KI-Media note: Mr. Hun Xen forgot to mention that embezzling international aid can also be done through kickbacks, theft of materials, inflated costs, etc…Hun Xen called those who criticize the manner in which international aid is used as “ignorant”. He reminded that the government does not receive money in cash.
“It is really inadmissible to hear political party and NGO presidents accusing the government of embezzling funds from international aid,” Hun Xen announced in a speech given on 09 June during a ceremony for distribution of diplomas. Hun Xen called his critics “ignorant” who “do not deserve responsible positions.”
Hun Xen reminded that donor countries never pay the government in cash and that aids are provided in terms of grants allocated to projects administered by experts. Hun Xen also explained that numerous projects were taken under the charge of the Japanese government and he assured all follow a similar procedure.
During the donor meeting which took place at the beginning of this month, Cambodia received $1.1 billion in aid pledge from the international community. The opposition party and several officials of the civil society have expressed their concerns over the use of these funds.

What 's different does it make?
Stealing or manipulating in number from the projects and diverted by middle men, into bank account;it is still called corruption.
In fact,cambodian corrupted officials are a lot smarter than you think,in stealing public assets.No doubt with amount of money that every cambodians owed,they would have been much better of provided your government has not robbed them.
In return,they take minerals, rice, gems,and possibly land that is suspected agreed to.

All khmers need to work hard, first to make sure reduce CPP controle at grass root level such as village and khum in 2012 commune election. Second, all khmer democrat need to register to vote in general election 2013. We need to vote CPP out from the Parliamentary. Cambodia will return to normal and cath up with the rest of the world once led by democratic party.
This is the only way out I can see tha we all can do without blood shed to help save our country.

I can not publicly believe that SenVarman could insanely insult and curse at everyone who are simply disagreeing with him, and he is stll da man!
Why are these donors conscientiously not open their blind eyes, in order to commonly see and understand who SenVarman really is? I think therefore I undoubtedly believe these donors are unchangably stupid, they cannot morally change or punish him!
