You need to study a little about diplomacy before you sent some kind of comment.
As the PM of Cambodia, Mr. Hun Sen able to travel to Thailand, when ever he has to go there. Thailand has no right to arrest him.

It depends on the circumstances. That said, certainly, the prime minister can be in any country's custody at any given time if there are sufficient evidence of the culprit's complicity. Again, yes, the prime minister can be apprehended if circumstance dictates.

Hun Sen used to say Abhasit is a sissy boy who can't do anything. Hun Sen used to say that Thailand's soldiers are sissy who can't fight anyone, except to kill innocent people. However, Abhasit has proven Hun Sen wrong. Abhasit's government can make Thailand and people to live under the rule of law after all.
