BANGKOK — Thailand's army is prepared to defend its border with Cambodia if a territorial dispute heats up, the prime minister said Wednesday, as the two nations were set to tussle on the diplomatic front at a U.N. meeting in Brazil.
Deadly clashes have flared in the past over the Preah Vihear temple, which the United Nations Educational Scientific and Cultural Organization named a World Heritage site in 2008, over Thailand's objections.
Two Thai soldiers were killed and 12 wounded in April 2009 after troops exchanged fire with assault rifles and rocket launchers along Cambodia's northern border near the temple, one of several clashes in recent years.
Cambodia will present a management plan in Brazil on the disputed territory at a UNESCO meeting this week.
The International Court of Justice in 1962 ruled the 10th-century border temple belongs to Cambodia, rejecting Thai claims. Cambodia's World Heritage bid reignited Thai resentment over the ruling, and there have been small armed clashes in the area during the past few years.
Thailand claims the management plan would infringe on a small area of undemarcated territory around the temple, of which both sides stake a claim. It has called on UNESCO to reject the plan, and said it will walk out of the meeting if it is accepted. It also said it would consider withdrawing from UNESCO's membership if Cambodia's plan is accepted.
Leaders of both countries have used the issue to stir up nationalist sentiment and shore up domestic political support.
Abhisit met Wednesday with Defense Minister Pravit Wongsuwan, who told him that, pending Cabinet approval, the army is ready to deploy more troops to the already heavily defended border if Cambodian forces intrude into Thai territory.
"The army is now ready to defend our sovereignty if breached," said Abhisit after his weekly Cabinet meeting. He said he was appealing to members of UNESCO's World Heritage Committee "to remember the very purpose this committee was set up for. It should be a purveyor of peace and culture, not of tension and conflicts."
A Thai delegation, led by Minister of Natural Resources and Environment Suwit Khunkitti, is in Brasilia to attend the UNESCO meeting.
"We must make it clear that Thailand cannot and will not accept the proposal," said Abhisit. "And if the committee will not listen to our objection, we will not take part in the voting process."

i think one way to solve this with siem is cambodia should call on the world to look at the map of the international borderline of cambodia and siem country. that's the key in solving this issue or dispute. the map is the map and must be internationally recognized. we know siem use their own unilateral map that took advantage of cambodia preoccupation with war, civil conflict, chaos situation, etc... so, that is not internationally recognized. cambodia must demand the world to intervene by take the map to the world court one last time so to solve this issue once and for all. as for cambodia's preah vihear, it is out of the question with siem. icj already decided on that in 1962. so, if the 4.6 sq areas and i'm sure more along the borderlines due not siem not respecting the 1907 international treaty but failed to do anything about it then, but nowadays, if is too is out of the question for siem to try to negotiate with cambodia. ever heard of statue of limitation. law have that so to prevent future problem like this. this is a good example why we have law, so conflict like this do not come back at us later. and siem apparently do not understand that! so, cambodia must push to take siem to world court so everybody in the world can see and understand the real problem; it's the map problem, not preah vihear problem, at least that's what siem is claiming. so, take th map to court once and for all, cambodia. that is the key to solve this last time, so siem have no more excuses in the future to steal from us again, really!

Thailand will never quit, I tell you. Look through out the history. After defeated the last Khmer stronghold in Lovek, the Thais extended their protectorate over the remaining territory of the Khmer. They monitored the Vietnamese closely and challenged the Vietnamese head-on when the Vietnamese slowly penetrated into the Khmer territory, which was the Thai protectorate. Under the Thai protectionism, the Khmer lost a huge chunk of the Mekong Delta to the encroaching Viets. The Thais never forgave the pestering Viets. When the Viets moved in to take over Cambodia -the prized possession of the Thais - the Thais fought a brutal war with the Viets to rid Cambodia of the Viets. Then the French came on the scence and the geopolitics changed. While the Thais manuvered to keep their INDEPENDENCE in tact, the Viets and the Khmer and the Lao were under the thumbs of the French. Now it is the French turn to keep the Viets off the Khmer territory. However, the Thais continued to tract the Viets. The French created the Khmer Mekong Delta Region into a Republic of Cochin-China, a colony of France itself. However, after the Japanese defeated the French in IndoChina, the Japanese declared Cochin-China a part of Empire of Vietnam (Annam and Tonkin). The Thais continued to monitored the Viets. When the French finally got defeated by the North Vietnamese in the Red River delta, the French ceded the Khmer Mekong Delta Region to Vietnam, then they went on to challenge the boundary line left behind by the French that separates Cochin-China from Cambodia. Seeing the Viets challenging the French-made border line with Cambodia, the Thais choose to do the same. That is the cause of the current crisis. For example, from the Thai point of view, when the Vietnamese challenged Hun Sen regime against the French-made demarcation line, the Viets were able to acquire more Cambodia territory and islands from Cambodia. Therefore, the Thais want to challenge Hun Sen regime against the French-made demarcation line in the West of Cambodia as well. The Thais always claim that they were the heirs to the entire Khmer empire and they always boast of bringing down the greatest Khmer might down to its knees. The Thais are continually annoyed by the Viets who detached the Mekong Delta Region from the Thais, and now the Viets are able to challenge Hun Sen successfully against the French-demarcation line. Now and into the future, the Thais will always challenge the French-demarcation line betweem former Siam and former French Indochina. The Thais will never be afraid of going into war against Hun Sen. Hun Sen repeatedly tells the world that Cambodia has enough ammunitions to fight off any invaders for 10 years. However, the Thais can wage war many longer years. The Thais also anticipate the move of the Viets just like they did in the past. The Thais continue to refuse to playdown their supremacy against the Khmer. When the Viets brag of defeating the Khmer, the Thais say that what victory do the Viets talk about when the great Khmer might was already defeated by the Thais since the 13th century. The Viets only came in contact with Khmer territory (Thailand's protectorate) in the very late 17th century. As long as the Viets continue to grab more land from the Khmer, the Thais will also seek way to grab more land from the Khmer. They will never stop as long as Hun Sen allows the Viets to grab more Khmer islands and land territory.

Hor Nam Hong added that Thai leaders wanted to review about registering Preah Vihear temple (of Cambodia) with the Committee of World Heritage of UNESCO and also wanted to register jointly for Preah Vihear temple. "Preah Vihear temple and land surrounding areas belongs to Cambodia not Thailand according to the verdict of World Court's rule in 1962," Hor stressed.
"It is big mistake and serious one that were created by Thai leaders," he said, adding that they have spoken without thoughts.
"If they want to have armed conflicts for third time, we welcome," he said, adding "today we have known that Thai command for second region put their troops on alert, our troops also is ready for fighting, but so far the situation there is calm."
Moreover, Hor Namhong said "the border tension was caused by Thai side. We (Cambodia) want to resolve the border issue peacefully and friendly. But our effort made no result."
"Military tension has not occurred yet today, but tomorrow I do not know," Hor said, adding that Preah Vihear temple already registered as cultural and humanitarian matters for all people.
"We are ready to deal border issue with Thailand by using peaceful resolution, international law, military, or diplomatic ways," he noted.

Yes, there is the UN body and in the mordern world order, no stronger countries are allowed to invade smaller countries, but there is always a "loophole" (=a mistake in a law or rule that makes it possible to legally avoid doing what the law says). Here is one real situation that I want you to consider: There is already a clear borderline between ah Yuons and the Khmer, but ah Yuons forced ah Hun Sen to sign a legal bordery treaty of 1985 to allow them to grab more Cambodia's territory and islands legally. So as long as ah Hun Sen agrees to ah Yuon endless demand, ah Yuon can always take more Khmer land even if there is the UN body around. Ah Siems want to do the same. Ah Siems want to force ah Hun Sen to enter into a legal treaty so that ah Siesm can grab more temples and land areas from Cambodia.
The bottome line is that ah Hun Sen must say NO to the demand of ah Yuons and ah Siems. But ah Siems say that ah Hun Sen since ah Hun Sen is a cocksucker of ah Yuons, then ah Hun Sen should be a cocksucker of ah Siems also.
The UN body cannot help if ah Hun Sen continue to sign legal treaties allowing ah Yuons to grab more and more of Khmer land and islands. Consider the Khmer island Koh Tral. The French never clearly grant it to the Yuons, but ah Hun Sen did. Consider the disputed areas between Vietnam and Cambodia right now. When the French left, those areas belonged to Cambodia, but now a lot of Cambodians find their native homeland and farmland ending up on the side of Vietnam instead. So what happened? It is because ah Hun Sen signed a legal treaty with ah Yuon allowing ah Yuon to take over those border land areas. The Siems will do the same. When the French left Cambodia, Prasat Tamon Thom and Prasat Tamon Toch and the Preah Vihear temple and region were on the side of the Cambodia, but now the Siems are entering the areas to challenge ah Hun Sen.

Fact is, Cambodia has been maturing. Sending troops for peace keeping, avoiding big conflicts, and trying to establish a good image for itself and in international community. Though we have a dictator, our country seems to be more humane then a democratic country like yours where still in the 21th century, mass murders and human lives means less than 2 cents!
