Court orders parliament to dock Mu Sochua’s salary

PHNOM Penh Municipal Court has informed opposition lawmaker Mu Sochua that the National Assembly has been authorised to dock her salary for two months in order to pay 8 million riels (US$1,904) in compensation to Prime Minister Hun Sen.

In an order sent to the Sam Rainsy Party parliamentarian Tuesday, Judge Chea Sok Heang said that the Assembly’s Finance and Banking Commission would be responsible for redirecting the funds to Hun Sen’s lawyers.

“The court decides to seize Mu Sochua’s salary ... of 4,204,899 riels ($1,001) per month until [the amount is] completely paid to Ky Tech, Prime Minister Hun Sen’s lawyer, as the creditor requested,” the letter said.

“Mu Sochua must not block or prohibit the officials in charge of salaries at the Assembly’s finance department from seizing the debt.”

The 8 million-riel compensation payment is part of the 16.5 million riels ($3,928) in fees Mu Sochua was told to pay after being found guilty of defaming Hun Sen in August last year. Two appeals against the verdict have since been rejected.

It is unclear whether the court can legally dock Mu Sochua’s pay without her authorisation. Earlier this week, senior Cambodian People’s Party lawmaker Cheam Yeap said the National Assembly could not abide by any court request to seize Mu Sochua’s salary if she did not consent to it.

“In this situation, if we cut her salary without her agreement, it is impossible,” he said. He could not be reached for comment yesterday.

Sok Sam Oeun, executive director of the Cambodian Defenders Project, said the court has the power to enforce the seizure of Mu Sochua’s assets or salary, but that it should not seize her entire salary for the next two months.

“The court should allow her to live easily. I think the court can do this,” he said.

Mu Sochua could not be reached yesterday, but has consistently maintained she will not assent to having her salary docked. “If my salary is taken without my agreement, it is a violation of my rights,” she said on Sunday.

Hun Sen has always had a full authority. Our rights mean nothing to this man. His actions are always arbitray and capricious

MP Mu Sochua - when you mentioned about "your right" don't expect this robber stamp parliament to understand that. Most of their membes used to deal with animals in jungle. Event nowaday, after 30 years from hibernation in jungle, they still did not learn anything about human being. They still treat people the same level as animal. So you can imagine how low they are. I visited Cambodia few times in the past and noticed every I went to I saw those CEE PEE PEE members interacted each other like animals, event lower then animals in the west. So I never wonder why most of KI readers call them " AH POURK SVA"

If CPP is so stupid, why they're still in power? If SRP is so clever and democratic, why the majority of Khmer intellectuals abroad are not joining Sam Rainsy?

SenVarman and his bloodsucking parasites ain't academically or financially stupid, each of them has least one Ph.D and million dollars, but they all ain't patriotically or nationally stupid, because they ain't conscientiously cared about the nation.

About some highly educated Khmers living oversea, why are they not patriotically supporting SamRainsy?
Ain't no pretty young women nor becoming millionairs as CPP. Highly educated person doesn't exclusively meant s/he is simply a patriotism and nationalism!

to 3:10 am of couse hun kwack still in power:
1- Hun kwack have power and money from donnation. these billion of $ money the donnation give it to the poor people but kwack Hun stale and use it for his personal abuse.without these kind of money i could see him die in the middle of street without any body not event dog care about this man.

2- because majority of cambodia very poor and uneducation. they know nothing about their right. as long as they had little maney they satify for it. also because of polpot regim had gave them a good experience of life. that is how kwack hun still have power. once these poor and missary poople get educate and learn more about kwack behavior and politic. i think kwack hun will be bye bye.

3- because majority of old combodia people still miss understanding the meaning of Buddis word.

4- and mority of them affraid of power and rich people.

Not necessary that CPP is still in power because the members are intelligent or stupid. CPP was created by Hanoi and it has an absolute more advantages, and it gets to be, because the strategy of Consolidation of Vietnam in Cambodia, and the Viets cannot take a chance to lose their puppets who gave big piece of Cambodian land to them. That is the main big reason CPP is still in power.

Both parties SRP and CPP each has intelligent and non-intelligent people, but SRP has more intelligent people.

Another important thing is that Having intelligence, but lacking of fund is too difficult to do anything, not only SRP, it's in everywhere.

In Cambodia, if SRP wins, Hun Sen said he would not give up power to Rainsy. He has money, military, and Viet soldiers in disguised on his side.

CPP is stilll in power because CPP refused to step down after CPP lost the first election in 1993 and later on CPP coup against funcinpec who won the first election so CPP can stay in power . Are you not educated enough to know that history ? Since then , CPP have done everything they could to steal the election including buying votes and intimidation .

I am simply hopeful that ye ain't emotionally hate me, because I am so happily adding one reason why these bloodsucking parasites of CPP are always continuously, unconscientiously, and faithfully supporting SenVarman, "Corruption". If one of them is desperately wanted to keep continuing his job, he must be incurably corrupted in order to donate money to the CPP, otherwise he will be eventually removed or gone. In short, if this systemtic(spelling) corruption is kept continuing alive, there is absolutely nobody can beat the CPP!
