Cambodian officials required to declare assets

Some 100,000 government officials in Cambodia will be required to declare their assets this year in an effort to combat corruption, a senior official said Wednesday.

Under an anti-corruption law passed in March, any official found guilty of taking bribes could face up to 15 years in prison.

Cambodia, a poor country heavily dependent on foreign aid, is routinely listed by independent groups such as Transparency International as one of the most corrupt countries in Asia.

Om Yentieng, chairman of the government-appointed Anti-Corruption Unit, told reporters that it will require senior officials - including civil servants and police officials - to detail their assets by November.

Lawmakers and leaders of nongovernment organizations will be asked to declare their assets later, he said.

International donors have long pressed Cambodia to combat corruption.

In 2004, a study prepared for the U.S. Agency for International Development said that Cambodia lost an estimated $300 million to $500 million annually to various forms of corruption, although the government contests that graft is on such a large scale.

The anti-corruption law was first proposed 15 years ago but the government, unwilling to tackle the problem, dragged its feet on getting it passed. It remains to be seen if the asset declarations will be effective in monitoring officials. Government salaries are as low as $20 a month.

why corruption? maybe we ought to focus on the lack of law to govern such bad behavior, really! so, we should ask, what cambodia lacking? a lot of law, for sure, and enforcement is another issue altogether. i think cambodia is in a critical moment in history right now, i mean a transitional period, so, it seemed like people are scrambling to get that piece of pie before it become strict and hard to do. i mean people look for opportunity to be wealthy for their future; that's how cambodian people think, don't you know! despsite all this chaos or seemed out of control situation, i think cmabodia is in the transitional period or process of transforming into a different environment, a better one, that is, in the near future. i believe so; that's why the country is going through what it is right now! i mean look around, there is now land issue, corruption issue, etc... people there are aware that real changes or reforms are coming inevitably to cambodia, so, they hustle the last minute to grap what they can before it becomes hard to do so in the near future. trust me, i know cambodia psyche and situation. and it's not all that bad like it looks. beneath all this chaos, in khmer, there is a beautiful creation taking take, like the churning of the sea of milk on the wall on angkor wat foretell. in cambodia, religious belief is very powerful and true to the believers, the khmer that is. and there is another saying too that the lily flower as khmer used to say is growing from the mud, and yet turn out to be one of the most beautiful flower on earth, and khmer people use the lily flower to honor our god. so, all is good, actually. good things are coming to cambodia sooner than later, i believe. everything happens for a good reason, changes and reforms, that is! god bless cambodia.

Whatever they try to do, the corruption will stay there, just take a look at those police official's family, their son inlaw, nephew, close relatives to high ranking official commited crimes they still getting away from the LAW? the authority scared to touch them...this is one thing i hated a bout cambodia!!

Yep, these corrupted people they used money to shut up poor powerless victims these day...if their son rape your daughter, they will throw money in your face, take it and shut up! that's how they are in Srok Khmer today! still going on like this today? if they can bring these powerful family to justice just like Thailand or other country, i would be so happy with the new Anti-corruption LAW!
