Performance of the Royal Government of the Third Legislature in implementing the Rectangular Strategy
Cambodia has been enjoying the fruits of peace and full territorial unity and integrity as the result of the "Win-Win Policy" of the Royal Government as evidenced by high economic growth and poverty reduction over the past decade. Cambodia has integrated into the region and the world and plays a dynamic role on equal footing and with equal rights in various sub-regional, regional, inter-regional and international organizations. The current political stability, achieved and consolidated through persevering efforts after many decades of conflict, allows Cambodia to implement its reform programs in all sectors to re-build institutional capacities, strengthen socio-economic infrastructure, and create a highly conducive climate to attract investments from both domestic and overseas sources to enable strong economic growth and poverty reduction. We have demonstrated our commitment to multi-party democracy as the only path for Cambodia toward the "rule of law" and to provide equal opportunity to all the people. In the third legislature, the Royal Government has attained major achievements in a number of fields, as follows:
1)Peace, political stability, security and social order have been strengthened by implementing the liberal multi-party democracy.
2)Respect for human rights and dignity, including political, economic and social rights, has been enhanced; and decentralization and de-concentration reforms, aimed at strengthening democracy and efficiency of local public services, have been initiated.
3)Good governance through state reform, especially civil service reform, legal and judicial reforms and armed forces reforms, has been strengthened to ensure that all government activities are increasingly more transparent, accountable, predictable, effective and efficient.
4)Macro-economic stability and unprecedented high, double digit economic growth has been ensured while maintaining low inflation and a stable exchange rate. Competitiveness of the national economy has been strengthened by improving agricultural productivity, building a rural economic base, and expanding the industrial sector, especially to further the dynamism of the garment sector. The services sector has also expanded rapidly. All these have created jobs and skills training for hundreds of thousands of youth.
5)Through the "Public Financial Management Reform Program", budget credibility has been fundamentally achieved as reflected by substantial growth in government revenues and the rationalization of expenditure, especially to increase the current budget surplus, which contribute to expanding investments in the economic and social infrastructure aimed at enhancing public service and poverty reduction.
6)The Private sector has emerged as the "true engine of economic growth", and made a very impressive contribution to socio-economic development, both in the physical economic sector and the financial sector.
7)The rehabilitation and construction of the major national road networks has almost been completed and attention is now being paid to accelerate improvement of provincial and rural roads. The irrigation, energy and telecommunication infrastructure has improved significantly.
8)Institutional and human resource capacity has been strengthened by concentrating on development of the education and health sectors. The obvious outcomes are the increase in the enrollment rates and the decrease in drop-out and repetition rates, infant and child mortality rates and HIV/AIDS infection rate.
9)Partnership with all stakeholders especially official development partners, private sector and civil society has been strengthened by setting up a range of effective mechanisms, allowing for mobilizing and coordinating cooperative financing and investments.
And Judicial system to silence the opposition, and freedom of speech.
Hun Sen took Kem Sokha to REPLACE Rainsy, and creating a NEW OPPOSITION POLITICAL PARTY.

1). The development of anti-King and Queen, Anti-governmental propaganda, by written newspapers, Books and Poems via Internets.
2). Create a climate of crisis and insecurity and to provoke divisions in the population to rise up agaist the King, Queen and Government.
3). Carrying out of acts of sabotage and break khmer apart from the majority of the population remained loyal to the King, Queen and elements of Government.
4). Circulation of tracts and other printed matter originated by the various factions, and in their place the appearance of a single overall their political line, both in written and spoken propaganda, a development which became more and more intence and widespead.
5). The sudden attacks launched by the Newspapers, books and Poems with political pictures or cartoons.
Hin Sithan, KC, KB, Sam Vichea, Sék Serei,Ung Thavry, Yim Guechsè and Champa Diep are practically, sympathy directed by Ho Chi Minh and their Vietnamese Communist in Hanoi.
That's the stategy of Hin Sithan, KC, KB, Sam Vichea, Sék Serei,Ung Thavry, Yim Guechsè and Champa Diep are preparing the entry of Cambodia into their Indichina Federation and their new political indoctrination.

In spite of the public readers hate Viet/Yuon Ly Ngoc Diep, but those Khmers you listed are not going after wealth, these people are nationalists just like million Khmer Nationalists, just that they are too extreme rightists, and the extreme rightists always fall into the enemy's traps the same as the extreme leftists in CPP.
If you want to smear them, you'd better find solid reasons to convince every body why these extreme rightists going after the wealth. They are not Viet/Yuon Sok Kong or the dishonest officers pocketing the Khmer people money like the high ranking in Cambodia.

You should correct your #3 and rewrite as: The majority of Khmer population remain devoutly loyal to the Monarchy and King Sihanouk, NOT CPP, the ruling party.
I am a Monarchist and I am under NO illusions about the flattery in your Hanoi's tactic of using King Sihanouk to serve Yuon interest. This same Yuon tactic were used in the past, but to many may believe Yuon's tactic, but I am not one of the people you can spin.
What wealth are these people going after? Cambodian national treasure is under CPP controlled by Yuon Hanoi. How are these people going after the wealth?

To you Khmer monarchy is useless. Have you and your extreme rightists done anything for Cambodia? King Ang Duong helped to free Cambodia from one enemy Siem and two provinces Battambang and Siem Riep were returned. King Sihanouk free Cambodia from another enemy France and won Preah Vihear.

Ang Duong could not do that alone if all Khmer people did not first revolt together during an EIGHT DAYS to fight Viet invaders troughout Cambodia.
Seam Reap and Battambang eas 100% French work by exchanging some khmer provinces such as Trat, Chantaburi, Chhonburi,...plus parts of western banks opf Mekong to Thailand.
Preah Vihear won by international Court based on international border lines argrred up by both Thailand anf French Indochina, plus Thai KIng Chulalongkorn had endorsed his signature on that treaties too.
Sihanouk's destruction of Cambodia is 100 times bad than his help.

But Ang Chan, Ang Duong's father did made a mistake for his power greedy by asking Viet king to install 50,000 Viet troops lead by TRoeung Minh Giang to Vietnamise Cambodia.
Do you know that???
Until Khmer people arm-uprising for 8 days to fight Viet invaders throughout Cambodia, then Thai king ordered Thai troops to accompanied Ang Duong to liberate Cambodia as Khmer people revolted againg Viet yoke in every province.
