The government has claimed that Surya Subedi, the UN’s special rapporteur for human rights, wrote to Prime Minister Hun Sen to “apologise” for statements he made earlier this month. At the end of his third mission to the country, Subedi told a news conference he was “disappointed” that a meeting with Hun Sen scheduled for June 17 had been cancelled because of the premier’s ill health. The next week, Hun Sen criticised him in a speech, saying Subedi conveyed disrespect with his choice of words. Foreign Ministry spokesman Koy Kuong confirmed that Subedi sent a letter to Hun Sen this week that contained an apology to the prime minister. “The meaning was firstly to apologise to Samdech [Hun Sen], secondly to wish that Samdech recovers soon, has good health and a long life, and the third point was about the positive aspects of his third visit to Cambodia,” he said. But Christophe Peschoux, country director of the UN human rights agency, said the letter did not contain an apology, and instead touched on issues Subedi would have addressed in his meeting with the premier.

A good diplomat never saying anything that cause resentment or anger with the person he is trying to work with. A few kind words go a long way. Even how good or bad the person is, praise him when he does well, and gently but tactfully try to work with him on the issue and need to resolve. In this case, Surya can do better work than Yash Gai. With HS, a respectful gentle approach works much better than forceful criticism.

When it comes to good statemenship Hun Sen could learn a few things from Surya Subedi.
HS - a mild temperament can go a long way, and earn more respect.
Khmer mentality, we like a strong man, decisive leader. That's why HS is very successful. People like his speech better than Sam Rainsy. He speak like common people speak. Sometimes with raw emotion, but people there like it that way. It show the man sincerity. He speak what he feel. So HS also know when to blash and when to hold his piece.
What kind of strong man. Without secret support from Viet, the title of strong man may be disappeared for a long time agao. That is the fact, but UN is also weake status, look to Sarayevo or Irak which country freed this county, without uncle SAM, is no chance.

After 30 years, we all know that the CPP, and hun sen who his master is hanoi, and not khmer nation. Serve only youn, have no credibility.
Hun sen or the cpp can't be trusted with whether it word, or credibility. They flip flop like kangoroos, and they hides their faces like an ostrich bird.

Apparently Koy Kuong and other Hun Sen's advisers can't read English. They said UN apologized, but UN said no apology. Who to believe? I tend to believe the UN, the letter writer, more than Hun Sen's broken-English adviser. Most of them speak broken English.
I feel sorry for this UN guy Subedi who just was doing his job to monitor the Cambodia’s progress, and wrote a report to his stupid top boss at the UN. Subedi was being treated as nobody and ridiculed by Hun Sen. Just think here: Hun Sen was sick on the day of meeting with Subedi, but Hun Sen quickly lambasted the UN envoy the very next day. Was Hun Sen really sick on that day or he just treated Subedi as nobody? Now here is the second insult: Hun Sen twist the fact. He claims apology from Subedi who sincerely expressed disappointment. Hun Sen and his criminal cronies have routinely use trick and trap. They twist the true. They lie about fact. And they intimidate anyone who dare to against them. They openly defy and belittle the UN, and yet UN still bowls to this dictator. What a shame!
