Cambodian Prime Minister Hun Sen has told a conference on good mining practices the country does not need any more lessons on how to manage expected revenues from mining industries.
That comes ahead of a donor meeting next week where foreign nations will gather to decide how much to give the country for its budget.
Cambodian Prime Minister Hun Sen was in combative form when he said foreign organisations must stop giving lessons on fiscal transparency in the extractive industries sector.
That comes after criticisms that millions of dollars paid in signing fees by French oil major Total and Australian mining house BHP Billiton failed to appear in the budget.
Hun Sen told the two-day mining conference that advising Cambodia how to manage unearned revenues was like telling someone how to cook a fish that was still in the water.
The prime minister also rounded on Global Witness, a long-time critic of the government's track record on management of state assets.
He described the British-based NGO as a group of thieves that was in league with foreign organisations, and was trying to bring hard times to the Cambodian people.
In recent years foreign firms have signed dozens of exploration deals covering oil, gas, gold and bauxite.
Critics say revenues fail to reach the budget.
The government says the signing fees went to a social fund. It is that budget which donors will talk about next week, when they gather for the annual donor conference.
Last year donor nations provided almost half of Cambodia's two billion dollar budget.
Global Witness said last month that ordinary Cambodians and donor nation taxpayers have the right to know what happens to revenues paid to Phnom Penh.

Ah Hun Sen is right. He does not need more lesson from any organizations that does not teach how to be a better corrupt government. Beside how much worse can Cambodia be if the mass majority are already poor?
Mr. Know-it-all. I'd like to see him giving a lecture on Riel appreciation to give his govt. officials better purchasing power.
I don't want to answer the donors countries question about the fund during next metting. All the monies went to the riches boss of the department, kept it inside their home, they were not deposit it into bank account.
This is what differentiate Hun Sen and his eternal friends like the Vietnamese leadership.
These countries and other around the world are always visionary leaders for their country. They always learn to anticipate problems, changes, and solutions ahead of time so their country won't get stuck in a mess when the problem occurs.
In Cambodia, the Hun Sen government, believes in only dealing with problems when they occur. They have no idea of what planning, anticipation, or vision mean.
That is why no progress. I told you, Hun Sen's thinking is lower than a third grader! And those who support him, their thinking must be lower than Hun Sen, thus, lower than second grader and even worst!

Under the Cambodian People's Party Hun Sen Khmer Rouge Regime, no criminals that has been committed crimes against journalists, political opponents, leaders of the Free Trade Union, innocent men, women and children have ever been brought to justice.
There is a good reason why Dr. Hun Sen deny the world or anybody else from lecturing him on lessons on fiscal transparency. First, he is too old to learn new thing which can complicate his life! Second, the more he knows and the more responsibility and accountability for him. Third, No law in the book can prosecute him if he mismanage the revenue and Cambodian natural resource. In the meantime he will continue to deny any wrong doing!
