PHNOM PENH - CAMBODIA unveiled the make-up of an anti-corruption body on Tuesday but critics doubted the effectiveness of an anti-graft panel many of whose members are from the ruling party.

Cambodia invariably appears near the bottom of any list of countries with corruption problems, coming 158th out of 180 in the anti-graft watchdog Transparency International's 2009 ranking.

Corruption is a major worry for both foreign investors and the aid donors that keep afloat a country still dealing with the legacy of decades of conflict including the communist Khmer Rouge 'Killing Fields' rule.

'From now on, the mechanism to fight corruption is created and this event is considered historic for the Kingdom of Cambodia,' Top Sam told a news conference after being elected chairman of the National Council for Anti-Corruption.

Asked how the council could fight corruption when many of its 11 members were from the ruling Cambodian People's Party (CPP) of Prime Minister Hun Sen, Mr Top Sam said everyone had to obey the law.

The council has been set up under an anti-graft law adopted in March amid protests by rights groups and opposition politicians who said it would entrench official corruption. Mr Om Yentieng told the news conference the unit would be hiring 120 members of staff over the next few months and investigations had already begun into illegal logging and other crimes.

don't be so discouraged or pessimistic. look at the brighter side of this. it is very important to create and form this important body of authority to tackle corruption in cambodia. it's a good start, despite some critics skeptical view, etc... it's a sign that cambodia is doing something about this heineous crime. of course, from there on, we will work to improve and to better and better by learning and adopting similar law from other successful society in other countries. i think it is a positive sign for our country to move in this direction for the sake of our society, country, future, etc...

can we all learn to deal with each other in civilized way, please! stop all the rancor, the name-calling, the jealousy, the selfishness, the evilness, the self-serving righteousness, etc, etc... enough already. we have law and everybody must respect the law whether they like it or not! let bygone by bygone, really! we have to start over and anew. two wrongs don't quite make it right, really! even when we introduced new law, etc... the effectiveness of the law should take effective on the date it is ratified, not going back 30 or 50 or 100 years ago. otherwise, the law is doing us a disservice. please think about it for our country sake, etc... it is a good sign that our leaders are beginning to wake up, slowly but surely. i believe any action is better than non-action at all, you know! of course, look at the bright side; everything and everybody has gotten to start somewhere, somehow, really! if it were easy, then everybody could've become a doctor, lawyer, an economist, etc... please be respectful with the law from now on. yes, use the court of law; and do reform our country's judiciary system if we are so concerned about bias, unfair, unipartison, unilateral view, etc, etc... that's a better investment in our own country legal system, really! our country and khmer people suffered enough already; it is time to make a real difference for the sake of our national interest and future, etc...

Such words are very popular among insufficient officials... Just like "we will find effective medicine for you." By the time the medicine is produced, the patient would already die. So stop propagondising.

all we ever hear are rude and hated tone for opposition people. how people like or respect them when they can't even give respect to others? do you thing 15 million khmers or more going elect them for leadership, especially with their divisive, rude, bad attitude remarks. i never hear anything constructive come out of their mouths. no wonder 15 million or more khmer is questioning their leadership ability, really!

This group will find and identify many of the oppositions and the the Funcinpec defected CPP guilty of corruption it's a none genuine CPP cleansing process.

We will know if this new authority is serious about fighting corruption when it can show us the list of the 120 staff it will employ. Will the staff be selected through proper channels, or will there be the usual nepotism? Time will tell. For now 2.03 AM, 7.54AM and 11.38A, who I am sure is the same person, we welcome your optimism.
