Vietnam and Cambodia have vowed to complete border demarcation and landmark planting along their common border by late 2012 as agreed previously by their top leaders.
The agreement was reached during a special session in Phnom Penh on June 8 between the chairmen of the Vietnam-Cambodia Joint Committee on land border demarcation and landmark planting.
The Vietnamese delegation was led by Ho Xuan Son, Deputy Foreign Minister, Chairman of the National Border Committee and Chairman of the Vietnam-Cambodia Joint Committee on land border demarcation and landmark planting.
The Cambodian delegation was led by Var Kim Hong, Senior Minister in charge of border affairs, Chairman of the Cambodia-Vietnam Joint Committee on land border demarcation and landmark planting.
Both parties reviewed and discussed measures to speed up the work on land. Accordingly, a workshop will be held in Vietnam’s Can Tho City in mid July 2010 to draw experience and complete the procedure for border demarcation and landmark planting. They also agreed to hold a meeting of a mapping group in Phnom Penh in late June 2010.

Why is it that these border posts are invariably planted on Khmer farm lands rather than Vietnamese ones? Is it because Khmer people have a tendency to farm on foreign soil? That would be highly unlikely given comparative tillers to lands ratios between the two countries.
Indeed, one major factor often overlooked in the analysis of Vietnamese territorial expansion is the marked contrast in the demographic outlook that has historically existed between the two countries. Take the total population of Vietnam and divide it by its total area of land mass, and then do the same for Cambodia and we will have some idea of the vast disparities in land use or demographic distribution intensities between the two countries.
In the early 1990s when Khmer farmers were being forced to evacuate their lands along the border in Kg Cham province by Vietnamese authorities, a certain provincial governor by the name of Hun Neng - a brother of Hun Sen no less- was reported to have claimed that Khmer people did not have the habit of creating settlements, including building pagodas on other people's land, suggesting that the location claimed by Vietnam also entailed Khmer temples.
Whether the government is going by the 1954 map or the status quo, it remains imperative that it opens up the delineation process to all concerned parties so that the people through their elected representatives as well as independent observers could have their due say in the actual verification of the entire mapping work. That is the minimum requirement expected of any truly democratic governance.
With their determination to obstruct, frustrate and exclude opposition groups from having any practical input in this business by resorting to the deployment of armed police and vigilante forces, one could clearly see the regime's authoritarian traits coming to the surface whenever it finds itself being confronted with legitimate voices.
Does the Cambodian government have any will of its own worthy of the word 'government'?
