SRP officials storm out of city workshop

DOZENS of Sam Rainsy Party district councillors stormed out of a workshop at City Hall on Wednesday in response to what they perceived as attacks on their party’s leadership, then staged a press conference at which they called for Phnom Penh Deputy Governor Mann Chhoeun to be removed from his post.

The workshop, which was convened to cover the effective use of city data books, descended into partisan rancour after Mann Chhoeun accused “opposition lawmakers” of groundlessly blaming municipal officials for the eviction of poor residents of Phnom Penh to the capital’s outskirts.

SRP district councillors at the event said afterwards it was clear that Mann Chhoeun had been referring to their party, and also that the deputy governor said he had wanted to knock out their teeth.

“I have always heard Mr Mann Chhoeun attack the opposition party. He did not say the specific party name, but he was focusing on the SRP,” Thach Khunsarin, a Meanchey district councillor, said at the press conference staged at party headquarters following the walkout.

We would like to request that the government remove Mr Mann Chhoeun from his post as Phnom Penh deputy governor.”

SRP lawmaker Ho Vann also said he believed Mann Chhoeun’s behaviour was evidence that he is unfit for his role.

“What we heard from Mann Chhoeun today was impolite. He is not suitable to be a leader. Beating us until our teeth fall out – is he suitable to be deputy governor? He is not a politician, and this is not a time to propagandise,” he said.

Reached Wednesday afternoon, Mann Chhoeun denied the allegations levelled against him by the SRP district councillors.

“I just called on them to learn on behalf of the authorities. Some of them did not want to work but attacked instead. Then they walked out. This shows that they do not have good manners, that they are impolite people,” Mann Chhoeun said.

This guy should be bare from CPP I'm a son of CPP too. The next generation doesn't want to see misbehave leaders.

This is a typical behavior of the Vietcongs dog in Cambodia. They all learn behavior from their dictator Hun Sen. They have zero respect for Khmer people, while the full respect for foreigners such as for the Vietcongs.

It is time that leaders should be trained to behave appropriately and accordingly.

Differences between individual behaviour and individual rights, a clear party concepts/goals without invasive and abusive behaviours and governmental/leading policies and procedures should be available and abided by for appropriate decision making, regardless who you are or which party you are in.


It is along time, if you considered that the country ended the civil war in 1995.

Come on politicians! it is not a power games for your individual or party interests you exercise, but cambodian peace (safety and peace of mind) and interests that you obligated to focus.

Governing should no longer be child plays.

That deputy governor of Phnom Penn municipality Mann Chheoun is a really big asshole. If you ever see him speak in news footages, he talks like an uneducated angry countryside thug. He is very ignorant based on his demeanor. Clearly, I'm not sure how an incompetent bastard like him can receive such a government post. The guy needs to be taught some etiquette.

An educated Khmer man/woman is one who understands his religion, compassion, calmness, and the culture and values of Khmer tradition.

City folks, are ruthless, rude, condescending, pathetic, and the most corrupt people there is and are good and quick to point fingers to victims in the country side that suffer from the oppression!

You live in Phnom Penh you are city. That is clear cut.

I beleive that all the blogers in this site are real kmere people. I am also kmere just like every body else. Here are some of the reasons why they behave this way and it is common for any country.
- Their jobs were treaten by the outsiders who have more education from abroad (BS, MS or PHD degree from US, France or Aust. ect.). It is pretty common in the workplace (US) when the younger workers with higher education than the senior workers.
- You all know that they can't find this kind of job any where else. They also beleive they deserve it. Some of these people stayed behind and fighted with the KR + others during 1979.
- Now they have been attacked and criticized in the public opinion. Some has high education and some do not, but they feel like they deserved to have the position because they stayed back and fight for the country.
This is the reality, it is not the justification of their behavior. Education and Behavior are not related, it is the individual charactor when the pressure is on.
I have alots of cousins who stayed back and fighted during that time, but I decided to leave the country and it was my decision and I beleive they deserved it. I has no desire to fight for their jobs.
Right or wrong side of the party, it is just the matter of political beleive. But, just remember, they were part of the solution during that time (1979), because the outcome was good. The country has been in peace for a long time.
You don't have to endorse their behavior but instead, understanded where they are coming from.

we see this kind of rancour during meeting in gov't all the time, even in the USA, lawmakers yelled and screamed at each other at cut throat. i think it happened everywhere, not just in cambodia. that's what happened when people disagree. however, there ought to be ethical training to remind leaders to keep calm and be more professional. sometime, people forgot, so continue training should be required for all leaders to always keep professionalism at all time, no matter what!

I think by this far now since 1991, CPP's members should have a quality person with morale, dignity, respect and manners. This is important to be a role model.

11:59PM, but in the USA, you can't go threaten others with slap their faces. You go to jail for that.

I.e, if you go around in the public and saying "I want to kill him/her or president", I'll bet you, you will go straight to jail.

good point, srp and company always keeps running away, yes, how can people trust or count on them to stand ground and be effective when they show coward or their weak point all the time like this by running or walking away. they must've forgotten that khmer people entrust in them to help make a real difference, however, by them always running away like this, how can khmer people trust them because they will running again and again. see, good point to see that! i think they just good at whining, bitching and complaining and nothing more than that, really! no wonder they will always stay and be a minority group for no smart people in their right mind support them any longer, given they show people their cowardness by running away most of the time like this, you know!

i think it is ok to argue in during meeting but outside of meeting, life should go life without anyone holding grudges, hatred on each other, etc... this is called professionalism, in case you don't understand. yes, professional code of conduct dictate that you leave your argue at work place or at home only and don't carry arguments without you all day everywhere you go because then it is unethical and not fitted for leaders, thus people will see you as unfit for job, etc... you see!

There is no point in arguing with an individual full of ignorance and selfishness. The SRP members did the right thing by walking out from such a person. Who wants to sit there and listen to rubbish ranting and verbal abuse filled with potential physical threats? To me, he CPP are the ones who are pussies. They are so uneducated and have such insecurities when dealt with constructive criticism and realities that their inferiority complex manifests into threats and violence. Take a look at all of the CPP politicians, their wives and the generals.

i wouldn't be surprised if srp people were deviating from the real issue of discussion by bringing up the trivial people displacement issue, etc... i mean, let the chairman decide, not everybody is the chairman, you know! so, know the real story, before jumping to conclusion! even in the USA, the chairman is the one to say yes or no to argument, really! now, does cambodia set up a chairman to control such debate process? if not, then dont' waste a precious resourse or personnel by firing them or what have you! that's why they have gov't spokeperson to speak on behalf of gov't because if everybody speaks for gov't, then it would be chaotic in process, you know! wake up already!

srp and company is the "delay expert party". how can khmer people count on them to get anything done, really! they seemed to have to concept of timeliness! everything comes out of their mouths is delay, delay, delay, and political in tone, of course! i think people lost interest in them slowly but surely! nobody is attacking them, just freedom of speech goes both ways, i'm sure. srp is not perfect party, you know! it would be ignorant to buy into what they say all of the time! glad that khmer people are finally learning to think for themselves. god bless cambodia.

In Aust, gov’t usually work together as a team but now and then they would criticize each other on work performance, in parliament house “debate” off cause but in the end they still support each others' ideas and concerns. They don't condemn each but they like to be corrected or need to be corrected. Unlike Khmer gov't, they like to condemn each other and intimidate each other. This is a very low act of work performance. Khmer gov't needs to learn to give each other some good value in term of integrity and professionalism and also to show other nation that they are very serious about how to run the country for its improvement. In addition Khmer gov’t, needs to learn to follow those successful nations and the management of its gov’t and don’t let other nations put us down no more because of our internal conflicts! This is really shameful for all of us as a nation. Also please have some value for our nation! So we too can breathe easily. Aust
