The policeman could either be guilty or innocent of such charge. More detailed explanation and follow-ups should be cleared before you can make a judgment call on anyone's action. For all we know, he could be taking the necklace and keep it or he could be saving it for the victim. Investigate further and don't jump conclusion based on a picture. Pictures do lie. Keep that in mind. If the policeman is guilty, proper action should be taken. If he is not, the people portraying this to be something it's not, should be held accountable as well.

I hope that the cop is only securing victim's belongings temparory.
Collecting materials ARE to be written down on report and witnessed by other official,either colleage or ambulance officer.
Later,when contact any next of kin(relatives) and briefing the report, the belongings are to be collected by relatives with receipt of returning property,with once again witnessed if victim remains unconcious and hospitalised.
Practicle exercise is that ambulance officer is collecting belongings from police and witnessed by the duty police officer.subsequently the belongings are passed onto hospital staff with receipt of acceptance.
This is the practice of respect officer and of a nice gentleman.

I agree with you all! policemen in Pochentong airport very annoying they kept asking for money $10,$20 dollars every fucken time? i think someone must report to their superior or something..?

Cambodian policemen are notorious for stealing from those in need of help. It is ashamed to wear their police uniform and practicing all forms of scams. It shows a lack of respect for themselves and their department. As a person of Khmer decent, I am very embarrassed by that... but not much we could do as we are not the ones in charge. The one in charge is the Cambodian government. There ought to be something to do about this... Clearly, there is an institutional failure when the policemen are stealing from the people. One, they are not being paid enough and have to resort to this kind of behavior. They are lack of training/knowledge about their responsibility. Three, their boss order them to steal. Five, most of those in charge bought their position to make money for their investment. I don't see how Cambodia can progress in orderly ways when the police department exploit the vulnerable like this.
where is his superior? he is showing unprofessionalism and unethical when we talk about work ethics, professional code of conduct, etc... this is a good example of what is needed to be trained and reforms, etc... hello! wake up people! unless he is doing this to like they do in america by taking off all injured person's personal jewelry, etc that can interfere or cause bodily harm in the way of medical treatment, then it is different. so, this picture seemed to focus solely on the cop, not his training, etc... from this picture, we can only see the obvious, because the medics seemed to watch what the cop is doing. so, maybe the cop is taking the victim's necklass or ring, etc out of the way of medical intervention. from this picture, we can't really tell his intention. so, i wouldn't jump too quickly to the conclusion, unless i know the real truth, etc..., really! just my skeptical thought here (keep in mind political tone and bias on the blog causes me to speculate like this).

Please do not jump to the conclusion and please give some credit to the Cambodia’s cop. It could be the regulation that the cop has to collect all victim belonging and state in the report like other countries. How come most of you almost always put Cambodia and Cambodians down? Please do not just the book by the cover.
Unless the jewelry is detached from the victim, no police officer, medical office, or anyone has the right to take anything off from the victim especially at the accident scene. If this were inside the hospital where the doctor needs to take it off for any reason e.g. interference with machine for Xray, then that is a different story. But, his Khmer officer is clearly stealing! He has no right.

yes, i really hate to people who ga to visit in combodia they pay for visa $5 or $10 for those people who work on the airpot. this is mean we all support the curruption to those people who are working in the airport pochintong. please stope to them. want to see how long those policemen in srok khmer want us to stand in the airport. if we all do not pay them together at once we will help our country stop to corruption.

next time immigration cop at airport ask money from you, ask to speak to their superior or supervision,ok! don't tolerate corruption at all. i bet once you complain to the proper authority, they will stop! now, everybody have to complain and ask to see the superior in charge there next time, ok! no more excuses!

I totally agree with you. Look, there is an ambulance guy standing and watching there too. I don't think that police guy dare to take the victim's belonging.

I don't understand why all of you start to blame the police only see this picture? You can not judge anything without seek to understand the whole story. The picture only show that police try to remove the jewelery from the victims. It doesn't mean he is gonna take it. He may keep it for the victims. I just remind to all of you that please do not see all things is dark in Cambodia. Don't just blame Cambodia without understand the whole story.. Please be a positive thinker rather than a negative thinkers.
Should assume the obvious, and most obviously he is looting from this unconscious man. Why would he take the necklace to "save" it for this unconscious man? because he is afraid another thief that is around might snatch it? WRONG, that cop is the thief, that unconscious man is the victim.
