A dozen of councillors from the opposition Sam Rainsy Party (SRP) has accused Phnom Penh Deputy Governor Mann Chhoeun of showing partisanship in his leadership of the Phnom Penh City Hall when he used workshop seminar to attack the opposition party, reports Radio Free Asia.
The 8 councillors stormed out of the workshop on 31st March when Mr. Mann Chhoeun, the Cambodian People's Party-appointed Deputy Governor, said that he wanted to "knock out their teeth" for accusing the Cambodian People's Party (CPP) officials of forcibly evicting slum-dwellers from the city in the past.
Mr. Lam Soeun, one of the SRP's councillors who stormed out of the workshop, has called for Mr. Mann Chhoeun's removal at a press conference after the workshop. "My group is a working group representing the SRP and it is unacceptable to us when he used an offensive language like this, because if the leadership cannot show neutrality he cannot become a leader also. This is the reason why we didn't participate in the seminar", he said.
Mr. Ho Vann, SRP MP for Phnom Penh, said Mr. Mann Chhoeun's partisan comments caused division within the City Hall along the political line of the SRP and the CPP. "In the City Hall we must think that those people (SRP councillors) are councillors working for the government who are the representatives of the people in our city. This is the right thinking. If at the start of the meeting he started divide them along the political line, I think that it is very hard to work with each other", he said.
When contacted, Mr. Mann Chhoeun played down the importance of the controversy. "I wish to suggest to you all that we should think about the development of our city. Don't think too much about our bickering", he told a reporter.
A statement released by the 8 SRP councillors said that they will refuse to participate in any future seminars under the chairmanship of Mr. Mann Chhoeun unless he changes his attitude because he had always tried to score a political point at every seminar in the past.

CPP officials do not know how to be civilized, because they are all so ignorant and uneducated! They only know the laws of the jungle and how to steal and kill! The bar is set really low in the CPP arena, just look at Hun Sen! Worst than animals, they only know how to bark to fellow KHmer, but they are good at Kowtowing to Yuons!
Mann Chhoeun is an ignorant and greedy little man who only knows how to eat lots of bbq pork, drive recklessly in Phnom Penh with his Toyota suv, and smoke cigarettes. If you have ever so met him, you'll know that he lacks proper etiquette and is verbally abusive. In all of his meetings regarding the city's development, he chooses to only work towards projects in which he and his associates would profit monetarily. Back in the early to mid 1990's, Mann Chhoeun conducted many business dealings with the Khmer Rouge around Pailin, Battambang and Koh Kong in regards to timber and gems. That was how he made his money and it was this money that he used to buy his position within the CPP ranks as deputy governor of Phnom Penh.
There were many times that Mann Chhoeun would meet with "soon-to-be" evicted slum-dwellers on resolving problems, but at the end would verbally chastise them and have hired hands & police tear down their dwellings the very next day.

Mann Choeun is pretty much the same as his boss- Hun sen. He acted like a gangster, even in front of the international media. He doesn't know how to run the city administration, but only know how to serve his boss, Hun Sen and commit corruption for his own pockets.

I don't understand because of he has only one eye or he is stupid. Whether he know that how many YOUN are staying in Cambodia illegally and also those YOUN people entering Cambodia illegally every days? Why AH HUNG XEN doesn't send those ellegal immigrant back to Vietnam?
Don't worry patriots, You can see soon. Less than more 30 years YOUN can have their own political party in Cambodia right after HUNG XEN die and CPP is priceless for YOUN.

looks like cpp is learning from srp with with name calling game in polittics. i told you, what goes around comes around. that's why code of conduct is important to have along wit rule of law!
