" or should I say, blindedly, allow these people land and documents to reward them for their depletion of resources.
I say, with open-minded still--but for the law- that we should fine each family, not an excess amount, but some amount for the years of illegal pollution, and to make up for the cost and strain of their relocation process.
We require each family to identify their documents, and charge also for new registration process if they do not have one already. In some case, if possible, we should deport the ones who have not resided in Cambodia for a very long time.
At the same time, 900 hectare of land, should be paid for by the Vietnamese government since most of these people are illegals. Or it should be a community loan system, where they pay taxes or some sort of payment to the government for their relocation lot.
All in all, I am for integrating these immigrants to the Khmer society. But stance is only that the government must do so in a lawful and consistent manner and provide the same sense of urgency and sensitive to these people as they should to the other immigrant and refugee communities -- more so to the refugee communities like the Khmer Krom and Highlanders because it is our obligation to protect people who seek refuge in our nation. Not reward those who came to ravish our resources. It sets a back example and destructive policy for the nation.
